Job Title: Project Coordinator,
FLNO Participatory School Governance Project—(1 position based at Country Office)

The successful candidate shall provide leadership in the coordination and overall delivery of the MFA/FLNO-funded Participatory School Governance Project. She/he will lead the project team in planning, implementation, partnership management and reporting of the project. She/he will be responsible for the timely delivery of the project; with highest technical quality according to the objectives and approach in the project document and to the satisfaction of project stakeholders. Reporting to the Programme Support Manager with dotted line to Programme Unit Managers, his/her key result areas will be as below:

Key Result Areas:

* Develop annual and quarterly implementation plans and budgets
* Lead and coordinate Project Facilitator(s) and project staff
* Lead the technical design of project interventions and development of technical guidance and tools for field staff
* Manage project resources efficiently and effectively in accordance with Plan Uganda policies and guidelines
* Prepare and share quality project reports as per donor requirements and the project monitoring & evaluation plan
* Ensure all project documentation is filed and organised for accountability purposes
* Ensure project learning’s and achievements are documented and disseminated widely
* Coordinate and monitor partnerships with implementing organisations, ensuring efficient utilization and timely accountability of funds allocated to implementing partners
* Ensure the project is implemented in compliance with donor/grant requirements
* Organise regular performance review meetings to assess progress and keep key project stakeholders updated
* Organise training and coaching for project staff and partners on children & youth participation
* Ensure Plan’s Child Protection Policy and Guidelines are adhered to in project implementation
* Represent Plan Uganda and the project externally with partners, government and other agencies at national level

Essential skills and competencies:

* Bachelor degree in Social work, Law, Human Rights or its equivalent, and training /background in education and governance
* At least 5 years experience in implementing education projects in Uganda
* Excellent project management and team leadership skills
* Demonstrated technical expertise in education programming and good governance
* knowledge of media and human rights
* Excellent interpersonal, analytical and communication (verbal and written) skills and in face-to-face presentations
* Knowledge of environment and current effective practice on children and youth participation
* Demonstrable abilities in planning, budget and reporting
* Willingness to undertake extensive travel throughout Uganda (at least 50% time on average per month)

Plan Uganda with funding from MFA/FLNO will implement a three year Participatory School Governance for Children (PSGC) project in Luwero and Tororo districts. The project will strengthen stakeholders’ participation in education governance by supporting active and meaningful involvement of children (particularly girls); parents and communities in school governance system supported by information and communication technologies when feasible, while at the same time supporting duty bearers at different levels to create opportunities for participation of children and community members in school governance. Plan Uganda seeks to recruit a competent and experienced Project Coordinator (1), and Project Facilitators (2) to support the timely delivery of the programme.
