Job Title: Senior Manager: Research, Monitoring & Evaluation
Duties and Responsibilities: 1. Effectively manage the RM&E team through setting a vision, strategic objectives and priorities. 2. Improve Communication and Coordination. a. Strengthen coordination across the function, ensuring that RM&E support to clients within MSU is aligned with organizational priorities. b. Ensure that quick, responsive and high quality support is provided to key clients. c. Ensure that there is clear functional separation within the RM&E team for both Research and M&E, drawing up appropriate job frameworks which delineate between the respective roles and duties of team members. d. Liaise proactively with Marie Stopes international's Regional Research Advisor to ensure that MSI best practice informs MSU's work and that there is good Information flow between MSI and MSU. e. Represent the team internally and externally at stakeholder fora. 3. Provide Proactive strategic and tactical advice to MSU's Senior Management Team on RM&E related matters. a. Create an M&E plan for MSU drawing together indicators across multiple projects to inform high level decision making and strategy development. b. Develop well budgeted and realistic M&E components for MSU concept notes and proposals. c. Develop logframes, performance monitoring plans and M&E frameworks, with effective and clearly defined indicators aligned to MSU's strategic objectives and donor requirements, such as USAID. d. Create useable M&E tools for monitoring and evaluating programme activities. e. Proactively monitor performance vs. indicators in conjunction with the relevant Project Managers. f. Provide high quality and timely updates for project reporting purposes. g. Ensure compliance with M&E donor requirements, in particular USAID and nurture a close working relationship with UMEMS. 4. Provide and facilitate the provision of Research technical support to MSU team members. a. In liaison with the Operations Director and Programme Director, ensure that timely action research is undertaken which serves MSU's organizational objectives and Improves MSU programming. b. Ensure that the RM&E team is able to deliver high quality research projects in accordance with well designed, realistically budgeted protocols. c. Ensure clear and user friendly dissemination of research reports and findings to key internal and external stakeholders through verbal presentations, publications and abstracts. d. Translate findings into practical lessons, actionable insights and recommendations for MSU colleagues to rapidly improve their programming. e. Ensure that capacity development approaches are strategic and build the long term sustainability of research teams. f. Ensure that stakeholders' national and international strategies are monitored and that connections with MSU's programme results are disseminated to Senior Management Team, to assist MSU's external relations activities and inform evolving strategy. g. Ensure high quality and credible management information systems, and optimize the use of technology to improve MSU programme efficiency and quality. 5. Lead the growth of the new MIS function within MSU. a. Manage and mentor the new MIS & innovation Officer to roll out the new automated MIS system in close liaison with key stakeholders, including Finance, Operations, and MSI. b. Ensure that MSU proactively designs and implements data quality assessment systems and procedures including the verification of service data and the reporting of service data internally as well as externally to donors and through HMIS to district health teams.
Qualifications and Skills
Advance degree in public health or related discipline
Significant experience managing a team and resources
Experience of Monitoring & Evaluation of large and complex donor projects, preferably with sizeable USAID funded projects
Proven excellent technical oral, written, and editing abilities; ability to present and write for multiple audiences
Quantitative and qualitative research skills (preferably including SPSS knowledge)
A team player, able to work in deadline driven/results orientated atmospheres
Strong people management skills
Strategic guidance and planning
Motivated personally and professionally to develop; willingness to travel as requested
Supervisory Controls: All incumbents will work under the supervision of the Director: Technical Services and Innovation or his/her designee and will be located at the Support Office in Kampala.
Physical Ability: The ability to travel within the districts of Uganda
Contractual Period: TWO (2) Years
