Position: Finance Assistant
Specific duties and responsibilities of the Finance Assistant
The Finance Assistant will perform the following duties under the direct supervision of the Project Manager and overall supervision of the Project Board through the Project Coordinator (UNCCD/NAP Focal Point):-
1. Provide accounting and administrative support to the Project Management Unit focusing on achievement of the following results:- Ensure full compliance of financial processes and financial records in accordance with Government of Uganda and UNDP rules, regulations, policies and strategies; Liaise with the MAAIF and UNDP Finance sections on matters of finance including ensuring that financial reports are promptly prepared; Proper control of the supporting documents for payments and financial reports for the project and other projects as may be requested and; prepare all types of vouchers for the project and handle payment execution; Maintain internal expenditure control system which ensures that vouchers processed are matched, completed, transactions are correctly recorded and posted, travel claims, and entitlements are duly posted; Prepare financial reports and accountabilities in accordance with GOU MAAIF and UNDP rules and procedures; Present information on the status of financial resources as required; Maintain accounts receivables for the SLM project and related projects and appropriate recording of the same; Manage cash receipts and petty cash; Maintain a proper filing system for finance records and documents - records management and; Assist with monitoring of project cash flows, requisition for and follow up on payments of advances; :
2. Ensure proper and strict cash management system is functioning : and focus on the achievement of the following results as '. may be specifically assigned;- Timely review of cash position
for local accounts to ensure sufficient funds on hand for disbursements; Timely identification and recording of receipts for income application; Daily review of zero-balance account bank statements to monitor imprest level; identification and recording of contributions; Assist in timely preparation of bank reconciliations and; Initiation of bank transfers and deals.
3. Other duties shall include;-Assist the project manager/national focal point and other project staff with administrative aspects of the project including maintaining a schedule of appointments, arranging for meetings, etc,; Assist with hotel, meeting and travel arrangements relating to activities of the project; Assist in the preparation of documents for the project and ensuring proper filing and safe storage of such documents; Assist in the requisition of office supplies especially stationary; and ensuring orderly storage and issuance of project consumable items to project staff; Assist with requisition and procurement of other goods and services in accordance with set procedures, including follow up of deliveries and payments for goods/services delivered/rendered; Act as the first point of contact with internal and external stakeholders to the project management unit office; Assist with maintenance of a record of project assets including vehicles and other equipment and; Any other duties as may be assigned by the project manager or project coordinator from time to time.
Required qualifications
• Education: A minimum of secondary education, preferably with specialized certification in Accounting and Finance, University degree in business or public administration, Economics, Accounts, Political sciences and Social Sciences is highly desirable but not essential.
• Experience: 3 to 5 years of relevant administrative or project experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems. Good interpretation and translation skills.
• Language proficiency in written and spoken English is a must
