Job Title: Director
1. Reports to: Vice-Chancellor
2. Purpose of Job: Overall management and co-ordination of ICT services and support systems within the University.
3. Duties & Responsibilities
a) Provide headship to DICTS ensuring high levels of staff motivation and productivity
b) Define, manage, monitor and evaluate university wide ICT policies and enforce adherence by users.
c) Ensure general efficiency and effectiveness of ICT services in the university by facilitating continued development and improvement.
d) Planning and budgeting for ICT services in the university to ensure continuity.
e) Strategic planning to achieve the policy objectives of the University’s ICT policy
f) Promote development of web based systems with emphasis to affordable services.
g) Ensure proper management of university systems (business applications, hardware, databases, storage, and backups).
h) Ensure continuous availability, reliability and performance of university information systems, data center facilities and other technology systems.
i) Provide overall technical guidance to university management in ICT.
j) Ensure reliability of network systems of the university as well as their effective usage
k) Continuously review university ICT business requirements to suite changes in the university.
l) Working with relevant partner(s) to design, build and maintain fully available and resilient IT systems.
m) Minimize potential risk to the attainment of business objectives by pro-actively planning and providing adequate infrastructure capacity and information systems capabilities.
n) Manage the Partner(s) & ensure service delivery to agreed quality and Service Level Agreements
o) Define HR requirements for technical staff as well as managing day-to-day activities so as to ensure smooth execution of their duties.
p) Perform any other ICT related duties as may be assigned from time to time by the Vice-Chancellor
4. Person Specification
a) Required Qualifications: A Masters Degree in an ICT related field. A Ph.D. in an ICT related field is an added advantage.

b) Experience: Should have a minimum of ten (10) years working experience five (5) of which should be at managerial level in a reputable institution.
5. Tenure of Appointment: The appointment shall be for a period of five years with effect from the date of assumption of duties and may be renewed for one more term subject to satisfactory performance.
6. Age limit: Applicants should preferably not exceed 55 years of age.

II. PLANNING AND DEVELOPMENT DEPARTMENT
Post: Director (1)
1. Reports to: The Deputy Vice-Chancellor (Finance & Administration)
2. Purpose of the Job: To provide guidance to the Strategic Planning and Development of the University
3. Duties & Responsibilities:
a) To initiate and coordinate the preparation and production of long and short-term corporate plans
b) To set budget priorities and assess the budget proposals for their coherence with the strategic goals of the University
c) To generate planning data/ information/ reports to support decision making by university management.
c) To ensure that the University has a comprehensive and coherent resource mobilization strategy
d) To ensure that the University’s academic units adhere to enrolment ceilings
e) To initiate and coordinate organisational development activities
f) To ensure effective implementation of the University programmes and projects
g) To ensure that the University has an effective international and marketing strategy
h) To ensure that the University undertakes performance reporting to her stakeholders on time
i) To ensure that the information flowing in from all administrative units is collated, processed, stored and redistributed to management in a form that guides quick decision making
j) To ensure that diagnostic studies are regularly carried out to enable the University have a picture of her internal and external efficiency and the level of access to her services and products
k) To ensure that the implementation of Donor funded projects is effectively coordinated
l) To monitor the implementation of University programs to ensure that programs/projects are implemented according to plan
m) To liaise with key Governmental Authorities and Agencies
n) To supervise and coach subordinates in the department
o) Any other duties assigned by the Deputy Vice-Chancellor
4. Person specification
a) Required Qualifications: A Masters degree in Business Administration or in any of the following fields: Economics, Commerce or Statistics.
Must be computer Literate
b) Experience: Should have a minimum of ten (10) years working experience five (5) of which should be at managerial level in a reputable institution. Experience in Corporate Planning or Project Planning and Management is essential.
