Epicentre carries out operational research studies, mainly within MSF movement from its headquarters in Paris, satellites in Geneva, Brussels and London, and two field research bases in Mbarara, Uganda, and Maradi, Niger. Further, Epicentre offers its expertise to organisations requesting short-term field epidemiological studies in developing countries.

Within the scope of clinical research, Epicentre focuses on infectious diseases, particularly malaria, HIV/AIDS, tuberculosis, African trypanosomiasis, bacterial meningitis, measles, diarrheal diseases, and hemorrhagic fevers.

Context

In 1995, Epicentre created a permanent research base in Uganda to support MSF projects in the region. In 1997, Epicentre conducted its first survey on shigella resistance in Mbarara. The primary role of Epicentre in Mbarara is to conduct clinical research following Good Clinical Practice (GCP) requirements, on critical public health burdens in Uganda and Africa. To reach this objective, Epicentre collaborates closely with the Mbarara University of Science and Technology (MUST). A full-time experienced research team is based at the Epicentre Mbarara Research Base (EMRB). After a period characterized by research projects mainly oriented toward clinical trials on malaria, our research activity has been recently extended to include projects on tuberculosis, infectious diseases in children and HIV/AIDS.

The Mbarara research base is located in Mbarara Municipality, a town of 69,000 persons located 300 km South-West to Kampala. Mbarara District has a population of approximately 600,000 inhabitants, and is mainly rural. The main health facility is Mbarara National Referral Hospital which is also a teaching hospital for the MUST. This is the referral hospital for the Western region of Uganda with a capacity of 240 beds. The research base is structured into several departments: administration, logistics, laboratory, data management.

General responsibilities and position

Under the supervision of Epicentre's Clinical Research Director, the Director of the Epicentre Mbarara Research Base will:

    * represent Epicentre in Uganda
    * manage the EMRB with the coordination team
    * lead the research strategy

Principal activities

1. Representation of Epicentre in Uganda

The Director is the representative of Epicentre in Uganda. He/she will in Uganda:

    * be responsible for the respect of Epicentre ethic and values
    * ensure that the projects are coherent with the overall Epicentre vision
    * coordinate the implementation of the scientific communication strategy
    * maintain good relationships with national Ugandan authorities and international institutions
    * promote scientific collaborations with the “Mbarara University of Science and Technology (MUST)” and other academic institutions
    * represent Epicentre during official and institutional meetings and present Epicentre activity and strategy when needed
    * participate to the various Epicentre / MSF / working group meetings when needed.

2. Management of the EMRB

The Director is responsible for the overall organization of the management of the EMRB and is in charge of a smooth communication between EMRB and Epicentre HQ.

He/she is assisted by a Management Committee composed of the administration coordinator, the laboratory coordinator and the logistic coordinator. In collaboration with them, he/she will:

    * ensure that the human resources (expatriates and national staff) are adequately recruited in terms of skills and qualifications, properly trained to fulfil their tasks
    * coordinate the annual individual reviews and establish the training and continuing education plan
    * be in charge of the health policy of the staff, comprising insurance policy, infection control plan (implemented and followed) and professional health plan
    * be responsible of the respect of the study budgets, participate to the external funding raising when necessary and negotiation with the sponsors / funds providers, be responsible of the respect of the agreement/contract applications
    * be responsible for the data management strategy
    * ensure that the lab techniques are implemented in accordance with the research strategy
    * ensure that the security level is properly adapted to the situation and security measures deployed in due time
    * ensure the adequation of the logistic support to the EMRB and the studies.

3. Leadership of the research strategy and research projects

He/she will:

    * constitute and chair the Steering Committee of EMRB
    * lead the assessment of the research-related needs at the different levels (local, national and international)
    * participate to the analysis of research priorities by liaising with the technical advisors (from Epicentre HQ or working groups) and by seeking other expertise when required
    * develop a 2-year research plan with his/her colleagues from Epicentre HQ and MUST and with the guidance of the EMRB Steering Committee and coordinate its implementation
    * follow the scientific literature and keep updated in the scope of the research agenda of the EMRB
    * translate the research priorities identified into operational / financial / human resources /logistic terms
    * participate with his/her colleagues to the writing of concept notes and research proposals
    * ensure with the investigators that the clinical research projects follow the Good Clinical Practice (GCP) and Good Laboratory practices (GLP)
    * coordinate the various components of the annual strategy review and review the final report and presentation
    * review all scientific communication from the EMRB.

Candidate requirements

Mandatory

    * Medical Doctor
    * Clinical or epidemiological research academic level : MSc, MPH, PhD
    * Previous professional experience of research in developing countries
    * Knowledge or clinical experience in infectious diseases
    * Fluent in English (written and oral)
    * Good communication and negotiation skills
    * Willing to work and live in remote setting

Assets/Plus

    * Previous experience of management/direction/coordination of a research team
    * Intermediate knowledge in biostatistics, in use of a statistical software such as Stata and modern tools in database development, data management, able to provide supervision
    * Previous experience in legal and budget negotiation, agreements writing with academic research institutions

The UN CP Focal Point for Uganda will coordinate on information exchange and cooperation in line with established standards and procedures to address grave child rights violations committed by the LRA. The incumbent of the post will work in close collaboration with the UNICEF Uganda Child Protection team, the UNICEF Regional Office (ESARO) as well as UNICEF Headquarter to:
I. Serve as a primary point of contact within Uganda on grave child rights violations committed by the LRA and serve as a first point of contact for coordination with relevant military and non-military stakeholders for care and potential cross-border repatriation and family reunification of children escaped, released or rescued from the LRA in line with the Operational Plan for Cross Border Repatriation, Care and Reunification of Children escaped or rescued from the LRA in CAR, DRC, Sudan and Uganda, and related Guiding Principles (October 2009)
II. Contribute to the development of regional and cross-border strategies on monitoring, reporting, responding to and preventing grave child rights violations committed by the LRA across the affected countries and share real-time information related thereto.
3. Description of assignment and tasks
Under the supervision of the Chief, Child Protection Section, and in collaboration with Child Protection Specialist in Uganda CO, UNICEF Regional Office and UNICEF Headquarter, the candidate will carry out the following tasks:
Objective 1: To ensure a coordinated response to the cross-border return and repatriation of children and women associated with the Lord's Resistance Army (LRA) in Central African Republic (CAR), Democratic Republic of Congo (DRC), Southern Sudan and Uganda.
Task
1.1 Contribute to the implementation and the regular updating of the Operational Plan for Cross Border Repatriation, Care and Reunification of Children escaped or rescued from the LRA in CAR, DRC, Sudan and Uganda; and related Guiding Principles (October 2009).
End Product/deliverables
1.1 (a) Documents showing the structure of the coordination mechanisms and the roles and responsibilities of the different actors and information flow in Uganda and with the three other countries affected by LRA.
1.1 (b) Initiate periodic updating of the Operational Plan and related Guiding Principles

1.2 To strengthen the existing coordination mechanisms within Uganda through streamlining the convening and information sharing process as well as the roles and responsibilities between the various actors to support the repatriation, reception and reinsertion of children formerly associated with the LRA.

1.3 Contribute to the Operationalization of the UPDF Standard Operating Procedures for Reception and hand over of children separated from the LRA.
End Product/Deliverables
1.3 (a) Basic guidelines for referral mechanisms between the Government and Child Protection agencies on care and protection of children associated with armed forces and groups developed (short document with simple and concise flow chart).
1.3 (b) Dissemination of and training on UPDF SoP including participation in informal briefs on policies regarding reception and hand-over of children and women with all operational commanders during the pre-deployment phase.
1.3 (c) Dissemination of materials to UPDF operational units in the field is done in conjunction with UNICEF- Sudan, UNICEF-DRC and UNICEF - CAR.
1.3 (d)Serve as the primary point of contact with the UPDF and CMI military hierarchy in Uganda.
Objective 2: Contribute to the development of a regional and cross-border strategy on monitoring, reporting, responding to and preventing grave child rights violations committed by the LRA across the affected countries and share real-time information related thereto;

2.1 Contribute to the development of joint advocacy messages for use with national governments, groupings of Member States (e.g. EU, AU), Permanent Missions to the UN, political and peacekeeping departments within the UN system, and other influential actors (e.g. World Bank)

2.2 Contribute to the preparation of a harmonized sub-section on LRA cross-border activities in the country Global Horizontal Notes (GHNs), consistent with the related sub-sections in the other country GHNs, to be transmitted to the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC) by the respective country level Task Forces on MRM for onward submission to the Security Council Working Group (SCWG);
End Product/Deliverables
2.2 (a) Serve as the primary point of contact between the UN CP focal points and UNICEF HQ and OSRSG/CAAC for making requests and/or sharing updates.
2.2 (b) Information provided by the four UN Child Protection focal points in CAR, DRC, Sudan and Uganda is coordinated, collated, analysed and recommendations are made for bi-monthly reports as well as for inputs to the annual SG's report on Cross border Child Protection Concerns.
Task
2.3 Provide input to the new annual Secretary-General's report on Cross-border Child Protection Concerns, building information gathered by and shared amongst the four UN CP Focal Points with additional emphasis on cross-border analysis and recommendations.
End Product/Deliverables
2.3 (a) Inputs for the section on cross-border LRA activities in bi-monthly country GHNs are harmonized.
2.3 (b) Regular teleconferences amongst the UN CP Focal Points are initiated.
2.3 (c) Regional meetings are organised in Kampala every 3-4 months or as necessary.
Required Qualifications
Education: Advanced University Degree in Social Sciences preferably in Anthropology, Social Development or International Laws or other related field.
Work Experience:
  • 8 years of professional (incl. management, coordination and technical guidance) work experience in programming for children affected by armed conflict

  • Thorough understanding of the issues and complexities of child protection in emergencies

  • Ability to analyse, synthesise information and communicate outcomes clearly to different stakeholders

  • Ability to cooperate and coordinate with other organizations working coordination and collation of information, analysis nd recommendations

  • Knowledge of the institutions of the UN system; ability to work in an international or multicultural environment.

Main purpose of the job:

1. In collaboration with LVBC, IUCEA and AMREF, participate in developing and reviewing EALP work plans and budgets.
2. Support dissemination of HIV Sero-behavioural study results in the fisheries sector.
3. Liaise with the National Fisheries Institutions and the EALP Partners to develop strategies for the successful implementation of best practice HIV&AIDS interventions for the fishing communities in the Lake Victoria Basin.
4. In consultation with the EALP M&E Officer and the LVFO Information & Database Officer, provide HIV &AIDS related data on the fishing communities/sectors for the EALP M&E and regional Health Management Information System (HMIS)
5. In collaboration with the National Technical Teams support the National Fisheries Institutions in mainstreaming EALP activities into the Fisheries Sector HIV&AIDS Strategic Plans, including selected networks of fisheries organizations and communities.
6. Assist in the sensitization and coordination of Gender and Rights Based Approaches (RBA) activities in the fisheries sector.

8. Participate in the documentation and scaling up of EALP best practices

Minimum Qualification and Experience:

1. Degree in Public Health or Social Sciences with experience in community mobilisation.

2. At least 3 years experience in HIV & AIDS programme planning and implementation
3. Proven experience in working with rural communities preferably fishing communities within East Africa.
4. Thorough and demonstrable knowledge of national and regional HIV/AIDS policy issues, and how HIV/AIDS impacts on development within the Lake Victoria Basin
5. Demonstrable understanding of the structures and functions of the East African Community

Applicants should have obtained at least a first degree or its equivalent from a recognized and chartered university/institution.

All Graduate Programmes are PRIVATELY-SPONSORED. Therefore applicants seeking sponsorship should have their applications endorsed by their respective sponsors where applicable. International applicants should pay by bank draft as cheques will not be honoured. Bank pay-in-slips are obtainable from the School of Graduate Studies, Room 207.

N.B: FEES PAYMENT:
(i) All fees are payable in full at the beginning of the Academic Year or in two installments at the
beginning of each Semester. International students pay fees in Uganda Shillings
(ii) Every privately-sponsored student is obiliged to pay all the Functional fees and the Tuition fees
before he/she can be registered and allowed to attend classes as well as being issued with the
University Identity Card. Payment of all Tuition fees must be completed within three weeks of
a semester or else your place will be forfeited to another candidate.
(iii) A register student who has been permitted to withdraw from studies shall be refunded the tuition
fees of that Semester paid according to the following schedules:
a) By the end of the First Week of a Semester 100%
b) By the end of the Second Week of a Semester 80%
c) By the end of the Third Week of a Semester 60%
d) By the end of the Fourth Week of a Semester 40%
e) By the end of the Fifth Week of a Semester 20%
f) After the Fifth Week of a Semester 0%
(iv) Fees for Residence, Application, Faculty Requirements, Registration, Examinations, Identity Cards,
Library, Guild Charges are not refunded.
(v) The University Council reserves the right to vary fees chargeable any time with or without prior
notice.

beginning of each Semester.
(ii) Every privately-sponsored student is obiliged to pay all the Functional fees and the Tuition fees
before he/she can be registered and allowed to attend classes as well as being issued with
the University Identity Card. Payment of all Tuition fees must be completed within three weeks
of a semester or else your place will be forfeited to another candidate.
(iii) A registered student who has been permitted to withdraw from studies shall be refunded the
tuition fees of that Semester paid according to the following schedules:
a) By the end of the First Week of a Semester 100%
b) By the end of the Second Week of a Semester 80%
c) By the end of the Third Week of a Semester 60%
d) By the end of the Fourth Week of a Semester 40%
e) By the end of the Fifth Week of a Semester 20%
f) After the Fifth Week of a Semester 0%
(iv) Fees for Residence, Application, Faculty Requirements, Registration, Examinations, Identity Cards,
Library, Guild Charges are not refunded.
(v) The University Council reserves the right to vary fees chargeable any time with or without prior
notice.
