Background

Uganda is a party to all the core international human rights instruments except for the International Convention for the Protection of All Persons from Enforced Disappearances. Under the international human rights system, the State of Uganda is obligated to report on a regular basis on how it is implementing the different treaties it has ratified. It is also meant to respond to and implement recommendations and observations made from other human rights mechanisms like the Special Procedures and the Universal Periodic Review of the Human Rights Council.

To date, Uganda has submitted information to and been reviewed by the Human Rights Committee; the Committee Against Torture; the Committee on the Rights of the Child and its two Optional Protocols; the Committee on the Elimination of all Forms of Discrimination Against Women; and, the Committee on the Elimination of Racial Discrimination. It has also submitted information to and received observations from the African Peer Review Mechanism, the African Commission of Human and Peoples Rights and the African Committee of Experts on the Rights and Welfare of the Child. The country has been visited by four different special procedures and recenetly underwent the Universal Periodic Review in October 2011.

In light of the above, OHCHR and UHRC are seeking a consultant to elaborate a comprehensive monitoring framework and establish a baseline on how well the State of Uganda has been implementing the recommendations made by different human rights mechanisms.

Organization setting and reporting

The consultant will report to the Human Rights Mechanisms focal point of OHCHR and to the Director of Monitoring and Investigations Unit of the Uganda Human Rights Commission. The consultant will sit at the offices of the OHCHR.

Duration: This consultancy is for 60 working days with possibility of extension and the consultant is expected to assist in the presentation of the findings at a national stakeholder’s workshop for validation.



Duties and Responsibilities

Responsibilities:

The consultant will be expected to carry out a desk review of key documents to be agreed upon with OHCHR and the UHRC, develop a methodology to measure the level of implementation by the State of recommendations and observations made by international human rights mechanisms. A first baseline study based on this methodology is to be carried out taking into account recommendations made by the different mechanisms between 2003 and 2011. In carrying out his or her work, the consultant will be expected to consult widely with the Government of Uganda and relevant civil society organizations on the framework proposed as well as in the collection of information on Uganda’s human rights performance.

Deliverables:

- Development of a monitoring framework to classify and assess the level of implementation by the State of Uganda of recommendations emanating from international and regional human rights mechanisms
- Based on methodology, provide a baseline of where the State of Uganda stands in terms of implementation of recommendations
- Submit a brief analysis on critical areas lacking implementation by the State of Uganda
- Assist in the organization and presentation of findings at a national validation workshop

Required Skills and Experience

Qualifications:

• A minimum of seven years experience working in the human rights or related field, with a minimum of three years work experience in Uganda.
• Significant knowledge of the international human rights system and exposure to human rights indicators required
• Demonstrated experience of having done similar work before an advantage
• Good understanding of government processes and experience working with Ugandan Government institutions an asset
• Persons with technical expertise in monitoring and evaluation tools, databases and statistics, an advantage.

Education:

A post-graduate degree in human rights law or related area required. A first level university degree in law, social sciences, or related area.

A 12-member Steering Committee (SC) elected by Member Organizations oversees the management and operation of the coalition, which is hosted at CARE International Headquarters in Kampala. Since its foundation, CSOPNU has been at the forefront of providing ground breaking research, analysis and public debates about the underlying causes and consequences of the LRA conflict. Requirement:

Profile/Qualifications required

• Is experienced in research-based advocacy at national and regional level with demonstrable effectiveness;
• Has strong analytical and conceptual skills;
• Has experience of working for NGOs at mid- or senior level, preferably in a coalition or networking role with management responsibilities;
• Is comfortable working in a collaborative, teamwork approach- prior experience of working in consortia / reporting to a board would be useful
• Has an understanding of key stakeholder organizations and their capacities in relation to northern Uganda (e.g. Government of Uganda, Northern Uganda Civil Society actors, the UN, donors).
• Excellent command of written and spoken English; knowledge of languages of northern Uganda desired
• Holds a clean driving license and is computer literate.
• Has proactive information gathering, analysis and impact monitoring skills
