Job Description

Monitoring and Evaluation Manager, Uganda We are currently seeking a Monitoring & Evaluation (M&E) Manager for an anticipated P.L. 480 Title II Development Food Aid Program in Karamoja, Uganda. This multi-year, non-emergency program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is “to reduce food insecurity among chronically food insecure households.” The program will focus on strengthening livelihoods and improving nutrition among children under five, incorporating disaster risk reduction and response mechanisms and conflict sensitive approaches. The M&E Manager will have the overall responsibility of monitoring the performance of agriculture, health & nutrition, and food distribution activities and managing the systems for collecting M&E information. In addition, the selected candidate should have expertise in leading monitoring and evaluation activities including training and research activities. The M&E Manager will be responsible for ensuring that monitoring and reporting of all program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components.

Responsibilities:

• Manage and oversee a technical team of cross-sectoral M&E Specialists and Assistants and direct data collection activities of field-based personnel; • Assist in the data analysis and preparation of workplans and results reports that are submitted to the donor.
• Ensure compliance with USAID Office of Food for Peace implementation and reporting guidelines as well as ACDI/VOCA’s corporate M&E systems; keep up-to-date on changing donor requirements, new food security initiatives, etc. • Guide technical direction of the M&E approach and strategy in consultation with the Chief of Party, the Deputy Chief of Party, and ACDI/VOCA headquarters based technical staff; • Design, implement, and lead comprehensive, efficient and effective M&E training and capacity building programs for international and local grantees, partners and program staff; • Build capacity of staff and partners on M&E tools and analysis, data management, data analysis, basic surveying and sampling techniques, report writing techniques and requirements for ACDI/VOCA and other relevant donors; • Carry out monitoring and evaluation visits to sub-recipient organizations; • Design terms of reference, oversee, and coordinate the activities of external monitoring and evaluation contractors and volunteers;
• Liaise, support, and serve as focal point for external monitoring and evaluation contractors; • Coordinate baseline, midterm and final evaluations as well as annual impact survey activities in addition to other studies/evaluations as needed; investigate opportunities for pilot initiatives or special studies; • Develop and improve upon organizational grant monitoring and survey tools as well as other data collection forms and information tracking tools to realize effective programming; • Serve as the primary drafter and editor of grantee project reports, donor reports, and needs assessments for dissemination; • Provide support in reviewing M&E aspects of proposals from potential partners and taking them through the proposal review process; • Develop and manage successful relationships and networks with partner organizations, target communities and donor representatives; • Coordinate with other stakeholders and organizations working in ACDI/VOCA’s implementation area to share data management tools, project activity data and lessons learned; • Ensure the continued maintenance and improvement of the project database.

Qualifications:

• Minimum of five years development experience with international donor-funded projects; • A Master’s degree in the fields of social sciences, governance, health, economic growth, or other related field; • Significant experience in the design and implementation of M&E systems for capacity building interventions; • Previous experience designing and implementing M&E training for international organizations and USAID funded projects; • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants; • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives); • Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.); • Excellent communications and coordination skills and cultural sensibility; • Experience conducting field research; • Familiarity with USAID rules and regulations (preferably the Office of Food for Peace); and • Ability to travel frequently to Karamoja.
