Job Title: Chief of party

Chemonics seeks a chief of party for the anticipated $60-million, USAID-funded Indoor Residual Spraying (IRS) project in Uganda, under the U.S. Presidential Malaria Initiative (PMI). The project will provide technical and logistical assistance to the Ministry of Health (MOH) and the National Malaria Control Program (NMCP) to implement indoor residual spraying for malaria prevention. The chief of party is a full-time position and will be based in Gulu. We are looking for a professional who has a passion for making a difference in the lives of people around the world. Responsibilities include:

* Provide overall technical and managerial direction and oversight for IRS program design and implementation
* Oversee annual work planning and reporting; operations management; procurement and logistics of IRS-related commodities; monitoring and evaluation; capacity building; information, education, and communication; and environmental compliance activities
* Serve as Chemonics' key representative to USAID/Presidential Malaria Initiative, MOH/NMCP, and other stakeholders and partners
* Ensure collaboration with partner representatives at the national, regional, and district levels
* Participate in the IRS technical committee and serve as a senior technical resource
* Ensure data collection, compilation, and analysis of IRS program activities
* Prepare project reports and summary updates on progress of IRS activities for USAID/PMI, Chemonics, and other relevant stakeholders
* Oversee all administrative functions for the project, including recruitment, management, and supervision of personnel; procurement; financial management and budgeting; field operations; and compliance

Qualifications:


* Graduate degree in public health or a related field, or 10 years of relevant experience
* Minimum 10 years of experience in vector control and public health program management in developing countries, including planning, implementing, and managing IRS programs
* In-depth knowledge required in government systems and procedures for managing complex programs in many sites and with partners
* Strong program and financial management background required
* Proven history of managing public health projects
* Experience working with African ministries of health
* Demonstrated diplomacy and negotiation skills
* Proven ability to collaborate and coordinate with a range of stakeholders in the context of complex and shifting priorities
* Demonstrated leadership, versatility, and integrity
* Proficiency in written and spoken English required
