Main Purpose of the Job
To design, develop and maintain public health information management systems and operation of computer systems, and ensure Systems development, management and utilization of data

Key Duties and Responsibilities
• Liaises with TASO supported PHF’s and TASO Centres in the Districts of Tororo, Manafwa and Jinja on clarifying data issues as it relates to the data collection forms insuring adherence to protocols and timelines.
• Effectively supervise entry of data, carry out routine data cleaning, validation, analysis and reporting
• Carry out database administration and make regular data backups
• Monitor proper usage, maintenance of ICT equipment, repair and servicing of ICT equipment
• Administer and manage user accounts on the LAN for project staff
• Coordinate activities and ensure availability of logistical support to the data management department
• Prepare and submit periodic reports on the information and data management activities.
PERSON SPECIFICATIONS: Data Management Officer
Minimum Academic Qualifications
Degree in Statistics, Quantitative Economics or Computer Science
Minimum Experience and Exposure
3 year in data management preferably in health related position
Special Knowledge
• Policy on data management
• Ethical issues in data management

Key Skills
Comprehensive knowledge of computer data input equipment, database management systems, processes and procedures; knowledge of computer programs such as EpiInfo 2000, SAS, SPSS, MS Access, Nvivo2, SQL or Ethnograph 5, and thorough knowledge of computers (hardware, various software programs and LAN systems) as well as good knowledge of manipulation of data for reporting and analysis is required.

Main Purpose of the Job
To administer laboratory services of Tororo district laboratory HUB while maintaining good clinical laboratory practices, quality program requirements and laboratory safety guidelines.

Key Outputs
• Quality control of Laboratory reagents and equipment maintained
• Laboratory investigations carried out
• Laboratory procedures and procedure manual to both facility laboratory and PHF laboratories managed
• QA/QC assessments conducted


Key Duties and Responsibilities
• Receive, evaluate the quality of specimens, registers samples, offers correct sample storage and process for testing
• Monitor development, roll out and operationalisation of HUB laboratory standards, procedures and guidelines in the delivery of laboratory services
• Operationalize disposal policies and procedures for chemicals and other hazardous wastes, that meet environmental health standards and also manage safety guidelines, the use of personal protective equipment and awareness of blood- borne pathogens
• Performs laboratory tests as assigned according to the current SOP’s and quality assurance requirements
• Maintain electronic and hard- copy inventory of all biological materials
• Conduct QA/QC assessments at HUB laboratory and also in districts of in the districts of Tororo, Manafwa and Jinja.
• Provides input as required for updating laboratory procedures and procedure manual to both facility laboratory and PHF laboratories
• Implement SLIMTA in participating laboratories of Tororo, Manafwa and Jinja as per the Uganda National Laboratory Policy
• Support TASO and MoH in training and problem solving as needed


PERSON SPECIFICATIONS: Laboratory Quality Assurance and Control Officer
Academic Qualifications:
Diploma in Medical laboratory technology. A post graduate diploma in project management, Bachelor’s degree in any of the Biological sciences, GCLP and CLP training, registration with the AHPC and ability to manage trainings will be an added advantage.
Experience and Exposure:
More than three years of medical laboratory technology experience is required
Special Knowledge
• Ability to perform complete range of laboratory functions is required
• Laboratory diagnosis techniques
• Basic facts about HIV/AIDS

Key Duties and Responsibilities

• Review and monitor the laboratory data reports to assure that data is being correctly released to clients
• Monitor the functionality of laboratory equipment, standard equipping of laboratory sections to handle required tests and ensure that they are in good working condition and that safety guidelines are followed.
• Supports laboratory stepwise improvement towards accreditation and quality improvement program
• Carry out support supervision visits to Public health facilities together with DLFP’s and Coordinate activities of SLIMTA in all participating laboratories in the districts of Tororo, Manafwa and Jinja
• Support the recruitment of competent laboratory personnel; manage their performance and provision of necessary logistics in execution of their duties.
• Take measures to ensure proper disposal practices for chemical hazardous waste as per environmental health standards

Academic Qualifications
Diploma in Medical Laboratory technology and a degree in any of the Biological sciences is an added advantage
Minimum Experience and Exposure:
Five years and more of Medical Laboratory Technology preferably in a routine and research laboratory of rural setting. Registration with AHPC will be an added advantage.
Special Knowledge
• Sound understanding of laboratory testing, analysis, and use of modern laboratory automated equipment is required
• Management of trainings
• Knowledge in Laboratory Information systems
• GCLP and GCP training
