"The American Embassy is seeking for an individual for the position of Local Guard Force Coordinator (LGFC) in the RSO Section."

BASIC FUNCTION OF POSITION
Exercise operational supervision of the Local Guard Force (LGC) comprising some 525 contractor-administered Local Guard (LG) personnel manning 11 person and vehicular access and explosive control points order to ensure the safety of U.S. and FSN employees at 5 USG facilities and over 105 residences. Direct and liaise with 55 Ugandans Police Force (UPF) Officers assigned to the U.S. Embassy. Responsible for local procurement for all agencies, as will be assigned.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education required: Completion of Secondary School (both 'O' and 'A' Level) is required.
2. Work Experience required: Three years experience in Security, Protective services and Administration, two of which must be in a supervisory role is required.
3. Post Entry Training: N/A
4. Language required: Level III (good working knowledge) English speaking and writing, level II (rudimentary) in Luganda and Swahili is required.
5. Knowledge required: A strong knowledge in physical security protection, standard security practices and procedures, developing and deploying of community style policing (mobile patrol) models, creation of defensive security plans; good working knowledge of standard security equipment and digital cameras; working knowledge of budget formulation and tracking; thorough knowledge of host country operational environment, language, law and security entities; historic criminal and terrorist threats and operational tendencies are required.
6. Skills and Abilities required: The work requires keen analytical abilities, originality of ideas, creative solutions, and the exercise of sound, independent judgment; must be able to make independent judgment on institutional capabilities and the adequacy of security systems and controls; must be able to rapidly assimilate and assess real-time threat information and issue orders for the immediate conduct of defensive operations; writing skills encompass critical analysis of defensive LG operations at official facilities and residences; the preparation of complex reports and plans, preparing written justification statements for the LG program budgets, drafting requests for additional services and answering questions from DS/IP/OPO/FPD about program performance, funding, or other issues, and must be able to collect and present facts and recommendations in a clear and concise manner are required.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
