For the 2012 NETI Programme, all selected candidates are expected to report for duty in February/March 2012. Offers of appointment are only valid for the current recruitment year. They will not be deferred to the following year.

5. What is the required language proficiency for the NETI Programme?
As stated in the general requirements to apply, candidates must have proficiency in English and in at least one other UN language: Arabic, Chinese, French, Russian or Spanish. Knowledge of the local language at the duty station of the respective position might be considered an asset.
Applicants have an opportunity to state different language proficiencies when completing the UNICEF online application. If short-listed, the candidate's stated proficiency is corroborated during an interview with a UNICEF selection panel.
Language proficiency is key for global deployment and effective performance in the field.
6. What are the educational requirements for the NETI Programme?
Candidates must have completed an advanced university degree (Master’s degree or equivalent) at the time of application. Any number of years of relevant professional experience is not substitute for the required educational qualifications.
The expectation of UNICEF as an employer is that university degrees presented by applicants satisfy the required level of education and come from bona fide (accredited) academic institutions. Only degrees from accredited institutions are considered legitimate for purposes of recruitment and selection for posts at UNICEF. Degrees requiring little or no actual course work, degrees awarded for payment of fees only, and degrees granting substantial credits for ”lifetime achievements” or “life/work experience” will normally not be recognized by UNICEF.
When determining whether a degree is recognized, UNICEF is guided by the International Association of Universities’ (IAU) listing of higher education institutions recognized or otherwise approved by competent authorities in participating countries. UNICEF will normally recognize only degrees obtained from institutions on the IAU list, however, the validity of other degrees submitted by applicants under consideration would be reviewed on a case-by-case basis.

Incomplete degrees are unacceptable to UNICEF as proof of academic qualification, regardless of whether they are associated with a recognized higher education institution.
7. What is the work experience requirement for the NETI Programme?
Candidates are required to have at least two years of relevant work experience for functions at the P-2 level, and at least five years of relevant work experience for functions at the P-3 level. Relevant experience should include work in developing countries and in multicultural environments.
8. What happens upon completion of the NETI Programme?
Since merit and performance are the key features of the NETI Programme, a rigorous and continued assessment process takes place throughout the work assignment. At the end of the first year and based on a performance review, successful NETI participants are extended for a second year in their specific duty station or, if necessary, separated from the NETI Programme. After about 18 months into their initial appointment, a performance review panel is held. This final review includes a comprehensive evaluation where participants’ overall performance in the NETI Programme is reviewed, and their suitability to be included into Talent Groups and to be given priority consideration for vacant positions is also determined.
9. Can I meet/interview with someone to discuss my application / CV / P11 (UN Personal History form)?
In order to guarantee equal treatment and objectivity for all candidates, the New and Emerging Talent Initiative’s programme staff does not grant interviews and does not provide profile advice at any point during the application process.

10. If I apply and am not selected for this round of recruitment for the NETI Programme, can I reapply in the future?
If you have applied previously and were not selected, you are welcome to re-apply in the next recruitment period. Selection for the NETI Programme is related to critical talent gaps needed in the organisation to achieve its current and future goals.
11. Is it required that applicants be within a specific age range to apply for the NETI Programme?
As the NETI Programme is for young professionals, preference will be given to candidates who are under 35 years of age.
12. What is the professional level of the appointment?
The NETI appointment type is a fixed term contract for the duration of 1 year, with a possible extension of a second year. The level of appointment is specified in the vacancy announcement. As a general indication, P-2 level appointments require 2 to 4 years of professional experience and P-3 level appointments require at least 5 years of relevant professional experience.
13. What salary and benefits are provided to NETI participants?
The salary for each NETI participant is dependent on their educational background, relevant professional experience, and specific allowances related to their assigned duty station. 17. What is a Talent Group?
Talent Groups are rosters of internal and external candidates who have undergone a competitive selection and assessment process that was reviewed by UNICEF’s Central Review Body (CRB).
18. What is the difference between the 8 NETI positions and the generic job descriptions being advertised during the NETI recruitment campaign?
The 8 NETI positions reflect specific operational needs that have been identified for inclusion in the next cohort of the NETI programme following a global needs assessment with regional and country offices. They are funded partly by respective field offices where the positions will be located. The candidates selected to fill these 8 positions will participate in the NETI programme and will therefore be subject to the programme’s specific rules and processes.
Through the NETI global recruitment campaign, UNICEF also aims to attract other interested candidates whose profile and expertise may not match the 8 NETI positions advertised, yet meets the requirements of other generic job descriptions (JDs) advertised under the Talent Group category. These generic JDs represent functional areas in which UNICEF has strategic medium-term talent needs. However, they are not part of the NETI programme.
19. How will the candidates who applied to the generic vacancies (Talent Groups) be assessed and what will be the outcome for them?
Those who applied to the generic job description advertisements will follow a similar assessment as the regular UNICEF selection process. Successful candidates will be included in the Talent Group specific to the functional area and level for which they were assessed.
Inclusion in a Talent Group does not mean that a candidate would be suitable for all positions in the same area and level. The suitability of candidates for a specific post will always be reviewed on a case by case basis. Furthermore, inclusion in a Talent Group does not guarantee anyone an appointment to a Fixed Term position. Candidates in Talent Groups are advised to concurrently apply to positions that are of interest to them and not expect placement through a Talent Group.
20. How do Talent Groups function?
When a candidate is included in the UNICEF Talent Group (following a competitive selection process), he/she becomes accessible to recruiting managers as and when relevant positions become available. UNICEF follows a systematic process when filling a vacancy through the use of Talent Groups in line with the UNICEF Staff Selection Policy and other recruitment guidelines. This includes conducting a comparative assessment of potential candidates from the Talent Group against the job criteria, which may subsequently lead to conducting additional testing and interviews as needed.

Eligibility and Programme Requirements
NETI participants are motivated and talented entry to mid-career level professionals who are interested in an international career with UNICEF, and who have a passion for making a difference for children worldwide.
The focus and method of work for NETI participants varies from country to country. However, participants typically interact with government, civil society, academic institutions, the private sector, UN agencies, donors and other development organizations in working towards childrens’ survival, protection and development goals.
Eligibility:
The following candidates are eligible to apply to the NETI programme:
UNICEF National Professional Officers and General Service staff at the GS-6 and GS-7 levels;
UNICEF staff members holding a temporary appointment;
UNICEF Junior Professional Officers (JPOs) who have completed at least 15 months of the JPO programme;
External candidates from outside UNICEF.
Please Note: National Professional Officers and General Service staff at GS-6 and GS-7 levels who are selected to participate in the programme will be offered a fixed-term appointment that replaces their previous letter of appointment, including any permanent or continuing appointment. They will not have the right to return to their previous post in UNICEF.
Candidates from all nationalities are welcome to apply.
IMPORTANT NOTE: In accordance with the United Nations staff rules, a person who has permanent residence status in a country other than that of his/her own nationality must relinquish such permanent residence status in order to be eligible for UNICEF appointment to the Professional and higher categories of staff, subject to a few exceptions.
