SUMMARY: Relief International (RI) is currently recruiting Chief of Party (CoP) candidates for an anticipated multi-year, nutrition program in Uganda. The program will increase local capacity to manufacture fortified food products using locally sourced materials and distribute them in Uganda. The CoP will be based in Kampala and travel to other program areas throughout Uganda.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Strategic direction and overall supervision and successful implementation of the program.
Overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results.
Liaise and consult with donor, acting as the main representative and principal interlocutor.
Manage partnerships with international organizations , local ministries and municipalities, and local and regional partners.
Ensure sound administrative practices with regards to record keeping, compliance with USAID regulations, communications, etc.
Fulfill all donor reporting requirements.
Ensure regular communication between Uganda Office (Field Office) and HQ; this will include submitting required program reports in an agreed upon format.
Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices.
Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
Travel within Uganda to ensure the performance and implementation of the program.
Coordinate activities internally with other RI programs in Uganda.

QUALIFICATIONS:
Eight or more years of experience in senior project management in the field of nutrition, food manufacturing, agriculture, and/or relevant programs.
A master's degree in a relevant field.
Experience managing field-based programs of scale, preferably on USAID programs; previous CoP experience highly preferred
Ability to live, work, and travel in Uganda.
Previous experience in East Africa; experience in Uganda is highly preferred.
Fluent English required; Swahili preferred
Excellent diplomatic, interpersonal, and communication skills.
Demonstrated decision making, problem solving, and team building ability.
Experience with civil society and community-based approaches is preferred.

(On Part time basis at least 2 days per week, over a period of 5 months)
Organizational Context
Under the overall guidance and supervision of the Representative and the direct supervision of the Team Leader Communications, Media and External Relations, the Online Communications consultant will support the online communication needs of the office in accordance with UNFPA global policies.
The consultant will support and help develop networks with peers and communities of practice and will provide support for all UNFPA social media platforms, advice and support the documentation of lessons learnt and good practices from UNFPA programs.
The consultant should be competent in management of Content Management Systems (CMS), with good communication skills and good understanding of online and web trends.
Main Tasks and Responsibilities
1. To provide support to the communications team in managing the country office social media platforms (facebook fan page, twitter, flickr and YouTube).
2. Develop and co-ordinate UNFPA web-page/intranet systems for dissemination of publications and reports of the country office and UNFPA partners to internal and external audiences to inform programmatic and decision making.
3. Serves as key contact for data requests by responding to queries and by assisting clients in accessing tools and resources.
4. Manage the UNFPA database of contacts and partners and maintain the advocacy distribution database.
5. Manage communities of practice and other networks managed by UNFPA for its partners. Create new networks as required by UNFPA.
6. Contribute to KM resources by preparing best practices and capturing lessons learnt.
7. Manage online training sources and provide support for training sessions.
8. Any other duties to support the communications team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Work closely with the Chief of Party and other key personnel to implement, improve and maintain financial management policies, systems, structures, and procedures for the program.
Work closely with partner organizations on their financial accounting and reporting compliance for the project.
Ensure the smooth day-to-day running of the finance office through supervision and management.
Plan and supervise work of the program-related finance staff including tracking and monitoring of procurements and expenditures, and establishes and maintains an office purchasing, inventory, and requisition system.
Coordinate compiling of project monthly financial reports for submission to the International Finance Controller and Chief of Party.
Prepare project budget vs. actual reports on a regular monthly basis.
Work closely with the Chief of Party to monitor the project budget.
Assist project officers in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements.
Work closely with project officers over the project implementation planning and cash flow projections.
Prepare budget revision in close coordination with Chief of Party when necessary.
Make sure that financial records and backup documentation is ready for internal and external audits.
Works closely with HQ finance team and internal and external auditors.
Travel within Uganda to ensure successful performance and implementation of the program.

QUALIFICATIONS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
At least ten years experience in financial management ; experience on USAID programs highly preferred.
Background/experience in capacity building or similar field preferred.
Highly organized and systems-oriented.
NGO experience and knowledge of donor guideline requirements (e.g. USAID, UN).
Ability to live, work, and travel within Uganda
Previous experience in East Africa; demonstrated experience in Uganda is highly preferred.
Fluency in English required; Swahili highly preferred
Excellent diplomatic, interpersonal, and communication skills.

Applicants should be Ugandans holding an Honours Bachelor’s Degree in any of the following disciplines: Human Resource Management/Personnel Management, Arts or Social Sciences with Human Resource Management/Personnel Management as a subject or Social Work and Social Administration, or Commerce (Management Option) or Business Administration (Management Option) or Education or Literature in English or any other Bachelor’s Degree with either Mathematics, Philosophy or Psychology as a subject plus a minimum of a Post Graduate Diploma in Occupational/organizational Psychology or any other Post Graduate Diploma with Psychometrics as a subject from a recognized University/Institution.
Applicants should have a minimum of three [3] years working experience in Management or administration of Personnel Selection Examinations in Government or equivalent level of experience from a reputable organization.
He/she should have the following Key Competencies: Planning & organizing, Communication, Records & Information Management, Concern for quality & standards, Integrity, Innovativeness, Commitment to continuous learning and knowledge of Public Sector Human Resource Management Policies and Procedures.


DUTIES:
The incumbent will be responsible to the Assistant Commissioner (Selection Systems Development) for performing the following duties:-
? Conduct competence analysis.
? Compile test validation data and conduct research on technical areas.
? Conduct item analysis and general test performance.
? Prepare administration materials and test centres.
? Compile departmental operational reports.
? Any other duties as may be assigned from time to time.

Applications are invited from suitably qualified Ugandans to fill the following vacant posts. Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P.O. Box 7080, Kampala to be received not later than Friday 13th April, 2012
The application forms are obtainable from the Public Service Commission Office, 2nd Floor, Farmers, House, Parliament Avenue, Kampala, Ministry/Department Headquarters and District Service Commission Offices. Hand written applications are also acceptable. The advertisement can also be accessed from the Public Service Commission Website on www.psc.go.ug.
Applications should bear the title of the post as well as the reference number specified against the vacancy. Serving Officers will not be considered for Entry Level Posts in Scale U4, where applicable.
Applicants are free to apply for a maximum of two Posts.
Applicants should attach three sets of certified photocopies of their certificates and testimonials, plus three recent certified passport size photographs.
Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay. Serving officers may submit an advance a copy of the application directly to the Public Service Commission to enable the Commission to carry out preliminary work on the applications. Applicants who shall not hear from the Public Service Commission on completion of the selection exercise should consider themselves unsuccessful.
