Background

The UNDP Finance Unit manages Common Service Budgets and provides Finance support services to the other UN Agencies in processing payments. High quality services to both within and external clientele by UNDP Finance unit has been one of the major goals since early 2012. This includes processing payment disbursements in time, correcting the necessary revenues in time as well as providing the necessary information to the users timely and accurately. There has been an increase in demand for these services hence the need to hire a Finance Associate to assist in improving on the quality of service in the unit.

Duties and Responsibilities

Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

    Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follow up;
    CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management;
    Follow up on contributions for common service budgets.

Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

    Participate in the preparation and modifications of budgets of the common services budgets;
    Timely preparation of cost-recovery bills in Atlas for the services provided by UNDP, implementation of the income tracking system and follow up on cost recovery.

Provides accounting and administrative support to the Finance Unit focusing on achievement of the following results:

    Proper control of the supporting documents for payments and financial reports for the related projects; preparation of all types of vouchers; Pay Cycle and payments execution;
    Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed; travel claims, MPOs and other entitlements are duly processed;
    Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ and clients  requests to resolve financial data issues;
    Maintenance of the Accounts Receivables for the projects and follow-up with partners on contributions;
    Compilation of documents and Following up timely VAT reimbursements.

Required Skills and Experience
Education:

    Secondary Education with specialized certification in Accounting and Finance;
    University Degree in Business or Public Administration would be desirable.

Experience:

    Six years of progressively responsible finance experience is required at the national or international level;
    Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

    Fluency in English.

SNV Uganda is working in school wash, functionality of rural water supply services and sustainable sanitation and hygiene for all.  We are scoping for possibilities in sustainable water supply services in small towns and peri-urban areas.  Our WASH team consists of 7 SNV advisors and 30 Local Capacity Building organisations.  The team is working in both technical and governance aspects of WASH services.



To steer the SNV Uganda WASH sector, we are looking for a highly experienced professional to take the position of Sector leader





The critical task of Sector Leader will be to lead, secure resources mobilization, provide sector strategic direction, inspire and guide a team of diverse national and international advisors towards leveraging and building SNV resources dedicated to meaningful impact at scale in WASH sector. He or she  will report directly to the Country Director of SNV Uganda  and is part of the Country Management Team. Functionally the Sector Leader will report to the Managing Director of the WASH sector and will collaborate with the Global WASH Sector Coordinator.



Major responsibilities



In line with SNV Corporate Strategy, the Country Sector Leader will:

    Business development:  develop proposals and secure funding for innovative WASH programmes;
    Programme management:  deliver effective development results, planning & monitoring,  financial management and reporting to donors;  
    Advisory services: lead complex assignments  and monitor quality of  advisory services of the sector team;
    People Management: Lead and coach the team of SNV advisors, local capacity builders and consultants;
    External representation: develop and maintain relationships with stakeholders to improve SNV  market position;
    Knowledge development: stimulate learning and innovation in the team and deliver knowledge products;
    Ensure effective mainstreaming of governance and gender issues and synergy with SNV work in agriculture and renewable energy.  



Candidate profile



The candidate should be at least a strong and mature senior advisor with a track record linked to the sector



    Masters’ Degree or equivalent in related field;
    At least 10 years of relevant working experience in WASH, including some years in Africa and at least 5 years in a management position;
    Proven experience with programme design, proposal writing, business development, international donor  and private investor relationship management;
    Proven experience with project planning, monitoring, evaluation, reporting and financial management;
    Proven experience in capacity building,  facilitation of multi-stakeholder processes, organisational learning, change processes and good governance;
    Proven experience in knowledge development and evidence based advocacy;
    A self-motivated achiever with excellent intercultural leadership, teamwork, coaching, communication, networking and organisational skills

Qualifications

• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
