"The American Embassy is seeking for an individual for the position of Registered Nurse in the Health Unit Section."

BASIC FUNCTION OF POSITION
The Registered Professional Nurse functions as a primary health care provider at post and will be responsible for providing a full range of nursing services to official Americans and family members.  Incumbent will provide routine and emergency health care and in special circumstances when additional support is needed (i.e. emergencies, medical evacuations, mass casualties).  This includes treatment of common illnesses and injuries in accordance with accepted professional standards and intermittent on-call duties.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.  Education required:  Graduate of a professional nursing school with a current and unrestricted Registered Nursing license from the U.S. or Western European equivalent is required.
2.  Work Experience:  Two years of occupational and/or family practice health experience, with at least one year being with the U.S. or Western European primary health care facility is required is required. 
3.   Language Requirement:  Must be fluent (Level IV) spoken and written English ability is required.
4.   Knowledge:   Current training or working knowledge in emergency preparedness, including Basic Life Support Certification is required.
5.  Skills and Abilities:  Demonstrated skill and ability to administer adult and paediatric immunisation programs according to current CDC standards, and ability to provide travel medicine recommendations and health precautions are required. 
SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

The Danish Refugee Council (DRC) is seeking an experienced and dynamic manager who can facilitate the implementation of DRC´s programme in West Nile Region (Adjumani, Moyo, Yumbe, Koboko, Maracha and Arua Districts)

DRC has been present in West Nile, Uganda since 1999 with the aim of promoting durable solutions to IDPs, refugees and hosting communities within the region. Our focus is on community development, livelihood assistance and information delivery activities. DANIDA is the main donor for the West Nile district and since 2009 the main focus has been on capacity development of governmental structures.

The primary donors are currently DANIDA, UNHCR, private funding and DRC itself. Our main office in Uganda is in Kampala with field offices in Gulu, Mojo, Arua, Adjumani and Nakivale.

The Uganda operation is expected to have a total portfolio of app. USD 2.5 million with 2 international staff members, 1 national recruited expatriate and some 70 national staff. Presently the duty station is in Moyo, Northern Uganda, but it may be moved to Arua in the course of 2011.
RESPONSIBILITIES

• Manage the development and implementation of DRC’s activities in West Nile
• Responsible for the financial planning, daily administration and budget management of all projects attached to the West Nile Office in accordance with the financial and administrative procedures
• Drafting and coordinating all monitoring and progress reports on activities related to the West Nile Region
• Contribute to the development and strategy of DRC’s overall activities in Uganda, specifically in West Nile Region
• Responsible for fundraising related to the West Nile Region
• Responsible for human resources management in West Nile Region
• Address logistical challenges in the region
• Co-ordinate with local and national state and non-state actors, donors and national and international NGOs involved in work relating to the refugees, IDPs and host communities in Uganda, particular in West Nile Region
• Carry out advocacy activities benefiting refugees, IDPs and host communities in the West Nile Region
• Representing DRC during meetings in West Nile with UN agencies, NGOs, Local Government and other relevant stakeholders.

QUALIFICATIONS & PERSONAL COMPETENCIES

We are looking for a well-experienced person to join our team in Uganda. You must be able to effectively manage a programme, with an ability to communicate clearly with beneficiaries and local staff. You will share a compound with another expatriate on the project.

Your background will therefore not only be subject to your technical qualifications, but moreover and in addition weighted in terms of ability to endure harsh conditions, loneliness, social capacities, networking skills and not least the ability to consume and structure the continuous information flow.

Additional qualifications:

• Ability to absorb and constructively organise a continuous flow of information

• Demonstrated HRM and leadership experience
• Proven logistical management skills
• Practical experience at all levels of the programme cycle (undertaking assessment, planning, implementation, monitoring and documenting ones results)
• Experience in working with UNHCR and Danida guidelines is an advantage
• Fluency in written and spoken English, computer literate, knowledge of French an added advantage
• Valid driver’s license
• Cultural sensitivity and adaptability
• Acceptance of, and preferably experience from, working under difficult conditions in conflict-affected areas.

The Programme Manager – Head of Office will refer to the Head of Programmes (as planned for in 2011) on all daily operational issues, and to the DRC Country Director on HR, advocacy, fundraising, and advocacy related matters.

The United Nations (UN) in Uganda is implementing a Joint Programming on Gender Equality and Women’s Empowerment with current funding from DFID. The programme is being coordinated by the United Nations Development Fund for Women (UNIFEM, Part of UN Women). The UN Joint Programme is a collaboration of 11 participating UN Agencies in the concept of Delivering as One, the Government of Uganda (GOU) and civil society. The programme includes resources for strengthening strategic institutions within government in gender mainstreaming activities including the Uganda Bureau of Statistics (UBOS).
UBOS is a semi-autonomous agency of government created under the UBOS Act 1998 and mandated to ensure the production of quality and timely official statistics, and constitutes a coordinating, monitoring and supervisory body for the National Statistical System (NSS). UBOS strives to develop a coherent, reliable, efficient and demand-driven NSS that supports management and development initiatives. Due to the increasing need and demand for gender statistics for effective planning, UBOS has prioritised the need to mainstream gender statistics production in the various government line Ministries, Departments and Agencies (MDAs) involved in the generation of statistics.
UBOS as lead agency in statistical development is expected to undertake the following responsibilities towards the development of Gender Statistics:
* Ensure regular production of statistical publications on gender that present and interpret topical data on women and men suitably packaged for a wide range of users
* Ensure that producers and users of statistics in the NSS regularly review the adequacy of official statistical systems, the scope of gender issues, and develop strategies for improvement
* Promote the use of more gender sensitive data in the formulation of policy and implementation of programmes and projects
It is in the above context that UBOS requires the services of a Project Officer on Gender and Statistics to the Uganda Bureau of Statistics.
Duties and Responsibilities
The SC Project Officer on Gender and Statistics to the Uganda Bureau of Statistics recruited under Service Band 4 at SC 9 level, will work under the direct supervision of Principal Officer Statistical Coordination in the UBOS and in close collaboration with the International UN Volunteer Gender Statistician, other statistics officers and provide mentoring to the UBOS Gender Officer. The position holder will be matrix managed by the Joint programme Coordinator for purposes of meeting the Joint Programme results, progress reporting on delivery of the deliverables.
Summary of Key Functions:
* Design and implement gender capacity development plan for UBOS incorporating the findings and recommendations of the participatory gender audit
* Organize capacity building activities on gender analysis, reporting, popularization and dissemination of gender statistics within UBOS and the statistical units of the seven (7) priority sectors – Agriculture, Education, Health, Water and Sanitation, Energy, JLOS and Local Government
* Facilitate the downstream generation and application of gender statistics through training and mentoring district statisticians in the production of district gender profiles in ten priority districts of the JP Gender
* Develop and apply gender responsive data-collection tools and gender analysis tools
* Institutionalise the dissemination, use and documentation of gender analytical products for improved programme planning in the 7 priority sectors and 10 selected districts.
* Develop interactive mechanisms with statistics users and interest groups such as the Kampala City Group on Gender Statistics
* Any other activities related to gender that will enrich the development of gender statistics
* Work closely with UNIFEM/UN WOMEN, other collaborating UN Agencies, Ministries and civil society organizations working on the Joint Programme on Gender Equality

Deliverables:

* An inception report outlining the strategy for the implementation of the recommendations of the gender audit and work plan for the implementation of the key tasks above
* A capacity development plan for UBOS, the selected government sectors and local governments
* Training plan, modules, and report on the trainings in gender analysis and usage of new data collection tools
* Documentation and publication of selected gender statistical reports
* Interim quarterly reports and final report with recommendations

Competencies

* Knowledge of human rights and gender and development framework
* Familiarity with the results-based management framework and indicators
* Proficiency in applying and adapting gender mainstreaming knowledge tools and products to country and sector-specific contexts
* Substantial technical competence in working with national and local government systems on gender mainstreaming
* Training and facilitation skills
* Technical writing and documentation skills
* Good computer research and network management skills
* Excellent interpersonal and cross-cultural communication skills
* A strong team player, willing to lend a hand to other team members and partners when required
Required Skills and Experience
Education:
* Advanced university degree or equivalent in Statistics, covering Gender and Development-with policy development and methodology as minors

Experience:

* Minimum 7 years of experience in the field of gender statistics and statistical data-aided policy development.
* Gender and development experience in Uganda, preferably with government and/or with women’s non-governmental organizations at a senior level
* Knowledge and prior experience (including training) in gender responsive data collection and analysis
* Proven track record in training or institutional capacity development especially in the area of gender, development, and women’s empowerment
* Proven experience and skills for capacity building and knowledge transfer
Language Requirements:
* Fluency in English (written and oral)
* Knowledge of another UN language is an asset
