BASIC FUNCTION OF POSITION
The incumbent serves as the principal advisor to the President’s Emergency Plan for AIDS Relief (PEPFAR) Coordinator in planning, developing, scheduling and administering a country-wide media and public diplomacy program to promote wider exposure to, and understanding of PEPFAR among U.S. Government agencies, implementing partners and key audiences in Uganda.  In consultation with the Coordinator, Deputy Coordinator and Strategic Information Liaison, the Communications Specialist will lead the public diplomacy and in-country media relations for PEPFAR in consultation with the Public Affairs Office (PAO) and agency press officers. She/he will provide high quality and sustained technical assistance in the development, implementation and analysis of a communications and media relations program to support the PEPFAR/Uganda program.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.  Education required: Completion of two years of university studies in business, science and liberal arts is required.
2. Work Experience: Three years experience of progressively responsible experience in report writing in an administration or management field at a mid to senior level is required.
3. Language required:  Level IV English (fluent knowledge) ability is required.
4.  Knowledge required:  Basic knowledge of PEPFAR and United States Government development and public health agencies' visions for international health care is required.
6.  Skills and Abilities:  Ability to develop and maintain extensive contacts within the USG, media outlets, and with contacts in the host government and among PEPFAR Implementing Partners is required.  Standard level keyboard and computer skills to include specialized software, word processing and spreadsheets and excellent written and oral skills in order to effectively communicate, make formal presentations and draft public relations material and reports in the performance of PEPFAR duties is required. Ability to coordinate, prioritize and oversee multiple projects and to work within the existing mission structure is required.

SELECTION PROCESS

After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews.  The selected candidate must pass pre-employment medical and security investigations before beginning work.  The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.
