Responsibilties

    Ensure systematic and periodic stock control. Analyze if there are discrepancies between theoretical stock and physical stock. If there is, report to the management with the possible reasons for such a case. This should be done on a monthly basis and in the presence of UNHCR staff for transparency.
    Ensure the proper installation and functionality of fuel stations / infrastructures. This includes the installation of pumps and calibration of tanks.
    Ensure that all fuel stations are secured against fire by installing fire extinguishers.
    Ensure that day-to-day data entry is made in the Fuel System and reconciliation with the daily report is conducted.
    Ensure that the fuel consumption of all assets is recorded, closely monitored by analyzing reports generated from the system. In case there is any overconsumption, report to the management for the proper action.
    Supervise, coach, support and lead all warehouses in the country in close collaboration with sub office and field office heads.
    Supervise, monitor and coordinate movements of articles in each warehouse across the country.
    Ensure all stock movements are authorized by UNHCR and proper update of stock card, bin cards and warehouse system is adhered as per the UNHCR rules and regulations.
    Ensure all receptions are supported by proper documentation and update of stock card, bin card and warehouse system is maintained.
    Ensure that goods received are properly counted and any discrepancy is reported immediately to UNHCR supply section.
    Ensure the proper pilling / storage / cleaning of the store according to each reference specific requirements.
    Establish and maintain proper filing system for all relevant documents related to warehouses.
    Produce weekly stock movement report and share with UNHCR and CMT.
    Produce monthly consolidated stock movement report.
    Conduct inventory of all warehouse on a monthly basis jointly with UNHCR Supply Section and make sure that the inventory report is counter-signed by UNHCR.

    Qualification & Experience
    6-8 years of international experience with INGO in warehouse and fuel management, within a complex/large scale country programme and in emergency response/humanitarian environments.
    Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security .
    Experience of developing / implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programme objectives
    Experience of working in remote field bases with limited infrastructure.
    Ability to synthesise and analyse complex information, and make clear, informed decisions.
    Ability to build relationships quickly with a wide range of people, both internally and externally.

Background

The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UNW will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The scope of work of the UNW Representative requires experience and in-depth understanding of gender equality and women's empowerment issues, as well as management and pogramming expertise, to translate UNW's strategic plans into effective development initiatives and results.  It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, CSOs, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment.

UNW started programming in Uganda in 2006 in the area of peace building and supported various interventions to ensure women's visibility and participation in the Juba peace process and later on, from 2008 to 2011, UNW embarked on consolidating its peace building programme by expanding to development programmes. This included a component on access to justice, especially for war related issues such as violence against women, land issues and other gender related challenges. UNW is also active partner in UNCT in charge of coordination of the UN Joint Programme on Gender and is also participating Agency in the joint programmes on GBV and Population, coordinated by UNFPA. The UNW country programme is aligned to the National Development Plan that has as its vision "A Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 Years" and is aligned to UNDAF. The programme anchors some of the outcome areas in the Joint Programming on Gender.

The development objective of the UNW country programme in Uganda is: Capabilities for Gender Equality and Women's Empowerment in Uganda Strengthened, and the programme has three result areas that are inter-linked and reinforce each other: (i) Increased economic empowerment of women, especially of those who are most excluded; (ii) Prevent violence against women and girls and expand access to victim/survivor services, and (iii) National planning and budgeting processes promote stronger institutional accountability to Gender Equality commitments.
It is in this context that UNW is seeking to recruit Country Representative who is responsible for ensuring effective execution of UNW's mandate in the country. She/he is the first line of contact between UN WOMEN and its partners and clients, and will represent UN WOMEN in key events and meetings.

Duties and Responsibilities

    Support, monitor and assure quality control in the formulation of high quality, results-based, rights-based and relevant country programmes and projects and oversee the appraisal and approval of UNW programmes in line with corporate guidelines and consistency with corporate policies and strategies;
    Participate actively as a member of the UNCT to ensure that gender equality and women's empowerment issues are well integrated into UN programming processes such as CCA/UNDAF, Country Programmes, etc.
    Assist the RC System to secure expertise that will ensure commitment, quality control and resources for gender equality outcomes, and actively participate in country level United Nations programming processes ensuring that the UN Women is strategically placed within UN planning processes, joint programmes and other inter-agency initiatives;

Country Programme Management and Oversight:

    Lead the management, implementation and evaluation of the country strategic plan based on UNW's Strategic Plan (SP), and in line with regional and national priorities and in consultation with government, civil society and UN partners and stakeholders;
    Manage ongoing program activities on gender equality and women's empowerment and ensure delivery of agreed results;
    Ensure UNW's strategic and technical support to government counterparts, non state actors and UN agencies through direct involvement and provision of advisory services as needed;
    Oversee, monitor and assure quality control in the implementation of high quality, results-based, rights-based and relevant country programmes and projects in line with corporate guidelines and consistency with corporate policies and strategies.
    Ensure that the Country Programme Office has the human and financial resources and capacities needed to respond to requests for assistance and to deliver on its commitments to support and advance gender equality and to participate effectively as a member of the UN Country Team;
    Manage staff and office in an empowering and effective manner;
    Manage the Country Office resources and administration to ensure proper utilization of allocated funds and accountability;
    Use corporate monitoring and oversight tools to identify areas which need improvement;
    Contribute to regular assessments of the regional, sub-regional and country strategic plans and implementation plans and identify lessons learned and areas of emphasis to underpin consistently improved programming and future Strategic Plan development.

PURPOSE OF POSITION:

KEY RESPONSIBILITIES:

        Develop monitoring plan for all food aid projects and ensures that regular and rigorous monitoring takes place during implementation.
        Develop and implement staff capacity building plan for the food aid project staff to meet established standards through on the job training, workshops, conferences and any other appropriate methods.
        Network and liaise with donors and food programming stakeholders for the acquisition of resources and to nature partnerships and represent the organization in coordination meetings on matters related to food aid programming at the district and national level.


KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
        Bachelors Degree in Business Administration, Economic Development, Social Science or in other related field.
        Extensive exposure to food aid programs management (minimum 5 years) preferably with international experience.
        Adequate knowledge and experience in food aid programs and donors standards appropriate to the management of the food programs.
        Knowledge of the Sphere standards, Code of Conduct for Red Cross/ Red crescent, Humanitarian Accountability Partnerships (HAPI) and other international humanitarian standards
        Extensive experience in supervising staff and conducting capacity building workshops.

        PREFERRED:

        Strategy Development and Planning
        Collaboratively contribute to the development of strategy, directions and key priorities of WV programmes (short, medium and long) ensuring coherent strategy and a business plan for the national office that follows well from the strategy

        Resource Acquisition and Management
        Support the Development and execution of a strategy to diversify the National Office funding portfolio for WV, in terms of type and sources, especially from bilateral and multilateral sources, in close partnership with other Directors.
        Provide leadership in funding negotiations with support offices and other donors in coordination with other National Office (NO) Directors and in alignment with regional working group (RWG) decisions
        Manage donor expectations

        Accountability and Quality Assurance
        In close collaboration with functional heads, ensure provision of good quality services to programmes, and programmes in turn follow Partnership standards, policies and protocols, including all relevant sections of the Field Financial Manual thus achieving Inter-departmental collaboration and organizational synergy.
        In close collaboration with HR, ensure right programme staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development. Ensure that the programme staff based in remote locations receive care and support.
        Ensure adequate quality assurance processes while positioning programmes to meet defined programme quality standards including Design Monitoring and Evaluation (DME).

        Networking and Coordination
        Maintain effective communications and pro-active relationships with Support Office partners, including visits by donors.
        In coordination with National Director and Support Offices, develop and maintain pro-active relationships with bilateral and multilateral representatives in country ensuring that WV is represented through coordination, liaison and building collaborative relationships with donors, other NGOs, government authorities and other stakeholders and partners.
        In coordination with the National Director, develop and maintain good relationships with national government ministries, other NGOs and the development sector in general.

        Information Management
        Ensure necessary tracking, compilation, analysis and use of programmatic data,
        Oversee creation of internal monthly, quarterly and annual Programmatic Reports, Support Communications in preparation of marketing and informational material for WV and external donor stakeholders



KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
        Bachelor’s degree in International Development, Business Administration, Public Health, Economics, Rural Development or a related field. Master’s degree in Development, Social Sciences, Management or other related areas is an added advantage.
        Training or certification in Portfolio and/or Programme Management with accredited institutions such as PMI, Prince 2, or IPMA.
        Minimum of 5 years managerial experience in Portfolio and Program Management with a thorough understanding of all areas of project management cycles in a complex, international development organization.
        Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
        Ability to engage at a strategic level with senior government, UN and INGO officials.

The position is located at Company Head Office. The successful applicant will report to Senior Accountant, Corporate Accounts.

Purpose

The primary purpose is to maintain accurate financial and accounting records and efficient general lodger management processes to ensure timely statutory reporting and tax compliance.

KEY RESULT AREAS:

    Preparation of all month end journals, including depreciation, journal voucher adjustments, prepayments, staff advances, interest charges, provisions and accruals.
    Ensure all statement of Affairs position and Statement of Comprehensive Income accounts are reconciled and signed off on a monthly basis to month end deadlines.

    Respond to financial inquiries by external Auditors, Internal Auditors and Supervisors by gathering, analyzing, summarising and interpreting data.
    Update job knowledge by keeping current with financial regulations, standards and best practices and advising the Supervisors on the update of the accounting standards, policies and procedures so as to be update with the current trends and developments.
