Purpose:
To ensure that equipment and vehicle fleet owned by CAA is in serviceable state and meets user expectations.

Accountabilities:
Participates in the development of business plans, budgets and reviews for vehicle maintenance.
Develops and implements a comprehensive vehicle maintenance system that ensures efficient corporate transport services
Regular maintenance of vehicles and boats
Ensures fleet management in accordance with the CAA Transport policy
Supervise staff under the Transport and Mechanica Section

Qualifications:
• A good Bsc. Engineering (Mechanical) Degree from a recognized institution or possession of full membership of a chartered institute of Logistics and Transport
• A good post graduate qualification in a relevant discipline will be an added advantage

Experience; 7 years relevant working experience, 3 of which should be at a senior supervisory level

Knowledge and Skills:
• A membership of Uganda Institute of Professional Engineers, registered with the engineers’ registration Board ( this applies to only those with Engineering qualifications)
• Must have proven supervisory / managerial skills
• Must be computer literate

* Work in close consultation with the chief of party in managing local finances and project budget
* Draft financial guidelines and policy, prepare cash requests, review and approve expenditures, and review and approve monthly financial reports
* Maintain personnel records for local and expatriate staff, drafting both long- and short-term local employment contracts and ensuring compliance with local labor laws
* Supervise project finance and administrative staff and evaluate performance on an on-going basis

Qualifications:


* Advanced level degree in business administration, finance, or other relevant field
* Minimum eight years of experience in financial management of large international projects
* Minimum five years of experience in financial management; experience with procurement or supply management highly preferred
* Demonstrated knowledge with compliance to U.S. government cost accounting standards and experience in developing and managing large budgets

* Develop systems and create internal programs to enhance project impact, increase productivity, and promote quality control throughout the project

* Strong program and financial management background required
* Proven history of managing public health projects
* Experience working with African ministries of health
* Demonstrated diplomacy and negotiation skills
* Proven ability to collaborate and coordinate with a range of stakeholders in the context of complex and shifting priorities
* Demonstrated leadership, versatility, and integrity
* Proficiency in written and spoken English required

EDUCATION

KNOWLEDGE & SKILLS
• Knowledge of Solid State Electronics, Integrated Circuits (ICs), Microwaves & Radio Frequency (RF) Engineering, Signal Propagation and Antennas

• Knowledge of Digital Signal Processing (DSP) techniques and Microprocessor Applications

• Exposure in the use of modern test equipment such as Oscilloscopes, Analyzers, Power Meters, etc;

• Demonstrable computer programming skills in C/C++ and Java. Knowledge of additional programming languages such as Visual C will be an added advantage

• Knowledge and experience in managing and using operating systems (OSs) such as Microsoft OSs and Linux

• Knowledge of relational databases and software development is essential

• Must be trainable with the ability to work effectively for long hours

• Previous experience and certification in LAN/WAN technologies will be added advantage.
