Qualifications:
• Should hold an Honors Bachelors Degree in Arts, Social Sciences and Social Work and Social Administration or Business Studies (Management Option) or Bachelor of Management sciences from a recognized University / Institution

Duties:
• Arranging for council and committee sessions
• Communicating schedules of council and committee sessions and ensure circulation of relevant documents
• Preparing the agenda and taking minutes of council and committee sessions
• Communicating council or committee resolutions to the responsible officers

ANNOUNCEMENT FOR SCHOLARSHIPS FOR THE 2012/2013 ACADEMIC YEAR

The Government of Belgium, in cooperation with the Ministry of Health and the Ministry of Education and Sports, will award bilateral SCHOLARSHIPS to Health Workers working in the Public sector and PNFPs, Ugandan professionals working in the Education sector for Public Institutions and Ugandan nationals (civil servants, employees from the private sector and the civil society) for the academic year 2012/2013.

The Belgian Government provides scholarships for Masters, Bachelors and Short Training Programmes at Local, Regional, and Belgian universities.
Positive discrimination towards female students will be pursued and candidates working upcountry (especially Districts in the Hard to Reach/Stay areas) will be given priority. Studies at reputable universities all over Uganda can be funded.
At least half of the budget will be distributed for scholarships within the scope of the two priority sectors ‘Education’ and ‘Health’.

1 Who can apply for a scholarship?

1.1 For Master studies:
• Ugandan national, do not exceed 35 years old on 31/5/2012, have a Bachelors Degree, the course is relevant to your work and you have a minimum of 2 years working experience.
• You have a valid letter of admission to the relevant university by 4th July 2012 and have the written authorization of your employer and a letter of guarantee of employment after completing the studies

1.2 For Bachelor studies (Health Workers and BTVET institutions only):

• Ugandan national, do not exceed 30 years old on 31/5/2012, have an A-level certificate, have a higher diploma or an equivalent in the field you are requesting
• You have a letter of admission to the relevant university by 4th July 2012, have the written authorization of your employer and a letter of guarantee of employment after completing the studies

1.3 For Short Training Programmes (Belgium / Region/Uganda):

• Ugandan national, the course is relevant to your work, and does not exceed a study period of 6 months,
• You have the written authorization of your employer and a letter of guarantee of employment after completing the studies, and a valid letter of admission to the relevant programme

2 For which Programme can I apply?

Programmes listed on this advert are legible for funding. Applicants must be ready to start the course during the year of award of the scholarship and NOT later.

2.1 Priority Masters and Bachelors courses for funding under the Health Sector.

• Masters Courses: Anaesthesia, Pathology, Community Practice (family medicine), Psychiatry, Neuro-Surgery, ENT Surgery, Ophthalmology, Radiology, Oral Facial Maxilla Surgery, Orthopaedic Surgery, General Surgery, Obstetrics & Gynaecology, Internal Medicine, Paediatrics, Dermatology, Urology, Neurology, Biostatistics & Epidemiology, Health Service Management, Policy Health Planning and Management , Health Economics, Palliative Care. and Leadership and Management
• Bachelors Courses: Human Medicine MBchB), Biomedical Engineering, ICT, Pharmacy and Nursing, and Dental Technology.

2.2 Priority courses for funding under the Education Sector

• Masters Level: English Language, Sciences, Mathematics, Special Needs Education, Education Technology, Guidance and Counselling, Fine Art, Sport Science, Petroleum Studies, Textile Technology, Food Technology and Value Addition, Irrigation Engineering, Procurement Management, Sport Science, Electrical Engineering, Mechanical Engineering, Civil Engineering, Architecture, Education Technology ET, Water Engineering, Entrepreneurship and Small Business Development, Public Health and Management
• Bachelors Level (BTVET Institutions only): Bachelor of Science in engineering fields (Mechanical, Electrical and civil), Medical Education/Health Personnel Education.

2.3 General programme: Priority areas for other applicants who work outside the Health and Education sectors (Civil Servants, Employees from the private sector and from the Civil Society) for Masters.

Courses applied for MUST be directly related to the sectors and the themes of the Belgian Development Cooperation. These are: (i) public health, (ii) education and training, (iii) agriculture and food security, and (iv) conflict prevention and peace building

3 How and when can I apply for the scholarship?
Applicants can obtain application forms for the academic year 2012 /2013 from the website of the Embassy of Belgium; www.diplomatie.be/kampala and the website of the Belgian Development Agency; www.btcctb.org.
These forms are only available on the websites.
Filled in application forms should be returned to the Embassy of Belgium at the address below from Monday to Friday, latest Friday 16th December 2011 at 12:00pm.
Please do not send your application by e-mail. Only Hand Delivered applications will be accepted.
Note:
a. Only candidates complying with the criteria should apply for a scholarship.
b. Female candidates are encouraged to apply
c. Courses at reputable universities in Uganda can be funded.
d. Applicants for scholarships for the health Sector should be willing to sign the Government of Uganda (GoU) bonding agreement and to work for a period equivalent to the scholarship period.

Short listed candidates will be published on these websites by 10th February 2012. Interviews will commence on 20th February 2012. The Final Results of the selected candidates will be published on these websites by the end of March, 2012.

We regret to inform the public that scholarships for PhDs including mixed PhDs are no longer part of the Belgian programme. This is due to the new instruction from the Belgian cooperation. For alternate PhD studies visit: VLIR UOS or CUD
