The IRC began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord's Resistance Army in the north of the country. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement in 2006. At the same time, in Karamoja - one of the poorest and least developed areas in Uganda - the IRC works with communities affected by violence to promote peace and improve access to services. The IRC in Uganda recently began implementing a new five-year strategic plan that focuses on meeting the unique needs of adolescent girls, strengthening partnerships with the government, civil society and the private sector, promoting accountability and increasing the use of evidence-based approaches. In FY2010, the IRC had an annual program value of $7.7 million and employed approximately 180 staff in six locations.
Feed the Future is the major U.S.-funded global hunger and food security initiative based around agriculture and improved nutrition. It is one of the highest priorities in the USAID portfolio because investment in agriculture and rural development is recognized as a proven lever for combating food insecurity and as an engine for broader economic growth, prosperity, and stability. The FTF initiative reflects the determined strategic and analytical approach of a major donor to harness agriculture to accelerate progress toward the Millennium Development Goal of halving the proportion of people living in extreme poverty and suffering from hunger by 2015. The IRC in Uganda is leading the Food Security and Livelihood component within a consortium of international and national partners bidding on the RFA and is recruiting a Senior Livelihoods Advisor, who will be a key staff, for the FtF Community Connectors five-year initiative. The selected candidate will be the lead technical staff on agricultural innovations and interventions that can contribute directly to improve household food security and livelihoods across all consortium partners in northern and southwestern Uganda.
Job Description
* Contribute to the design and implementation of the food security and livelihoods strategy for the Feed the Future consortium in close collaboration with CoP and other partners;
* Ensure that livelihood activities meet stated objectives within the timeframe and on budget;
* Ensure that the project reaches targeted livelihood beneficiaries, including women and marginalized groups;
* Ensure technical quality and accuracy of IRC Livelihoods program reports; and
* Conduct regular field visits to all project sites and partners to verify quality/ progress of Livelihoods program interventions and provide technical guidance and advice.
Requirements
* University graduate with qualification in food security/ livelihoods/ agriculture or related fields;
* Five years of experience in managing agriculture, livelihoods and/or food security programs with recent relevant experience in Uganda required;
* Experience in working with women and marginalized populations would be an advantage;
* Excellent understanding of food security and livelihoods programming ,especially agricultural based innovations and interventions that are appropriate for and beneficial to food insecure vulnerable communities and households;
* Strong leadership, management, planning, analytical, interpersonal and communication skills;
* Good networking skills and in depth knowledge of the livelihoods sector in Uganda;
