Assist the Strategic Procurement Manager in preparation of Procurement and Contracting Plan, correspondence, presentations and materials statistical reports.

Deliver internal training on Procurement Procedures, and provide contract interpretation to end users.

Our Client CNOOC Uganda Limited is seeking to recruit suitably qualified candidates for the above vacancy;

Primary Functions:

To carry out procurement for support functions such as Administration and I.T equipment etc.

Duties and Responsibilities:

Track the logistics contract performance.
Assist Procurement Manager in preparation of procurement plan, correspondence, presentations and other reports.
Work closely with the Administration team and suppliers, to make sure the appliances and related services meet the requirement of end-users.
Analyze potential and existing purchasing contracts and recommend modifications and implementation.
Act as liaison between end-users and suppliers to re-negotiate changes in specifications and/or terms and conditions.
Facilitate/coordinate meetings with purchasing, end-users and suppliers.
Other duties as assigned by the Supervisors.

Qualifications:

Bachelors Degree in Computer Science or equivalent.
Additional qualifications in Procurement or Purchasing will be an added advantage.
At least 5-year related working experience.
Knowledge of the latest business purchasing management strategies, purchasing practices, purchasing philosophy, pricing strategies, and price and cost analysis.
Knowledge of purchasing policies, methods and procedures and their use.
Knowledge of the information confidentiality.
Good organizational, negotiation and communication skills.
Good analyzing and problem-solving ability.
Good team player.
Highly motivated and achievement orientated.
Preference will be given to candidates with overseas experience.

Job Title: Facilities Engineering Senior Buyer

About this job

Primary Functions

Responsible for all oil field construction related contracts and procurement. Report to Strategic Procurement Manager.

Duties and Responsibilities:

Draft the Procurement Plan and Contracting Strategy for the engineering of the oil fields where the company operates.
Play a leading role throughout the procurement process, including identification of potential bidders, prequalification of potential bidders, establishing of approved bidders list, preparation of bid packages, bid evaluation, clarification and recommendation to award, contract negotiation and execution, placement of purchase orders, and post award contract administration.
To ensure that all contractual commitments made by the company are in line with the established Procurement Policy and Procedure, EHS policy, and approved contracting strategies.
Work closely with internal customers and suppliers/contractors in order to ensure that the goods/services are delivered against the time table specified in the contract or purchase order, and to the satisfaction of the user department.
Facilitate Change Order negotiations in order to effectively respond to changes.
Update and distribute the Procurement Status Report on a regular basis.
Attend and participate in the project’s meetings.
Oversee inspection and receipt of critical equipment, and ensure that all the required documentations are in place.
In the event of a contractual dispute with the contractor/supplier, seek assistance from the management and in-house legal counsel as appropriate.
Deliver internal training on Procurement Procedures, and provide contract interpretation to end users.
Seek continuous improvement of the overall performance of the team, as well as the whole department of the Commercial & Contracts Department. Recommend process improvement changes, implement approved recommendations, Monitor results and report findings to Strategic Procurement Manager.
Provide overall direction, supervision, mentoring, motivation and on-the-job training to the team members and prepare them for advancement. Focus on building a strong team to fulfill all the job expectations. Identify training and development requirements and report findings to The Strategic Procurement Manager; work with The Strategic Procurement Manager and HR regarding scheduling training opportunities for the team members; including day to day support.
Conduct annual setting of objectives for the Department.
Oversee internal departments’ suppliers in order to understand, and proactively respond to the respective contracts requirements hence leading to improvement in service delivery.
Maintain contracts data base information and issue periodic reports to all internal user groups about the current status of all active contracts. Ensure adequate lead time to allow sufficient time for advance planning; to ensure continuity of service or otherwise as required.
Support the Strategic Procurement Manager to achieve the overall department objectives and performance excellence.

Qualifications:

Bachelor’s Degree in Petroleum engineering, machinery, equipment, business administration, SCM.
At least 10 years related work experience in contracts and procurement, preferably in MNCs, similar projects, or overseas projects.
An expert in Contracts & Procurement.
Knowledgeable in engineering, energy industry and machinery.
Knowledgeable in business administration and analysis of commercials and financials.
Familiar with the supply marketplace, major suppliers and products, and industry dynamics/drivers.
Strong organizational skills.
Strong leadership skills.
Good negotiation, communication and inter personal skills.
Good analyzing and problem-solving ability.
Excellent command of the English language.
Good team player.
Highly motivated and sense of ownership.
High business ethical standards.
