Background:

The International Rescue Committee began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army in the north of the country. Today, during this time of transition and recovery, the IRC is reshaping its interventions towards post-conflict development as tens of thousands of people in the north who were displaced by violence have returned home. At the same time, in the east in Karamoja – one of the poorest and least developed areas in Uganda – the IRC works with communities affected by inter- and intra-clan violence to promote peace and improve access to services. Interventions in Karamoja require a sophisticated understanding of the context and must be tailored to meet complex needs. The IRC in Uganda’s new strategic plan, 2011 – 2015, emphases partnership, accountability, evidence-based programming and an increasing focus on the unique needs of adolescent girls.

Scope of the position:

The Women’s Protection and Empowerment (WPE) Volunteer will serve in a volunteer capacity for up to 12 months to improve the quality of program activities in the Karamoja sub-region. S/he will focus on strengthening the program manager’s skills in planning, communicating, managing and monitoring project activities. Through the guidance of the WPE technical coordinator, the WPE volunteer will provide technical advice to WPE team to enhance the program’s support to community driven systems that prevent and respond to violence against women and girls.

S/he will be under the supervision of the WPE coordinator and collaborate with a team of WPE professionals in three sub-offices.

Responsibilities:

The volunteer will serve a coaching role vis-à-vis the national staff project managers and officers to build their professional management capacity. Specifically, coaching will focus on:

- Enhancing the project manager’s ability to develop and maintain effective systems that monitor process, budgets and progress towards achievements. Systems should delegate and diversify responsibilities across the program team.
- Strengthening the project manager’s ability to appropriately and concisely write and verbally communicate program goals, strategies, accomplishments and challenges with staff, supervisors, partners, government officials and counterparts.
- Advising the GBV response staff on its efforts to support the community based organization partners case management activities, ensuring that case management practices meet recognized standards.
- Supporting staff with baseline assessments and community based monitoring tools.

Requirements:

- University degree in Development, Social Work, Public Health or other relevant discipline; Graduate degree preferred
- Demonstrated interest in Gender issues

Time Commitment:

International Volunteers

Information for potential International Professional Volunteers at Hospice Africa Uganda:

This section will provide some points to consider if you are thinking about volunteering with HAU as an International Volunteer. These are only initial considerations - to further explore this possibility please contact (Betty Babirye: betty@hospiceafrica.or.ug , betty.babirye@gmail.com at HAU. International Professional Volunteers are usually clinical but HAU also welcomes enquiries from others including professionals, i.e. from  Administration, Accounts or  IT and gap year students. The volunteers play a major role in taking over a substantial post at Hospice and in sharing their skills with our teams, to support individual and team development.

Volunteers stay for a minimum period of 3 months, up to 2 years, occasionally for shorter periods on a case to case basis and depending on availability. Those coming for longer placements have a possibility of having volunteer subsistence provided by a donor, which will be arranged with HAU. HAU will recommend volunteer support from organisations such as  VMM and VSO at times when we are unable to assist. This is discussed with the volunteer on individual basis.

As part of your very early considerations, it is important to spend some time considering the following points:

• What skills do I have to offer? - i.e. clinical palliative care experience, palliative care teaching experience, management and leadership, information technology etc.
• How long do I have to volunteer?

Language:
English is the official country language and is used at HAU. Translation, by other team members, will be provided if needed, i.e. in clinical situations, as there are many languages within the country.
Accommodation:
We will arrange your accommodation for you here in Uganda. In Kampala, we have a guesthouse within the Hospice compound. This costs 18,000Ush (Ugandan Shillings) (about 10US$ or 9 Euros) per night for bed & breakfast and 5 Euros for dinner, bed and breakfast (20US$ or 15 Euros). If you are staying for a long-term placement, we may make alternative arrangements for you.
In Mbarara, there is no accommodation at the hospice. We will arrange for you to stay at a local guesthouse. (Where you can expect to pay around 15 Euros for dinner, bed & breakfast) There are many reasonably priced cafes and restaurants within Mbarara town.
Hospice in Hoima does not have its own accommodation. We will arrange for you to stay at a local guest house within town (where you can expect to pay about 10 Euros for dinner, bed & breakfast) or slightly outside the town with the Hoima Diocese Roman Catholic Missionary Fathers (this is cheaper at 5 Euros for dinner, bed & breakfast).

Transport:
Below is some background information on transport, specific details will be agreed once a definite placement is confirmed:
To Uganda
The International Airport in Uganda is in Entebbe. Entebbe is 35 km and approximately a 45 minute journey from Kampala by road.
 
Within Uganda
Mbarara is approximately 266km to the south-west of Kampala and takes between 3 and 4 hours to reach by road. There are regular buses and matatu taxis (small public mini-buses) that travel between Kampala and Mbarara.
Hoima is 300km from Kampala to the north-west and takes 3-4 hours by road directly or 5-6 hours by road via Masindi. Again, there are regular buses that travel between the two.

How to apply:
1.    Please write in good time to Hospice info@hospiceafrcia.or.ug with a copy to Betty (as above). State who you are and what would be your expectations  from Hospice and what you can offer to Hospice. Also give the suggested dates of arrival and departure.
2.    If you are suitable, then we will request you to send a CV together with referee contacts.
3.    Ensure you get your medical requirements together in good time.
4.    Medical insurance and travel arrangements should then be made.
5.    You can get your visa on arrival at Entebbe airport and it costs US$50 at present depending where you are from. Visa is free to Irish residents.
6.    You can get Ugandan shillings from the ATM at the airport as you come out, or at ATMs in Kampala and towns in Uganda. If you bring cash, US dollars, UK pounds and Euros are acceptable for exchange.
7.    We will meet you at the airport and bring you to your residence.

Community volunteering Vacancies in Africa

Community volunteers are essential for the identification and support of those most vulnerable in the communities who are suffering from critical illness or are at the end of life. They give invaluable support to the patients, their families and their carers.

These are selected by their own communities, through their leaders, as those who the community would like to care for them when ill.  Hospice then provides training in simple nursing techniques in the home. They will advise the families on early detection of HIV, breast cancer, cervical cancer and other signs of early cancer. They are also trained to identify patients in need of palliative care services.

Community volunteers were initiated to serve the 57% of our people who never reach a Health worker. These people also suffer from cancer and/or HIV/AIDS and need palliative care.

The community volunteers identify the suffering and critically ill, and refer them to Hospice. Hospice will then go to their homes and give holistic care in conjunction with palliative care. If they need ARVs or management from another networking organisation, they will be referred to the right service.

Volunteering Opportunities at Hospice Africa Uganda

Since work began in Uganda in 1993, volunteers have played an important part in the success of Hospice Africa Uganda. Volunteers generally work with the team in Uganda, but as other projects grow they will also welcome volunteers. The visit can be for a period as short as two weeks or for as long as two years, depending on the needs of the organization at any given time and the skills the volunteer has to offer. We a grateful for all applications, but not all who apply can be accepted. A Placement Policy is nearing completion; meanwhile the following guide will give some indication of what is required. It is important to remember that, as a volunteer, you are there to serve the needs of the organization and those it cares for. Our volunteers need to:

    * Have a genuine concern for the adults and children and be prepared to work closely with the team in the Hospice.
    * Be in good health, have patience and understanding, be responsible, emotionally mature, creative, self reliant, resilient and be able to use their initiative.
    * Act with discretion and diplomacy. Volunteers are NOT there to impose their own ideas and should remember that they are guests.
    * Be aware and appreciative of the cultural differences and way of life in African countries, especially in rural areas.

    * We are happy to receive applications from a wide range of potential volunteers. If you have special skills please let us know.     * The majority of volunteers will be self-financing. Potential volunteers may be able to raise sponsorship. Some volunteers, for example health professionals with palliative care experience, who volunteer for 6 months or more, may be eligible to receive a volunteer’s allowance.

To become a UNV volunteer one should fulfill the following minimum requirements:
• A university degree or higher technical diploma
• Several years of relevant work experience
• At least 25 years of age (no maximum age limit)
• Good working knowledge of at least one of the three UN working languages: English, French and Spanish
• Strong commitment to the values and principles of volunteerism
• Ability to work in a multi-cultural environment
• Ability to adjust to difficult living conditions
• Strong interpersonal and organizational skills

Rules of conduct

Undertake duties and conduct themselves in the interest of the UN and the government they are serving;

   1. Guided by the motivation to devote their knowledge and abilities without regard to financial benefit and towards realizing the broad objectives laid down by the UN Charter;
   2. UNVs and their dependents will not engage in any activity that is detrimental to the proper performance of the UNV’s duties;
   3. UNVs will not engage in any political activity that may be inconsistent with the independence and impartiality of UN-affiliated persons;
   4. Except in the normal course of official duties or with prior explicit approval of the UNV Executive Coordinator and/or the UNDP Resident Representative, UNVs will not:

          o Issue statements to the press or other agencies of public information
          o Release visual information publication
          o Submit articles, books or other material for publication
          o Take part in mass communication activities such as film, radio, or television productions which are related to project activities or interests of the UN or the host country

   1. UNVs will, at all times, respect the laws, moral codes, and traditions prevailing in the country;
   2. UNVs will neither seek nor accept instructions from any government or from any other authority external to the UN. UNV will receive work-related instructions from designated officials, as appropriate;
   3. UNVs are not authorized to accept or undertake outside jobs during the assignment;

                o Dependants may accept employment in accordance with regulations of the host country





     

Pledge of Commitment

I pledge to exercise with dedication, discretion and conscience such duties as shall be entrusted to and undertaken by me as a UNV, to comport myself in accordance with the standards of conduct of UNVs, to work for social and economic development of the country of assignment in accordance with the principle of the UN Charter and not to seek or accept instructions in regards to the performance of duties from any authority external to the UN System with the exception of work-related instructions from the specific host Government authority to which I may be attached.
