The senior Administrative and Liaison Officer will support the Head of the Secretariat (HoS).

General Functions:

Job Title: IT Specialist

Chemonics International, a Washington DC based consulting firm, seeks a qualified candidate
for a full-time IT Specialist position to work on both the Monitoring and Evaluation Agent for
Civil Society Fund project (CSF MEA) and the Technical Management Agent for Civil Society
Fund (CSF TMA) project. The purpose of the CSF is to bring together multiple donor funds and
disperse grants to civil society that are aligned with national plans and decision taking processes
and enable an effective, scaled up, and comprehensive response to HIV/AIDS and OVC. The
TMA and MEA Projects work in close partnership with the CSF Steering Committee (SC), Uganda
AIDS Commission (UAC), Financial Management Agent (FMA), and other key partners within the
CSF.
This position is based in Kampala, Uganda and requires relevant work experience and appropriate

Position Description:
The IT Specialist will provide technical software, hardware and network problem resolution to all
computer users by performing question/problem diagnosis and guiding users through step-by step
solutions. The IT Specialist will clearly communicate technical solutions in a user-friendly and
professional manner; provide one-on-one end-user training as needed; troubleshoot
network/printer problems and be able to provide network/email solutions to more complex enduser
problems; conduct hardware and software inventory database maintenance and reporting; and
perform related work as required.

Required Experience and Academic Qualifications:
The proposed candidate must have:-
1. Bachelors degree in Computer Science or other related degree with substantial courses
in information systems and networking.
2. Minimum 3 years experience in a system administration or technology support position,
including two years of hands-on PC hardware, operating system and software support
in a medium to large company.
3. Excellent interpersonal skills, as necessary to work effectively with people at all levels.
4. Demonstrated ability to effectively use Linux and open source applications, and is
comfortable working in Windows platforms.
5. Experience working with routers
6. Broad knowledge of common applications and technologies in Internet computing (web servers, email servers, database servers, firewalls, proxies, virtualization etc) and well-rounded information technology experience.
7. Possession of CCNA or CISCO or MSCE equivalent will be an added advantage.

Responsibilities/Duties:
Specifically, the functions to be performed by the IT Specialist include;
1. Network and Server Administration that will include among others:-
 supervising the firm/individual contracted to wire the LAN according to agreed on specifications
 Improve the administration of the email server by implementing regular house- keeping practices like email archiving and setting file size quotas in order to manage the disk space and file storage better.
2. Review and redefine systems needs in view of the post and future needs according to the Management Information System (MIS) status, control of user access to MIS, backing up of data according to security regulations at their respective sites.
3. Make sure that all workstations are accessing the servers.
4. Support staff with issues and concerns relating to internet connections and e-mail services.
5. Track and monitor ‘Help Desk’ issues to ensure timely and effective resolution. This involves responding to telephone, e-mail and in-person requests for technical support by of CSF staff.
6. Make sure that all peripherals connected to the LAN, like printers are functioning well and accessible to all LAN users.
7. Train and support users in Microsoft Office 2007 and any other software being used.
8. Liaise with computer suppliers, Internet Service Providers and E-mail Service Providers in resolving problems on the LAN where the problems have an external component.
9. Keep an inventory of all networked hardware on the LAN.
10. Perform general software re-installation and/or upgrading (e.g. Windows, Microsoft Office, etc)
11. Support testing of new software, hardware, operating systems, patches and device firmware upgrades, providing feedback as necessary.
12. Develop, implement and maintain the technical methods, procedures and processes associated with securing CSF desktop and server systems and networks in compliance with standard security policies.
