Reports to: Deputy Managing Director

Objective:To design and oversee the implementation of all projects undertaken by Tinosoft Limited at the expected level and standard.

Duties and Responsibilities:

    Overall management of the Technical Services
    Planning the yearly budget and working within the budget;
    Organize TS meetings;
    Divide main responsibilities among TS team members;
    Prepare monthly duty plan (Call-Out Service) on rota basis;
    Perform problem analysis;
    Daily assignments of tasks and guidance to the members of the team;
    Prepare and order materials
    Provide support to users of various applications
    Ensuring that IT related requests are delivered with high quality and on time
    Analysis and estimation of functional requirements documents
    Designing and architecting solutions
    Managing and coordinating development effort as well as unit & integration testing
    Conducting code reviews
    Ultimately responsible for the quality of the delivered package and support of the package in production
    Awareness of status and progress of all managed tasks
    Ensuring the accuracy and completeness of system documentation
    Ensuing adherence to enterprise guidelines and policies

Qualifications:

    Degree in Information Technology or Computing in reputable university.
    Highly Desirable Technical Certifications:
    Master of Business Administration (MBA) or any other equivalent management certification.
    Cisco Certifications (CCNA, CCNP, etc)
    Microsoft Certification (MCITP, MCSE)
    HP/DELL Hardware Certifications
    Minimum 3 years experience in IT technical management
    Very Good Understanding of  Microsoft Enterprise Products (W2008R2, Hyper-V Virtualization, Active Directory 2008R2, Exchange 2010, Forefront Security Suite and System Centre Mgmt Products)
    Very Good understanding of Networking mostly using Cisco Products (Cisco Voice/Video  solutions, Routing & Switching &Wireless)
    Experience implementing the above products is highly desirable

Overall purpose

The ICT Manager is responsible for the appropriateness of ICT (Information & Communication Technology) solutions. The position’s primary responsibility will be to plan and drive ICT Strategy , coordinate, manage and resolve issues that affect day-to-day business, and where appropriate to escalate to those concerned in a timely manner so as not to put IT services and projects at risk; to promote IT standards and best practices. The position is responsible for providing leadership and management to the ICT team in ensuring smooth day to day running of all ICT systems in the Bank to support its operations, working closely with other contracted vendors to provide and manage various ICT solutions timely and within budget.
Duties and Responsibilities

PLAN AND ORGANIZE – 20%

    Review, develop and implement an ICT Strategy that is aligned to overall Business strategy of the Bank. Develop and implement ICT policies, procedures and guidelines to support the Bank’s operations and enable it achieve its strategic objectives.
    Plan and coordinate all ICT development projects to support the achievement of the Bank’s business strategy.
    Design and Implement controls and procedures that ensure accuracy and reliability in Data Capture, Data Processing and Dissemination of Information.
    Design and implement information security procedures based on corporate ICT security policies covering information system applications and infrastructure.
    Responsible for developing processes and assigning resources to provide support to the all users in a timely manner.
    In collaboration with the Bank’s risk function, plan and design disaster recovery plans for the Bank to ensure service continuity in case of disaster.
    Prepare annual ICT budget
    Communicate on the regular basis ICT strategy and plans to management and key stakeholders.
    Evaluate developments in the banking industry and suggest improvements in the ICT area to the management.

ACQUIRE AND IMPLEMENT – 20 %

    Oversee implementation of ICT projects on time, scope and budget.
    Provide support to the business systems implementations by working in close collaboration with the other business units, the project teams, and third party vendors to enable the systems to be implemented on time, on budget, and scope.
    Manage acquisition and implementation of new hardware and software for the Bank.

DELIVERY AND SUPPORT – 50%

    Take accountability for technology risk management. In liaison with the risk management department, identify and control risks in area of responsibility. Deliver improved governance, risk management, controls and compliance requirements to Contribute and continuously improve the department’s risk profile.
    Initiate process documentation, training adherence and continuous process improvement to standardize ICT practices in EADB that meet its international stature.
    Manage Vendor relations and in collaboration with the Legal department, ensure that all ICT Service Level agreements and Vendor contracts are up to date.
    Take charge and ensure adequate IT Security coverage is maintained at all areas under the ICT domain including but not limited to data, infrastructure, networks etc.
    Responsible for achieving the business targets related to the effectiveness and implementation of systems.
    Ensure that ICT support to all country offices is in conformance with established SLAs (Service Level Agreement).
    Coach and mentor staff on information systems support within the Bank.
    Complete all other special projects and other duties as assigned.

MONITOR AND EVALUATE – 10%

    Monitor performance of ICT within all the country offices using agreed upon metrics.
    Monitor performance of annual ICT budget.
    Monitor regional network connectivity and conduct improvement activities when needed.
    Conduct routine reviews of the core banking system to ensure optimum interactions between the system and users.
    Conduct quarterly appraisal of ICT staff performance and make recommendations on staff training.

PERSONNEL SPECIFICATIONS

Knowledge and Education

    Bachelor of Computer Science degree, ICT, Engineering or related fields;
    Possession of a relevant postgraduate degree and professional certificates such as MCSE, CCNA, ITIL, CISA,CGEIT, CISM
    Membership of a professional ICT body

Professional Experience

    Minimum of eight (10) years’ experience in a professional ICT environment, four (4) of which should have been in the role of IT Manager in a busy ICT environment;
    Extensive Knowledge of banking software, working experience in a large bank and experience in systems development and analysis, change management, and process design will be definite advantages;
    Proven track record and strong Project Management experience and skills;
    General technical knowledge of telecommunications & voice systems.
    Good understanding of standard IT Change Management process.
    Ability to help create, develop and deliver operational models and capabilities which enhance both the customer experience and operational efficiency.
    Good knowledge of the Security Standards & Policies of the Bank
    Understanding 3rd party systems interfacing into core banking applications.
    Good knowledge and understanding of the various processes that enable the smooth running of the day-to-day business from an IT perspective specifically ITIL processes.
    Practical knowledge of Operating system administration (Windows 2000, XP, 7,  LAN/WAN infrastructure to ensure connectivity throughout the region;
    Knowledge of Core banking applications including  Flex Cube,
    Knowledge of Networking Technologies both LAN & WAN.
    General technical knowledge of telecommunications & voice systems.
    A good understanding of the IT Audit process.
    Experience in developing and managing project budgets, knowledge of business case development including cost/benefit analysis,
    Experience with Windows, Unix/Linux  operating systems
    Network management (LAN/WAN, Intranet/Internet, Satellite, VPN)

The position will ensure that materials are current and accessible, and available to library users when required and will take charge of the Archives including electronic records.

Duties and Responsibilities

    Establish and implement library and information policies and procedures in conjunction with the ICT Manager. Develop and maintain collections management policies and procedures. Develop and ensure implementation of policies governing the management and use of the registry and archives.
    Organise library and archive materials in a professional manner to ensure that all information is easily accessible. Perform original cataloguing and classification of print, audio-visual and electronic Resources. Develop and maintain special indexing systems and files for special collections.
    Take charge of the organization of library and archive materials. Create an accurate inventory of all resources. Ensure efficient retrieval of materials by users.
    Determine the type of cataloguing required. Develop and maintain cataloguing procedures. Designed a database of cataloguing data. Process resources for placement on shelves.  Create and file cards in the shelf list. Index materials for pamphlet collection.
    Acquire library material in order to equip the library with the relevant materials. Establish and manage the budget for library, media and information services. Develop and manage cost-effective library services. Search for and order materials to effectively stock the library. Keep record of all Bank manuals and make sure amendments are annexed appropriately.
    Provide library services in response to the information needs of library users. Respond to daily on-site requests for information. Train library users to effectively search the Library catalogue, Internet and other electronic resources. Provide an interlibrary loan service for both book and audiovisual materials and up to date maintain records. Maintain circulation files, records and statistics. Ensure that exiting staff have returned all library materials before they are cleared by the Bank.
    Liaise with Country Offices to ensure that similar information management systems are established. Establish systems of sharing information/ documents across the region.
    Archive old books/ documents according to an approved system. Secure the archives and advise management on any anticipated risks.
    Prepare reports related to library, media and information services, resources and activities.
    Carryout any other duties assigned by Management.

Qualifications and Experience

    Degree in Library and Information Science
    Training in computerised information management
    Knowledge of computerized information database systems
    Knowledge of library systems for cataloguing, acquisitions and searching, on-line information
    5-years’ experience relevant experience in a well-established library or information management facility
    Ability to establish information management policies, procedures and systems
    Ability to manage a library registry and archive and their collection

Overall purpose

The Trade Finance Specialist is responsible for developing and implementing a Trade Finance development programme that allows the EADB to realize its objectives and achieve growth targets. The Specialist is required to ensure that optimal risk management procedures and processes are in place and are being implemented.

Duties and Responsibilities:

    Develop and /or review the Trade Finance policy and guidelines for the Bank to align them with developments in the market.
    Develop Trade Finance products that are operationally efficient, responsive to market dynamics and are in line with the Bank’s objectives.
    Participate in the computerization of Trade Finance processes to provide efficient services to the clients.
    Identify opportunities for risk participation and take action to turn such opportunities into concrete business transactions.
    Support the development of an appropriate risk distribution model that safeguards the bank against trading losses, whilst optimizing revenue.
    Establish relationships and maintain active contact with local and international banks active in Trade Finance.
    Research the inter-bank market and trade transactions risk premiums to determine pricing and manage risks in the portfolio.
    Undertake due diligence appraisals of issuing banks and prospective clients to identify solutions for Trade Finance.
    Respond under tight deadlines to requests for Trade Finance support by structuring negotiating and completing transactions;
    Market the product in the region to generate targeted income/revenues from the product;
    Maintain good relations with the customers and promote cross selling of the Bank’s other products.
    Participate in debt collection to minimize losses to the Bank
    Give expert advice to investment officers involved in acquiring and implementing Trade Finance projects.
    Assist the legal team in drafting documentation for approved Trade Finance projects providing guidance on insurance and taxation requirements.
    Take responsibility for the quality, profitability and growth of the Trade Finance product;
    Design and implement Trade Finance training programmes and marketing activities for the Bank including management of associated budgets and costs.
    Undertake market research, study trends, policies and developments in the member states and timorously advise management on their impact to EADB’s Trade Finance investments.
    Prepare annual work plan with targets and budgets for the Trade Finance product based on approved annual strategic plan to facilitate own performance management for management’s approval.

Qualifications and Experience

    Bachelors Degree in Commerce, Finance, Economics, Mathematics, or other quantitative or science degree in a related field.
    Relevant postgraduate degree in Business, Finance, Accounting or related fields;
    High level of structuring and credit analysis skills experience.
    At least five years experience undertaking successful Trade Finance transactions in East Africa or Southern Africa and/or the rest of Africa is mandatory.
    Minimum of five years as a manager of a Trade Finance Unit or department with a bank and possession of demonstrable capacity for leadership.
    Experience of risk management in relation to Trade Finance, commodity finance, cash-flow based lending and/or and treasury operations are required.
    Proven track record and substantive experience in concluding major transactions, including import loans, ECA, pre-export finance and structured receivables financing; applying expertise in analyzing complex and unusual transactions.
    Ability to deal sensitively in multi-cultural environments and build effective working relations and colleagues.
    Ability to operate effectively across organizational boundaries and work as team to meet strict timelines
    Experience of working with a large financial institution, or multilateral organization is required.
    International exposure will be an added advantage;
