Roles and Responsibilities of Program Manager:

    Provide overall leadership and foresight to the pastorate social development secretariat
    Initiate, lead and coordinate all planning activities for short and long term development of the secretariat
    Formulate major plans such as annual business plan and budgets, which define concisely the chosen objectives of the secretariat and provide highly focused strategic planning for successful implementation
    Lead the project staff in resource mobilization
    Spearhead timely project identification and designing for approval by the Board of Directors
    Monitor and participate in Evaluating projects and make contribution in redesigning of strategies when need arises
    Initiate, implement and ensure compliance of the organization policies and regulations
    Manage and supervise staff at the secretariat
    As an overall accounting officer, ensure proper financial management and implementation of approved budget
    Ensure proper utilization and management of the project assets and equipment
    Arrange for annual audit of books of accounts and ensure quality and timely reporting to the immediate supervisor and other stakeholders
    Undertake any other roles as may be assigned by a superior officer

    Qualifications of the Program Manager:
    Minimum of degree in Social Sciences, Development Studies, Agriculture, or related field from recognized University
    Diploma in Project planning and management is essential and added advantage
    4 years experience in a similar job and with responsibility of leading a team

    Roles and Responsibilities of Field Officer for PEP:
    Provide technical guidance towards the implementation of the PEP program in the target communities
    Take lead in community mobilization and education on PEP program
    Mobilize communities to come up with development initiatives to improve their living conditions/livelihoods
    Work closely with the PAG national staff and attain technical skills for successful implementation of PEP
    Provide technical facilitation to target communities in the process of planning, development and implementing PEP program
    Participate in the regular M&E reviews of PEP and make contribution in redesigning of strategies when need arises
    Prepare timely (monthly, quarterly, and annual) narrative reports and submit to the Program Manager
    Undertake any other roles as may be assigned by a superior officer

    Qualifications of the Field Officer for PEP:
    Minimum of degree in Social Sciences, Development Studies, Agriculture, or related field from recognized University
    1 year experience in a similar job and working in rural setting

    Roles and Responsibilities of the Accountant:
    Maintain books of accounts in accordance with international accounting standards (IAS)
    Keep updating, the secretariat accounts in line with the generally accepted accounting principles (GAAP)
    Provide technical support to the team in preparing comprehensive budgets and consolidated accounts
    Ensure the adherence to the accounting internal control systems
    Maintain a record of the secretariat inventories & assets and ensure their proper utilization
    Ensure timely audit of secretariat accounts by preparing /making all necessary arrangements early enough
    Prepare periodic (monthly, quarterly and annual) financial reports and submit to the Program Manager
    Undertake any other roles as may be assigned by a superior officer

    Qualifications of the Accountant:
    Degree in Finance, Accounting from recognized University
    Professional qualification in Accountancy (ACCA, CPA, ACA) is an added advantage
    1 year work experience in financial management with computerized Accounting Systems

Provide and facilitate the provision of Research technical support to MSU team members. a. In liaison with the Operations Director and Programme Director, ensure that timely action research is undertaken which serves MSU's organizational objectives and Improves MSU programming. b. Ensure that the RM&E team is able to deliver high quality research projects in accordance with well designed, realistically budgeted protocols. c. Ensure clear and user friendly dissemination of research reports and findings to key internal and external stakeholders through verbal presentations, publications and abstracts. d. Translate findings into practical lessons, actionable insights and recommendations for MSU colleagues to rapidly improve their programming. e. Ensure that capacity development approaches are strategic and build the long term sustainability of research teams. f. Ensure that stakeholders' national and international strategies are monitored and that connections with MSU's programme results are disseminated to Senior Management Team, to assist MSU's external relations activities and inform evolving strategy. g. Ensure high quality and credible management information systems, and optimize the use of technology to improve MSU programme efficiency and quality. 5. Lead the growth of the new MIS function within MSU. a. Manage and mentor the new MIS & innovation Officer to roll out the new automated MIS system in close liaison with key stakeholders, including Finance, Operations, and MSI. b. Ensure that MSU proactively designs and implements data quality assessment systems and procedures including the verification of service data and the reporting of service data internally as well as externally to donors and through HMIS to district health teams.

Qualifications and Skills

    Advance degree in public health or related discipline
    Significant experience managing a team and resources
    Experience of Monitoring & Evaluation of large and complex donor projects, preferably with sizeable USAID funded projects
    Proven excellent technical oral, written, and editing abilities; ability to present and write for multiple audiences
    Quantitative and qualitative research skills (preferably including SPSS knowledge)
    A team player, able to work in deadline driven/results orientated atmospheres
    Strong people management skills
    Strategic guidance and planning
    Motivated personally and professionally to develop; willingness to travel as requested
