Background
The UN Country Team (UNCT) in Uganda is supporting the Government of Uganda in addressing key development challenges based on the UN Development Assistance Framework (UNDAF) and the Government of Uganda’s five-year National Development Plan (NDP).  This is in line with the UN Reforms, the Paris Declaration and the Accra Agenda for Action. Accordingly, upon request of the Government, the UNCT has adopted a “Delivering as One” approach to enable UN in Uganda to respond jointly and more effectively to national development priorities and its mandate.  The UNCT in Uganda has identified a number of areas for joint programming, including several joint programmes as a key implementation modality for the UNDAF. One of these is a Joint UN Programme of Support on AIDS (JUPSA) that brings together the efforts and resources of UN system organizations to support the national AIDS response.

UNDP is a founding cosponsor of the Joint  Programme on HIV/AIDS and work on HIV, health and development to leverages the organization’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies.

Duties and Responsibilities
Programme development

    Undertake thorough analysis and research of the situation in the country, including monitoring the changing situation with the epidemic as well as the policy, legal and regulatory framework affecting the situation, including evolving developments, constraints, opportunities and successes.
    Preparation of  substantive inputs for  United Nations Development Assistance Framework ( UNDAF), Country Programme Document ( CPD), Country Programme Action Plan (CPAP), Annual Work Plans (AWPs) and other documents.
    Attend UN Technical Working Group and AIDS Development Partners and Partnership Committee meetings as appropriate and use these forums for taking forward and monitoring the HIV/AIDs practice.
    In collaboration with UNAIDS and other relevant development partners, contribute to the new AID architecture (Paris Declaration, Rome Declaration and other relevant international commitments) towards harmonizing and aligning the UN response to HIV/AIDS.
    Lead strategic engagement at national and lower level structures and systems (coordination, partnership, monitoring and resource utilization) for effective and efficient functioning to reduce vulnerability to HIV/AIDS – ensuring line ministries and urban authorities mainstream HIV/AIDS in development frameworks (such as budget processes), policies and programmes at all levels through appropriate forums.
    Identification of potential areas for support and intervention by UNDP.
    Contribute to detailed design and formulation of programmes and projects, ensuring introduction of appropriate performance indicators, targets and milestones.

Programme /projects management

    Prepare annual consolidated work plans and reports for submission to the JUPSA Steering Committee, as well as periodic narrative and financial progress reports as per the Joint Programme document.
    Co-ordinate participating agencies (under the Governance and Human Rights Thematic Working Group) in annual work planning, review and reporting processes in line with the agreed monitoring and evaluation framework of the Joint Programme;
    Support regular fund disbursement to partners on behalf of the Administrative Agent (UNDP)
     Initiation of projects, presentation of projects for appraisal by the Project Appraisal Committee (PAC), entering projects into the country offices Management information system - ATLAS, finalization of contribution agreements; determination of required revisions; coordination of mandatory and budget re-phasing exercises, closure of projects through review.
    Contribute to financial and substantive monitoring and evaluation of projects, identification of operational and financial problems and development of solutions.
    Ensure an operational and update JUPSA eMIS
    Participation in the audit of nationally executed projects.

    Provide high quality policy advisory services to UNDP and relevant partners to facilitate knowledge management focusing on the following results

For the past nine years, Invisible Children (“IC”) has been focused on bringing a permanent end to LRA violence in East and Central Africa through an innovative and comprehensive model. Through our protection programs, we work with local partners to build and expand systems that warn remote communities of LRA attacks and encourage members of the LRA to peacefully surrender. Through our recovery programs, we work to rehabilitate children directly affected by the LRA and invest in education and economic recovery programs in the post-conflict region to promote lasting peace.
As our programs continue to expand in the region, we are currently seeking an experienced professional to direct the Programming, Operations, and Logistics from our Regional Office.
The Regional Head of Office will be responsible for leading the coordination office in Kampala, giving support to our five field offices in DR Congo, the Central African Republic, and Uganda, and ensuring the successful execution of the organization’s stated mission through the oversight and management of the strategy, design, implementation, evaluation, and daily functions of all programs and supporting operations.

Key Responsibilities:

    Ensure that all programs fit into the strategic plan for the organization, fulfilling the broader goals to protect communities from insecurity, encourage the peaceful defection of LRA combatants, and facilitate recovery and development in post-conflict regions.
    Ensure that all programs are properly planned and executed with quality, accountability and measured impact, and that all programs continue to be progressive in nature.

Qualifications:

    A minimum of 8 years of experience in the international development or humanitarian response field. 
    A demonstrated and sophisticated knowledge of NGO management, including program management, M&E, operations management, leadership, and logistics.
    Demonstrated ability in managing complex international operations, including development and monitoring of programs and budgets; proven track record of maximizing project impact under strict budgetary guidelines.
    A minimum of 5 years experience directing large teams of national and international staff.
    Strong leadership skills and demonstrated experience implementing performance management systems, building team capacity, and fostering collaboration among staff.
    Work experience in a conflict and/or post-conflict environment is strongly preferred.
    Undergraduate degree is required; an advanced degree in a related field is preferred.

BASIC FUNCTION OF POSITION
The incumbent serves as Deputy Director of Programs for the Centers for Disease Control and Prevention (CDC) Uganda office. QUALIFICATIONS REQUIRED

Job summary and Responsibilities

    In charge of managing the CUWS Laboratory and ensuring that the laboratory equipment, chemicals and procedures conform to the established National Laboratory standards and requirements. Ensuring that routine water quality monitoring and assessment is done within the member schemes.

Specific Tasks

    Undertake regular (quarterly) water quality assessment on water supplies and compile quarterly reports with recommendations for follow up by both the CUWS and the member schemes.

    Regularly monitor performance of the water supply treatment systems and processes and make recommendations for any possible adjustments or improvements in their operation.

JOB TITLE: Driver (1 Vacancy)

REPORTS TO: Assistant Secretary

SALARY SCALE: U8

AGE: 35 Years and above +

JOB REF: ADM. 56/136/01 Vol.3 (01/13)

TERMS OF SERVICE: Permanent terms.

Main Purpose of the Job

To drive OAG vehicles as required and monitor their condition

Key Outputs

• Vehicles carefully and safely driven

• Condition of vehicles reported

• Record of vehicle movement maintained


MINIMUM QUALIFICATIONS AND EXPERIENCE

1. O -Level School Certificate;

2. Driving Permit for classes B and above;

3. Certificates in defensive driving, basic mechanics and/or vehicle fault diagnosis and troubleshooting;

4. Minimum of 10 years working experience in a reputable organization.


Key Duties and Responsibilities

1. Ensure the vehicle is driven as assigned.

2. Maintain accurate and up-to- date records on trips, vehicle maintenance, fuel purchases, incident reports, accident reports, vehicle condition and other records as required.

3. Ensure the vehicle is clean and tidy.

4. Ensure timely reporting of major mechanical faults on the vehicle.

5. Ensure the vehicle is parked safely at all times.

6. Drive OAG motor vehicles as instructed

7. Ensure maximum security of vehicle and its accessories when under his/her charge

8. Ensure safety of passengers and cargo under his charge

9. Monitor condition of vehicle and promptly report the condition to superiors

10. Maintain a record of movements for the vehicle(s) assigned to him/her

11. Carry out minor repairs and adjustments on the vehicles.

12. Report any accident incidents the vehicle gets involved in to the supervisor and police as required
