Job Title: Senior Procurement Officer

Salary Scale: U3

Reports to: Principal Procurement Officer

Responsible for: Procurement Officer

Job Purpose:

To coordinate, monitor and provide technical support in the implementation of Procurement and Disposal of assets function for the Local Government to ensure value for money.

Key Functions

i. Procuring goods and services in a timely and costeffective manner;

ii. Enforcing, adhering to procurement regulations (Government or Donor);

iii. Preparing bidding documents and contracts;

iv. Developing appropriate systems, procedures and guidelines for procurement secretariat and contracts committee;

v. Evaluating bids for high value and specialized procurements and disposals;

vi Preparing, administering and issuing approved contracts; and

vii. Liaising with suppliers and other stakeholders to ensure timely delivery of goods and services done.

Person Specifications:

(i) Qualifications:

• EITHER an Honors Bachelors Degree in Procurement/ Purchasing and Supplies or Business Administration (with a bias in Procurement and Supplies) or Commerce (with a bias in Procurement and Supplies), plus a post graduate Diploma in Public Procurement Management from a recognized institution.

• OR full Professional qualification in Supply Chain Management (GIPS) plus a post graduate Diploma in Public Procurement Management from a recognized awarding Institution.

(ii) Experience

Should have at least three (3) years of relevant working experience as a procurement officer from a public or reputable organization.

(iii) Competences

• Procurement, Disposal and Contract Management;

• Information and Communications Technology;

• Ethics and Integrity;

• Concern for integrity and standards;

• Communication;

• Time management

Hand written applications are also acceptable. Applicants should attach three (3) SETS OF CERTIFIED photocopies of their academic certificates and testimonials, plus three (3) recent passport photographs.

Those already in Government Service should route their applications through their Head of Departments who should be informed of the closing date to avoid delay.

Applicants who shall not hear from the District Service Commission on completion of the selection Exercise should consider themselves unsuccessful.

Title:Electronic and Document Management Systems Administrator
Reports to: Principal ICT Officer

Key Results Areas:
•To design and administer document libraries
•To design and implement workflows and workflow forms, physical conversion forms into electronic form Process
•To research, analyze and provide a report on electronic document and record management system software options for upgrades and any new technology or systems that become available on the market.
•To provide all technical support as required delivering electronic document and record management system through web based interfaces.
•Convert all existing and new documents as required to reside in the electronic document and record management system.
•Train staff on using electronic document and record management system.
•Ensure that the electronic document and record management system is available and fully functional during normal business hours for online access.
•Serve as the backup systems administrator for the policy printing and accounting systems.
•Monitor all daily logs and exception reporting produced by the system.
•Investigate and resolve all events reported on the logs and reports to ensure the system runs at optimum performance levels.
Requirements:     Knowledge, Skills and Abilities:
•Bachelor’s degree in Computer Science / Information Systems / Information Technology/ Computer or Engineering / Information and Achieving or its equivalent.
•At least two years experience as an electronic document and record management system, administrator / implementer / support for a Windows 2003 or higher versions of Windows operating system, running a mission critical application based upon Microsoft SQL Server 7.0 or Oracle software.
•At least two year’s experience writing xml / htm scripts in support of an electronic and document management system.
•Should have GIS and prepaid metering system knowledge
•Should be able to consult with staff to determine business requirements, functional requirements and input/output requirements.
• Should be able to define and document system requirements for data, workflow, logical processes, interfaces with other systems, auditing and reporting requirements and production configuration using common documentation tools such as dot net
•Should have experience with formal, structured, application development processes including the use of project management documentation, source control software for document and application management.
•Should be able to read, analyze, and interpret general business documentation, professional journals, and technical specifications and project management documentation.
•Should able to work as team member / player and work for long hours and unsupervised.
•Should have the Ability to develop systematic testing plans for problem resolution.
•Should have the ability to work to short timelines, to consistently meet routine deadlines and work as required to resolve problems in order to meet deadline.
