Applications are invited from suitably qualified Candidates to fill the vacant
posts as specified hereunder. The job descriptions, where not indicated, or
any other details, can be obtained from the Health Service Commission
offices located at Workers House, 3rd Floor (Northern Wing), Plot No. 1,

It is important to note that all services of the Health Service Commission and

In regard to choices, an applicant may apply for a maximum of two (2)
relevant posts which must be filled in two separate sets of application forms
and by labeling the 1st choice as No.1 and the 2nd choice as No. 2.
All applications should bear the title of the post as well as its reference
number and the name of the Institution where it is tenable.
Candidates have been given a choice to directly apply for posts tenable at
Mubende, Kabale and Moroto Regional Referral Hospitals. Candidates so
applying will be specifically shortlisted, interviewed and selected for those
posts. Details of the posts are provided in the relevant table.
For the rest of the Regional Referral Hospitals, an applicant should clearly
indicate two names of preferred Hospitals by stating the 1st choice as No. 1
and the 2nd choice as No.2. These Hospitals are; Arua, Gulu, Lira, Soroti,
Hoima, Fort Portal, Mbarara, Masaka, Jinja and Mbale,
Applicants who are Serving Officers must route their applications through
their Heads of Department, who should be informed of the closing date to
avoid delay. Head of Department refers to the Head of the respective
Institution of the Applicant. Applications found to be in contravention of this
requirement will not be accepted.
Note that short listed candidates will be required to bring their original
certificates unlaminated. Candidates who will present forged certificates
shall be handed to the Police for appropriate action. Applicants must also

Manage and provide Sexual & Reproductive Health (SRH) services at RHU outlets in accordance with M.O.H and international guidelines. SRH services include counseling and providing of long and short term methods of family planning, diagnosis of simple related conditions, such as STIs, malaria, UTI/RTI, screening for cancer of the cervix, management of infertility, HIV counseling and testing, etc. These services are offered at the static clinic as well as in the community, through outreach.

Essential Duties and Responsibilities:

1. Initiate and develop programme activities that address branch SRH needs in a gender and youth focused manner.

2. Manage clinic, outreach and community SRH service delivery units so as to attain and maintain national quality standards

3. Co-ordinate and monitor programme and project implementation at the RHU branch to ensure attainment of planned results.

4. Provide clinical SRH services to clients at all delivery units as per RHU’s SRH package.

5. Provide technical training, guidance and mentoring to staff and community agents to improve and standardize their performance

Training and Experience:

Reports to: Director Internal Audit

Job Role: This is a new position created to review the adequacy and effectiveness of Information Technology (IT) internal controls and continued development of internal hardware and software tools utilised throughout the Commission.

Key Result Areas:

Plan and perform reviews of IT general and application controls. This includes supporting integrated audits and system development and implementation reviews;

Three (3) years of professional auditing or comparable experience within a large, complex organisation, two (2) of which should be in auditing IT Systems;
Demonstrated knowledge, skills and experience in applying the principles and practices of internal auditing in accounting, financial, and operational environments including auditing business functions and Information technology Systems and soft wares such as ACL, Teammate, etc;
Demonstrated knowledge of IT internal controls and security practices;

Qualifications, knowledge and experience

The candidate must possess the following:

Masters Degree in Telecommunications Engineering or a related field. A Bachelors Degree in a field related to Computer or Telecommunications Engineering;
Additional qualification in Project Management and impact assessment techniques is an added advantage;
At least five (5) years experience in a similar position, three (3) of which should have been with rural ICT projects, and;
Good problem solving skills, strong written and verbal communication and interpersonal skills plus capacity to work as a team.

The Uganda Communications Commission (UCC) is the regulator of the communications sector in Uganda. It was established by the Uganda Communications Act (Cap 106 Laws of Uganda). UCC is inviting applications from suitably qualified candidates to fill the following positions in her directorates:

Post: Manager of Network and Information Systems

Reports to: Director for Competition and Corporate Affairs
Job role: The job holder will be responsible for all aspects of the organisation’s information systems and network administration including integration and implementation of ICTs within the Commission.

Key Result Areas:

Design, develop and monitor UCC Local Area Network (LAN) hardware and software infrastructure;
Formulate and monitor the performance of UCC IT policies in line with IT best practice;
Formulate, review, and monitor the UCC Business Continuity Plan in line with IT industry best practices; scheduling upgrades and security backups of hardware and software systems;
Develop a strategy for and oversee the design and implementation of major information systems initiatives. Review, appraise and recommend appropriate information Systems to support the functions of the Commission;
Plan and coordinate the training of users and promote usage of information systems to enhance efficiency of operations;
Perform needs assessment for new systems and modifications to existing systems including conducting ongoing reviews with users and providing responses to requirement requests;
Develop user applications using appropriate tools, including but not limited to: Microsoft Access, VBA, Visio, Crystal Reports, and Using Microsoft.NET Framework tools such as MS SQL Server, C#, ASP.NET;
Plan and coordinate the training of users and promote usage of information systems to enhance efficiency of operations; Prepare technical and user documentation, as well as the production of training materials. providing users with appropriate support and advice;
Develop, design and maintain a purpose driven website that provides relevant and timely information to all stakeholders in line with corporate objectives; and
Guarantee the smooth running of all ICT systems, and the safety and security of data from internal and external attack by providing secure access to the network for remote users.

Qualifications, knowledge and experience

The candidate must possess the following:

Bachelor’s degree in Computer Sciences, Information Technology/Information Systems or equivalent;
Masters degree in Computing, Information Systems or in the relevant fields;
Microsoft Certified Professional;
Five (5) years hands-on experience as a network/systems administrator in a busy organisation;
Microsoft Windows and Unix-based operating systems;
Knowledge of PHP, MySQL, Photoshop, Macromedia Dream weaver, Joomla, Web design; Web hosting, Lotus Notes/Domino; MS Windows 2003 Server; Cascaded Style Sheets(CSS); Snort; Linux; and CMS;
A deep understanding of Software Development Life Cycle (SDLC);
Hands-on experience in developing and administering database driven applications using C# and the .NET Framework;
Good knowledge of MS Office 2007 and beyond is required; and
Working knowledge of SharePoint server will be an added advantage.
