PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps specializes in development in transitional areas. We have been operating in Uganda since 2006 and directly implement programs in the northern Districts of Pader, Kitgum, Kaabong, Abim and Kotido with funding from USAID’s, Food for Peace (FFP), Office of Foreign Disaster Assistance (OFDA), Conflict Management & Mitigation (CMM), as well as Private Donations. Mercy Corps’ largest program, Healthy Practices, Strong Communities (HPSC) is a Multi-Year Assistance Program (MYAP) that takes a broad and integrated approach to food security in post-LRA Acholi sub-region. Mercy Corps will submit an application for expected Food for Peace MYAP for the Karamoja region and build upon the experience gained in implementation of HPSC and an OFDA-funded market development program in Karamoja.

GENERAL POSITION SUMMARY:

The Chief of Party is the senior management position for the upcoming Mercy Corps MYAP management team, with supervisory and managerial responsibility over all aspects of program implementation and staff development. The Program Director works closely with the Deputy Director and Country Director to provide the vision and leadership in project administration and monitors overall project performance. The Chief of Party leads the coordination, financial and administrative compliance and monitoring and evaluation of the consortium, engendering a collaborative team spirit focused on achievement of program goals and objective. S/he is responsible for the oversight of MYAP activities and travels frequently to the field. S/he maximizes budget resources and personnel development and remains flexible in a continually changing environment. The Chief of Party ensures that the Mercy Corps Program is planned and executed with quality, accountability and measurable impact and along with the Deputy Director, will liaise with USAID and represent the program to other Title II cooperating sponsors and other stakeholders.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

* Attain program goal and objectives through the development, implementation, reviews, presentation and management of strategic plans, programs and projects by personal application and delegation of responsibility.
* Recommend program priorities and explore, evaluate and present new country opportunities that leverage impact and/ or complement core activities.

Program Management

* Monitor program implementation, measure impact and calibrate program strategy and implementation accordingly.
* Document process and achievements to ensure best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
* Ensure that there are fluent communication channels with the program structure, that the reporting schedule is met on time, and that program objectives are verifiably achieved.
* Coordinate and share information with the Deputy Country Director to ensure overall project targets and donor obligations are being achieved. Advise Deputy Country Director on suggested improvements and necessities, as required.
* Produce written reports on the program activities capturing impacts related to all activities, in the format provided by the Deputy Country Director.
* Ensure proper logistics, administration, human resources and transport needs of the program are conducted within MC policy and with the maximum benefit to the program. Ensure that commodity tracking and food distribution activities are in compliance with USAID FFP Regulation 11.
* Exercise sound judgment to ensure project expenses are reasonable, allocable and prudent. Ensure all project funds are spent in accordance with donor rules and regulations. Work with the Deputy Country Director to forecast expenditure surpluses and deficits to enable adjustments to be made to the program in a timely fashion.
* Oversee the program filing system and ensure that information is organized according to the reporting and auditing needs of the program. Ensure required levels of confidentiality.
* Ensure that all work follows international quality standards and best practices and that agriculture and water programs are technically and environmentally sound.
* Conduct him/herself both professionally and personally in such a manner as to bring positive recognition to Mercy Corps and to not endanger Mercy Corps’ humanitarian mission.
* Other duties as assigned by your supervisor.

Team Management

* In close collaboration with the Deputy Country Director, build the program staff’s capacity for a facilitative approach to develop in transitional environments.
* Manage the recruitment and training of program staff to ensure staff are of the quality and capacity to ensure the successful implementation of activities. Monitor and advise on staffing needs throughout the program. Ensure evaluations and disciplinary measures are made, as necessary according to MC policy.
* Provide direct and ongoing supervision and managerial support to all staff on the program.

Representation

* Support all efforts towards accountability - to beneficiaries and to international standards guiding development work. This includes understanding and following established international guidelines and actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of projects.
* Ensure good relations and accountability with any partner international NGOs.
* Ensure close coordination and sharing of information with other stakeholders such as other Title II cooperating sponsors, other NGOs and local authorities
* Ensure establishment and maintenance of relationships with communities, village councils and local government.

KNOWLEDGE AND EXPERIENCE:

* Master’s Degree in economic development or other relevant field is preferred.
* At least 5 years of relevant international experience with positions of progressively greater responsibilities.
* Experience managing development programs in pastoralist areas required.
* Experience in project management related to agriculture, water/sanitation, community mobilization and Food/Cash-for-Work is preferred

* Practical experience managing umbrella grants involving international NGO partners.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

Karamoja Region as a whole is chronically under-developed and insecure. Living conditions are basic (no running water, and limited electric without generators and solar systems). Although the situation has improved, there were incidents in the past that required movement restrictions at night.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. The IRC began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord's Resistance Army in the north of the country. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement in 2006. At the same time, in Karamoja - one of the poorest and least developed areas in Uganda - the IRC works with communities affected by violence to promote peace and improve access to services. The IRC in Uganda recently began implementing a new five-year strategic plan that focuses on meeting the unique needs of adolescent girls, strengthening partnerships with the government, civil society and the private sector, promoting accountability and increasing the use of evidence-based approaches. In FY2010, the IRC had an annual program value of $7.7 million and employed approximately 180 staff in six locations.
Feed the Future is the major U.S.-funded global hunger and food security initiative based around agriculture and improved nutrition. It is one of the highest priorities in the USAID portfolio because investment in agriculture and rural development is recognized as a proven lever for combating food insecurity and as an engine for broader economic growth, prosperity, and stability. The FTF initiative reflects the determined strategic and analytical approach of a major donor to harness agriculture to accelerate progress toward the Millennium Development Goal of halving the proportion of people living in extreme poverty and suffering from hunger by 2015. The IRC in Uganda is leading the Food Security and Livelihood component within a consortium of international and national partners bidding on the RFA and is recruiting a Senior Livelihoods Advisor, who will be a key staff, for the FtF Community Connectors five-year initiative. The selected candidate will be the lead technical staff on agricultural innovations and interventions that can contribute directly to improve household food security and livelihoods across all consortium partners in northern and southwestern Uganda.
Job Description

* Contribute to the design and implementation of the food security and livelihoods strategy for the Feed the Future consortium in close collaboration with CoP and other partners;
* Ensure that livelihood activities meet stated objectives within the timeframe and on budget;
* Ensure that the project reaches targeted livelihood beneficiaries, including women and marginalized groups;

Summary

Background

NDI has worked in Uganda since October 2003, supporting parliamentary caucuses to develop a new electoral framework and encouraging greater collaboration between women's CSOs and women members of parliament. The Institute also provides technical assistance to local NGOs monitoring elections and increasing citizen participation. Most recently, NDI's work to strengthen multi-party democracy in Uganda has included directly assisting political parties to better organize their caucuses in Parliament as well as supporting civil society organization's capacity to engage in advocacy, communications, and policy making.

Responsibilities

* Oversee and contribute to the design and implementation of all of NDI's programs in Uganda;
* Provide day to day management and oversight of local and expatriate program staff in the Kampala office and develop and maintain office and personnel management system;
* Design and conduct training workshops and consultation to civic and political party leaders on topics including: organizational development , volunteer recruitment, issues research, platform development, public outreach, coalition building, and the political participation of women and youth;

The American Bar Association is seeking a qualified and dynamic Project Manager to oversee its program “Enhancing Local Capacity to Combat Human Trafficking in Uganda”. The Project Manager will work in collaboration with Ugandan stakeholders, international experts, and the Washington, DC office to implement this program over the course of one year.

Responsibilities

The Project Manager will be responsible for (1); overseeing the implementation of the program in-country, including financial and staff oversight; (2) creating and maintaining partnerships with high level government officials, judicial sector officials, and civil society representatives; (3) organizing working-group meetings that focus on enhancing coordination between civil society and justice sector actors on the issue of trafficking in persons; (4) assisting partners in producing protocols and other official mechanisms that clarify institutional procedures for addressing cases of trafficking in persons; (4) garnering political support for these written protocol documents in order to be adopted nationally; (5) conducting trainings (and training of trainers) on trafficking in persons; and (6) writing regular reports on program implementation and maintaining good communication with ABA headquarters in Washington, DC.

Requirements:

ABA ROLI is seeking candidates with a graduate or law degree and at least 7 years of relevant experience and a background in anti-human trafficking programs. Preference will be given to candidates with established connections with Ugandan governmental and justice sector actors. Previous experience in implementing legal reform programs and/or facilitating working groups with diverse stakeholders is strongly preferred. 5. What is the required language proficiency for the NETI Programme?

As stated in the general requirements to apply, candidates must have proficiency in English and in at least one other UN language: Arabic, Chinese, French, Russian or Spanish. Knowledge of the local language at the duty station of the respective position might be considered an asset.

Applicants have an opportunity to state different language proficiencies when completing the UNICEF online application. If short-listed, the candidate's stated proficiency is corroborated during an interview with a UNICEF selection panel.

6. What are the educational requirements for the NETI Programme?

Candidates must have completed an advanced university degree (Master’s degree or equivalent) at the time of application. Any number of years of relevant professional experience is not substitute for the required educational qualifications.

The expectation of UNICEF as an employer is that university degrees presented by applicants satisfy the required level of education and come from bona fide (accredited) academic institutions. Only degrees from accredited institutions are considered legitimate for purposes of recruitment and selection for posts at UNICEF. 7. What is the work experience requirement for the NETI Programme?

Candidates are required to have at least two years of relevant work experience for functions at the P-2 level, and at least five years of relevant work experience for functions at the P-3 level. Relevant experience should include work in developing countries and in multicultural environments.
8. What happens upon completion of the NETI Programme?

Since merit and performance are the key features of the NETI Programme, a rigorous and continued assessment process takes place throughout the work assignment. At the end of the first year and based on a performance review, successful NETI participants are extended for a second year in their specific duty station or, if necessary, separated from the NETI Programme. After about 18 months into their initial appointment, a performance review panel is held. This final review includes a comprehensive evaluation where participants’ overall performance in the NETI Programme is reviewed, and their suitability to be included into Talent Groups and to be given priority consideration for vacant positions is also determined.

17. What is a Talent Group?

Talent Groups are rosters of internal and external candidates who have undergone a competitive selection and assessment process that was reviewed by UNICEF’s Central Review Body (CRB).
18. What is the difference between the 8 NETI positions and the generic job descriptions being advertised during the NETI recruitment campaign?

The 8 NETI positions reflect specific operational needs that have been identified for inclusion in the next cohort of the NETI programme following a global needs assessment with regional and country offices. They are funded partly by respective field offices where the positions will be located. The candidates selected to fill these 8 positions will participate in the NETI programme and will therefore be subject to the programme’s specific rules and processes.

Through the NETI global recruitment campaign, UNICEF also aims to attract other interested candidates whose profile and expertise may not match the 8 NETI positions advertised, yet meets the requirements of other generic job descriptions (JDs) advertised under the Talent Group category. NETI participants are motivated and talented entry to mid-career level professionals who are interested in an international career with UNICEF, and who have a passion for making a difference for children worldwide.

The focus and method of work for NETI participants varies from country to country. However, participants typically interact with government, civil society, academic institutions, the private sector, UN agencies, donors and other development organizations in working towards childrens’ survival, protection and development goals.
Eligibility:

UNICEF National Professional Officers and General Service staff at the GS-6 and GS-7 levels;
