Job Title: Project Engineer (Transmission Lines)
* To dispatch, transmit quality and reliable bulk power in a viable and efficient manner
* To be an efficient and commercially focused single buyer actor
* To mitigate emergency power situations in Uganda

Purpose:
The purpose of the position is to plan, supervise and execute all transmission lines related projects. The holder will report to Senior Project Engineer (Transmission Lines).

KEY RESULT AREAS:
• Participate in the procurement of consultancy, turnkey (supply and installation of equipment) contracts for on going and proposed projects.
• Participate in the design of transmission lines and related facilities as part of the on going system expansion drive being undertaken by UETCL.
• Design and develop technical specifications for on going and proposed transmission line projects
•Supervise various consultants contracted by UETCL for design and supervision of transmission lines related to works
• Monitor transmission line projects in respect of agreed milestones and performance indicators.
• Prepare and review contracts, design and documentation carried out by UETCL consultants for procurement of works for transmission lines.
• Process tender evaluations and contract awards through authorities as outlined in Government of Uganda and multi lateral agency guidelines.
• Supervise all substation project designs, execution, in order to achieve Company objectives in a timely and economical manner.
• Coordinate and supervise all transmission line project designs, execution, in order to achieve Company objectives in a timely and
• Undertake the preparation of project implementation plans for planned transmission projects, including work programmes,budgets,and manning schedules.


Person Specifications

The desired person should have the following essential requirements

•University Degree in Electrical or Civil Engineering or equivalent qualification.
•Post Graduate training in Project planning and Management or Business Administration will be of added advantage.
•Age: Not above 40 years.
•Significant experience in management of electricity projects in the power sector.
•Significant experience in substation works and projects.
•Significant experience with donor funded projects and reporting practices.
•Must have good supervisory and interpersonal skills,
•Must be computer literate,
•Must be able to withstand stressful work situations and have willingness to work long hours outside the normal hours.
•Possession of a valid National Driving Permit is desired,
•Prepared to drive to various project sites in the country.
•A person of high integrity, must be highly motivated, innovative and a committed team player.

Background

The United Nations Capital Development Fund (UNCDF) through the UN Joint Programme on Gender Equality is extending financial support to the Government of Uganda (Ministry of Local Government and Ministry of Gender, Labour and Social Development) towards promotion of Gender Equity in Local Economic Development under the District Development Programme III. The main activity under this outcome area is to establish and deliver a Post Graduate Course on Gender in Development Practice at Makerere University. This will address the need for capacity building for development practitioners to formulate strategies and actions that stimulate increased economic growth and incomes. LED has the potential to increase incomes and enhance local revenue bases.

The course will have a module on mainstreaming Gender in Local Economic Development. The main beneficiaries during the first phase of the course will be the Gender Focal Persons and other key Local Government Officials. The course will be opened to the general public after testing and refining. The programme wishes to recruit a short term international consultant to provide technical assistance to Makerere University to develop the content on the Gender Mainstreaming in Local Economic Development module, generate a list of reading materials as well as relevant links.

* The Consultant shall work closely with Makerere University Department of Gender and Women studies, Ministry of Gender Labour and Social Development and Ministry of Local Government to produce a module on Gender Mainstreaming in Local Economic Development. * Facilitate a TOT for selected lecturers from Makerere University that will in turn lecture to students on Gender Mainstreaming in LED module. This will involve preparation of the TOT, delivery of the TOT and a progress report.
* Suggest institutions for fieldwork assignments for students which are relevant to the course such as the private sector, CSO and community interventions that promote Gender mainstreaming in LED.
* Arrange 1or 2 teleconferences with the students during the theoretical course semester to have an interface with students and share experiences from other countries and make the course interactive.
* Prepare a list of reading materials, reference books and links relevant to the course.

Competencies

Technical/Functional Competencies:

* Strong Gender mainstreaming analytical skills.
* Experiences in designing short courses on Gender Mainstreaming in Local Economic Development

Personal Competencies:

* Demonstrates integrity by modeling the UN's values and ethical standards.
* Positive, constructive attitude and consistently approaches work with energy.
* Demonstrates openness to change and ability to receive/integrate feedback.

Required Skills and Experience

* Masters degree in Gender and or Women studies.
* At least 5 years of relevant documented experience in curriculum and designing short courses in particular on Gender
* Mainstreaming in local economic development, integrated planning and capacity development.
* Experience in conducting TOT
* Experience and demonstrated capacity to work with high institutions of learning.
* Fluent in both written and spoken English.
