Duties and responsibilities of the Project Manager
The PM will be fully accountable to the Project Board through the UNCCD/ NAP Focal Point Office for satisfactory execution of the entire project and will be responsible for meeting government obligations under the Project. The Project Manager shall report to the Project Board through and coordinated under the Office of UNCCD/NAP FP. Overall project management
The Project Manager shall supervise and coordinate the realization of project outputs as per project document and approved work plans; Provide direction and guidance to project team's)/ responsible parties; Liaise with the Project Board and UNDP to assure the overall direction and integrity of the project; Identify and obtain any support and advice required for the management, planning and control of the project; and be responsible for project administration,
Project implementation
• Plan the activities of the project and monitor progress against the project document and approved work plans; Mobilize all project inputs in accordance with UNDP procedures for nationally executed projects including goods and services to initiate activities, including drafting TORs and work specifications; Supervise and coordinate the work of all project staff, consultants and sub-contractors; Monitor events as determined in the Monitoring and Communication Plan, and update the plan as required; Prepare and revise project work and financial plans, as required by Government and UNDP; Initiate requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
• In addition the PM will Monitor financial resources and accounting to ensure accuracy, reliability of financial reports and proper management of funds consistent with UNDP requirements, and budget planning control;
• Prepare and ensure timely submission of quarterly financial consolidated reports, quarterly consolidated progress reports, mid-term reports, annual reports and other reports as may be required by UNDP;
• Manage and monitor project risks and identify, submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks of maintaining the Project Risks Log; be responsible for managing issues and requests for change by maintaining an Issues Log. Establish and operate a project monitoring and reporting system; Prepare the Project Quarterly, Annual and Midterm Progress Reports (progress against planned activities, update expenditures) and submit to the Project Board; Prepare the Annual review Report, and submit the report to the Project Board and the Outcome Board; Arrange for audit of all project accounts for each financial year; Based on the review, prepare the AWP for the following year, as well as Quarterly Plans as required and Work closely with project partners involved with achieving Project Outcomes, Outputs and Activities,
Project closure
• Prepare Final Project Review Reports to be submitted to the Project Board and the Outcome Board;
• Identify follow-on actions and submit them for consideration to the Project Board; Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
• Oversee the documentation, exchange and sharing of experiences and lessons learned with relevant programmes locally and nationally and Prepare final Combined Delivery Report for signature by UNDP and the Implementing Partner.
• Lastly he will undertake any other assignments related to the NAP/ UNCCD Focal Point Office as may be assigned from time to time,
Relevant Qualifications
1. Post-graduate degree in environment / natural resources management or other relevant academic and professional qualifications with at least 5 years professional experience;
2. Proven extensive experience and technical ability to manage a large project and a good technical knowledge in the fields related to SLM, participatory approaches and/or environmental economics;
3. Knowledge of UNDP project implementation procedures is highly preferable;
4. Excellent communication skills and Effective interpersonal and negotiation skills, Ability to effectively coordinate a complex, multi-stakeholder project;
5. Ability to lead, manage and motivate teams of international and local consultants to achieve results and;
6. Good capacities for strategic thinking and planning.

Salary: SC Scale -SB/4
