MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Architecture plus a minimum of a Post Graduate Diploma in Project Management or Housing Studies from a recognized University/Institution.
He/she should be a registered Member of the relevant professional body.
Applicants should have a minimum of nine [9] years working experience in the field of Housing, three [3] of which should have been gained at the level of Principal Officer in Government or equivalent level of experience from a reputable organization.
Applicants should possess the following competencies; competent knowledge of Uganda’s Housing Policy, legislation, standards, regulation and national standards on the conduct of Housing Development, policy formulation skills, well developed interpersonal and communication skills and ability to lead a team of skilled professionals, ability to effectively motivate, coach and mentor subordinates, broad knowledge of research and reporting skills and should be computer literate.


DUTIES:
The incumbent will be responsible to the Commissioner Housing Development for performing the following duties:-
? Planning and budgeting for effective delivery of the housing sector.
? Coordinating the initiation, review and development of policies, legislation, regulation, standards and guidelines on housing in the Country.

? Overseeing, supervising and reporting on the delivery of planned outputs by the Division.
? Providing technical support, support supervision and training to Local Governments and other stakeholders on matters regarding or incidental to housing.
? Monitoring and evaluating national housing initiatives.
? Planning and coordinating capacity building programmes for the Division.
? Assisting the Commissioner to initiate the review and development of housing policies, strategies, legislation, standards and guidelines.
? Ensuring the proper use and accountability of resource allocation or acquired for the operation of the Division.
? Coordinating the implementation of national policies, legislation, standards and regulations on Housing Development.
? Coordinating the development and management of an inventory of housing stock in the Country.
? Any other duties as may be assigned from time to time.

Applications are invited from suitably qualified Ugandans to fill the following vacant posts. Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P.O. Box 7080, Kampala to be received not later than Friday 13th April, 2012

Hand written applications are also acceptable. The advertisement can also be accessed from the Public Service Commission Website on www.psc.go.ug.
Applications should bear the title of the post as well as the reference number specified against the vacancy. Serving Officers will not be considered for Entry Level Posts in Scale U4, where applicable.
Applicants are free to apply for a maximum of two Posts.
Applicants should attach three sets of certified photocopies of their certificates and testimonials, plus three recent certified passport size photographs.
Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay. Serving officers may submit an advance a copy of the application directly to the Public Service Commission to enable the Commission to carry out preliminary work on the applications. Applicants who shall not hear from the Public Service Commission on completion of the selection exercise should consider themselves unsuccessful.
