- Participation in FLEXCUBE implementation process, providing assistance and guidance to the regional IT/IS and business subject matter experts;
- Provide assistance to FLEXCUBE Retail support team;
- Work with enterprise and regional level IT/IS professionals to define a set of performance targets for FLEXCUBE functionality. Monitor the post-implementation performance of FLEXCUBE Retail application functionality. Ensure the application adequately responds the functional needs of the affiliate.

Ideal profile:
- Over 3 years of experience within a FLEXCUBE implementation, support process or consulting environment;

FINCA seeks an Energy Program Manager to launch and manage a large-scale micro-energy business (“FINCA Energy”) in Uganda and eventually surrounding countries. FINCA will launch a new program to undertake the sales and distribution of renewable energy products, with FINCA subsidiaries providing consumer and supply chain financing. This new venture would set up micro-entrepreneurs as retailers and engage in other activities to strengthen the overall supply and distribution of renewable energy products in the market.   

The Energy Program Manager will be based in Uganda, would report to the Senior Manager, Research and New Business Initiatives, at FINCA International in Washington, DC.   The Program Manager position would be structured as a long-term consultancy of at least 1 year.   Start date is no later than April 30, 2013.



MAIN ACTIVITIES



    Launch the FINCA Energy program and manage daily operations
        Recruit and manage logistics, marketing, sales, and finance staff
        Develop policies and procedures covering all aspects of operations: transport and storage of inventory, employee compensation, customer servicing logistics, etc.
        Implement an inventory management MIS and oversee all logistical activities
        Negotiate supplier agreements
        Develop and implement a cohesive merchandising strategy that includes marketing activities, sales messaging, advertising, signage, product display
        Develop and deliver sales and technical training to staff and to retailers
        Determine criteria for recruiting retailers; provide ongoing training and support to retailers
        Implement reporting system to track the performance of the business and report progress to FINCA management
        Determine compensation and incentives for staff and retailers
    Develop strategy for expansion into new geographic areas
    Develop good working relationship with FINCA subsidiaries for purposes of coordinating on financing and sales activities.  Develop service level agreements (SLAs) and internal MOUs as necessary.
    Manage supplier partnerships and relationships with key stakeholders in the market: government agencies, testing facilities, World Bank/ UN Foundation initiatives, donor agencies, etc.

    Initially manage 2- 3 sales staff.   Manage an organization of approximately 20 managers and field agents within three years as program scales.



PROFILE:



Education & Experience            

    Advanced Degree in relevant field (banking, business, finance)
    At least 7 years of relevant work experience
    Experience launching, staffing, and managing new ventures to offer products and services targeted at the bottom of the pyramid
    Experience in supply chain management. Ideally, candidate has successfully  set up sales, distribution, and customer servicing networks, particularly in rural areas in East Africa
    Familiarity with microfinance (preferred, not required)
    Familiarity with sales and distribution of solar products (preferred, not required)
    Process mapping skills (preferred, not required)



Language Skills:  Fluency in English required.

Computer Skills                                                    

    Expert in Microsoft Office.  Able to generate financial models using Excel,  able to create board and investor presentations using Power Point
    Prior experience using inventory management MIS a plus
    Comfortable using Visio or other process mapping software



KEY DELIVERABLES

    Within 6 months, launch FINCA energy program in Uganda, with strong staff and a sound operational foundation
    Meet 6-month targets for product sales
    Set program on a path to achieve break-even in 2 years
    Develop strategic plan to scale up within region



TRAVEL REQUIREMENTS

Availability to travel up to 25% of time within Uganda, and eventually within E. Africa.

FINCA is looking for a highly qualified Internal Control Manager (ICM) who thrives in dynamic environments to be part of the establishment and management of FINCA’s microfinance bank in Uganda. The ICM will assist subsidiary management to create and maintain an internal control environment that supports the subsidiary in pursuing its mission with a minimum of risk and a maximum of efficiency.  The ICM will be responsible to create and maintain an internal control environment that discourages fraud and negligence, detects violations at an early stage, fosters efficient operations and efficient use of human and technical resources, and assists subsidiary management at all levels in controlling and guiding staff and operations, with the aim of performance improvement. Qualifications:

    University degree in Business, Finance, Banking, Economics, Management, or equivalent work experience;
    At least 5 years of experience of banking or microfinance operations in Internal Controls, Internal Audit, Compliance, or Risk Management functions.  Of this, at least 1 year should have been spent as a manager/lead in the function.
    1-2 years of experience in a front-end operations function is an advantage;
    Proven experience in effective management, development and supervision of a team;
    Practical experience in identifying internal control gaps and creating solutions;
    Knowledge of internal control processes and management of operational risk in a financial institution;
    Knowledge of process analysis and mapping is an advantage;
    Excellent technical report writing skills;
    Strong computer literacy, particularly in MS-Office Suite (Word, Excel, Visio, PowerPoint). Experience with Core Banking Systems and good understanding of IS issues and the role of IS in financial and business management is an advantage;

The Operations Development Specialist reports to the Head of Operations Development (HOD) for the Africa region.  FINCA Africa is currently undertaking change management in several key areas of our Operations and, under the direction of the HOD and within the strategies established by FINCA, the Operations Development Specialist will play a key role in roll-out, monitoring, evaluation and reporting on results of new organizational structures, new products and new or enhanced business processes and systems.  The key areas of focus for the Operations Development Specialist are as follows:

    Delivery Channels.  Support strategy development, monitor progress and report on results related to deployment of delivery channels (including POS, agency networks, ATMs, mobile money and others) in each of FINCA’s five subsidiaries in Africa. Assist with the management of business relationships with current and potential vendors and follow up on action items arising from communication or engagement.  Conduct research into vendors, channels, regulations or other related areas.
    Banking Services.  Assist with establishment of the Banking Services (back office) function in FINCA Africa and the roll-out of standard structures, policies, procedures, operational targets and benchmarks, and a common reporting framework.  Monitor progress on critical work streams and initiatives.
    Savings.  Work closely with the Regional Savings Manager and subsidiary Savings Managers on documenting and executing FINCA’s savings framework and the sales and support cycle.


Qualifications and Experience:

    University degree required, preferably in Business, Management or a related field;  Master’s Degree in Business or related field is beneficial;
    At least 2 years of professional experience required, preferably in project management or a related area; experience working outside of home country or in dynamic and unfamiliar environments is strongly preferred;
    Business acumen is preferred and a common-sense approach to problem solving is required;
    High level of proficiency in MS-Office Suite (especially Excel) is required;  proficiency with MS Project and Visio is preferred;
    Fluency in English is required; French language skills are beneficial.

MAIN TASK:

To provide efficient, effective and timely procurement services to REA and ensure total compliance with the PPDA Act and Regulations and Procurement Requirements of Development Partners.

KEY RESPONSIBILITIES AND DUTIES:

a) Provide the necessary management and leadership to the Procurement and Disposal Unit (PDU) to perform its functions efficiently, effectively, promptly and in accordance with the required procurement guidelines.

b) Facilitate the formulation of an overall procurement strategy for REA and ensure its implementation.

c) To provide the necessary guidance for compliance with the obligations of the PPDA Act and Regulations and other Guidelines for Projects funded under multilateral and bilateral financing agreements

d) To be responsible for the preparation and periodic updating of annual or multi annual procurement plans in consultation with other technical departments in REA and ensure that the procurement plan is integrated with the work plans and the Financial Budgets.

e) In consultation with user departments, initiate the procurement process and coordinate the preparation of Terms of Reference, Statement of Requirements, Specifications and Bid documents for the procurement activities under REA.

f) Establish and maintain a simplified Procurement Tracking System for monitoring of the procurement activities, contracts register and procurement/contracts status Reports etc.

g) Establish and maintain a database of pre-qualified suppliers and shortlists of consultants and periodically update based on responses received to the REA’s advertisements and consultant requests;

h) Participate in the evaluation of bids and proposals and take the lead role in providing procurement technical guidance to the evaluation committees.

i) Ensure timely receipt of the goods and consultant’s monthly status reports. Track and monitor the ordering process, and ensure that the requests and deliveries are within the contract terms and conditions.

j) Manage all disposals in line with the PPDA Act and/ requirements of Development Partners where applicable.

k) Provide effective staff supervision; including planning, monitoring, developing and evaluation of their performance on a regular basis.

l) To carry out any other task(s) as may be deemed necessary by REA management

MINIMUM QUALIFICATIONS:

Education

a) A good Bachelors degree in Procurement and Supply Chain/Logistics Management from a recognized University, OR

b) Any good Bachelors Degree and Full Professional Qualification in a Procurement Related Discipline e.g. CIPS

c) Post Graduate Qualification in a related discipline will be an added advantage.

Key Experience

a) A minimum of 8 years working experience in a busy Procurement Office, 5 of which should be at the level of Head Procurement Disposal Unit
