Job Title: Procurement Officer
Reports to: Principal Procurement Officer Objective of the Job
To ensure smooth and lawful process of procurement and disposal of the Authority and provide hands-on to ensure that efficient and effective procurement and disposal is achieved. Key Functions
1. To draft bid documents and invitations to tender for the organization’s procurement and disposal requirements.
2. Draft reports to the contracts committee and the PPDA.
3. Assist in preparation of procurement plans in line with organizations work plans and budget.
4. Assist in Preparation of contract documents for all procurements of the Authority and assist to improve contract management.
5. Prepare and review purchase orders and contract.
6. Offer technical support to the Tender Committee.
7. Monitor the implementation of contracts.
8. Provide regular feed backs to user departments.
9. Arrange regular procurement departmental meetings.
10. Compile, develop and maintain accurate procurement data.
11. Any other duties as may be directed by the supervisor.
Requirement:    

Qualifications and Experience
1. Must have Bachelors Degree in Procurement and Logistics Management/ Procurement and Supply Chain Management from a recognized institution of higher learning.
2. Up to 1 year of relevant continuous procurement experience in a relatively large organization.
3. Demonstrated understanding of the public procurement laws of Uganda.
4. Should have good interpersonal and communication skills and able to work with a multiplicity of stakeholders.
5. Should be highly innovative and creative thinker.
6. Must have excellent computer, writing, presentation and negotiation skills.

2. Post graduate degree in relevant field is a must.
3. At least 5 years of relevant experience in human resource management with 3 years at senior level.
4. Good understanding of Ugandan labor laws.

4. Establish and maintain systems to address consumers/farmers complaints and concerns regarding adherence to dairy standards ; and regulations.

3. At least 3 years of relevant working experience.
4. Should have good knowledge and skills in milk processing best practices, Quality systems and application of dairy standards, laws and regulations relevant to the dairy industry in particular “the Dairy Industry Act, Public Health Act” etc.

General Description of both positions

Specific Description of the Role

The Monitoring, Evaluation and Learning (MEL) Coordinator will be responsible for the following objectives: • Coordinate the overall country monitoring systems • Coordinate the overall country evaluation systems • Coordinate the overall country learning systems • Coordinate the overall country M&E Plan • Manage the MEL team and be active member of the Senior Management Team.

Academic Qualifications
Master’s Degree in Health related field or Social Sciences with additional training of a Postgraduate degree in Health Management or Training in institutional management.

Minimum Experience and Exposure:
10 years in institutional management; at least 5 of which should have been at senior management level in an organisation offering services similar to those of TASO.

JOB DESCRIPTION

The IRC in Uganda is actively seeking a dynamic Ugandan national who will hold policy and management responsibilities for all finance functions in the country program. The incumbent will be a member of the senior management team and contribute to the future direction of the country program. The ideal candidate will have vast experience in finance at a senior level and an established network of contacts with relevant government ministries, donors and NGOs.

Responsibilities Controllership

    Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.
    As required establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation.
    Provides country management and program staff with monthly actual-to-budget expenditure reports and analysis for all grants and Unrestricted funds.
    Ensure that on a monthly basis balance sheet reconciliations are completed on a timely basis and those final reconciliations and trial balances are reviewed with the Country Director.
    Closely monitors all financial activities, and keeps the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance.
    Directs the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director and Regional Controller prior to submission.
    Develops, schedules and performs or supervises the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses. Facilitates and co-ordinates external, internal, donor or government audits
    Oversees the protection of the country's assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures.
    Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.

    Training & Staff Management
    Develops and implements a training program for the country's international and national finance staff to ensure staff development and minimize IRC's exposure when staff are absent or depart.
    Maintains current job descriptions for all positions within the finance group. Ensures comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.
    Oversees training and technical support to country program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.

    Treasury
    Supervises all country office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.
    In compliance with IRC policy establishes country policies regarding cash holding limits, cash movements and foreign currency holdings.
    Establishes country policies on advance payments, credit terms, and use of bank payment instruments.
    Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.
    Ensures the development and implementation of a plan to minimize the country's foreign exchange exposure to currency gains and losses.

    Budget
    Assists with the preparation and revision of program and grant proposals and budgets.
    Assists in the preparation and maintenance of the country's Operating Budget; including preparation of budget guidelines to assist program managers in formulating budgets.
    In compliance with donor requirements and IRC policy develops the "Field Operations/Overhead" budget and recommends a methodology for allocation of overhead to grant budgets.
    Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers.

    Requirements
    A Bachelors degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or a Masters degree in Accounting
    Minimum three years of managerial experience in the financial area of a non-profit organization or five years of managerial experience in finance in an international commercial organization
    Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs
    Ability to carry out responsibilities independently with minimal technical support from within the program organization

We are currently seeking a Chief of Party for an anticipated USAID-funded Feed the Future activity in Uganda titled START-VC. The START-VC project will also generate jobs (both on- and off-farm) and stimulate rural enterprise development . The District Based Program Officer will help to expand the comprehensive TB and HIV/AIDS Program. Summary of Key Functions:

    Support to the effective monitoring and application of lessons learned for support to the strategic direction of UNDP programme;
