 Minimum Qualifications:
Applicants should be Ugandans holding EITHER a Diploma majoring in accounting from a recognized Institution OR an accounting technician certificate.
Working Experience:
Applicants should have a minimum of two (2) years working experience as an Accounts Assistant in the Public Sector or reputable private sector organizations. Hands on experience of computerized accounting packages will be an added advantage.
Duties:
The incumbent will be responsible to the Accountant for performing the following duties:
•    Handling full clerical duties that involve inputting approved invoices or payment requests into the payment system;
•    Ensure proper filing and safety of payment vouchers:
•    Preparing payment vouchers for all cash payments:
•    Ensuring payment vouchers are attached to supporting documents;
•    Maintaining books of accounts and financial records;
•    Compiling accountability returns, verifying and retiring advances ledgers:
•    Maintaining primary financial records and up-to-date books of accounts;
•    Preparing periodic reconciliations of financial statements and carrying out monthly bank reconciliations;
•    Following up payments to ensure beneficiaries are communicated to promptly;
•    Any other duties as may be assigned from time to time by the supervisor.

The Chief of Party (COP) will work with Save the Children’s existing country office in Uganda, but will be solely responsible for the overall management of the USAID Cooperative Agreement for the anticipated five-year $20M Advocacy for Better Health Program. Responsibilities
• Lead the program’s strategic, financial, and operational planning, including the annual work planning process and development of an appropriate exit strategy.
• Establish and guide overall technical direction of the project.
• Act as principal representative and liaison to all external stakeholders, including but not limited to USAID/Uganda and the Government of Uganda.
• Oversee the timely submission of all deliverables to USAID.
• Provide oversight and coordination with international and national sub-recipient partners.
• Supervise key program staff, both technical and managerial, and oversee the hiring process of all local personnel.
• Serve as key liaison with Save the Children partners and any local sub-grantees.
• Oversee the process of selection of sub-recipient CSO partners.
• Provide overall coordination of the institutional/organizational and technical capacity building of local partners and stakeholders.
• Fully inform Save the Children’s home/field office on all matters relating to the program, and maintain appropriate links with partner home/field offices.
• Ensure that efficient systems to support all aspects of the program (including sub-grant management, financial, capacity building and performance monitoring and reporting) are in place and support the effective use of program resources in compliance with USAID regulations and Save the Children policies.
• Liaise directly with host country government agencies including local governments, development partners, and CSOs including community based organizations.

Requirements
• Master’s degree or higher in public health, or related field.
• Minimum of 10+ years of field-based experience managing large and complex overseas, multi-partner development programs, especially in Sub-Saharan Africa and working with local governments, civil society and communities.
• Experience managing large scale USAID funded project(s) at a senior level.
• Demonstrated knowledge of and familiarity with USAID (PEPFAR) policies, financial rules, regulations, and procedures.
• Demonstrated understanding and knowledge of decentralization in the Uganda context, Uganda’s sociopolitical economy, advocacy, health and education sectors.
• Demonstrated team player with visionary leadership.
• Extensive experience working in Sub-Saharan Africa; specific work experience in Uganda desirable
• Proven experience building capacity of local NGOs and government bodies.
• Experience in developing project work plans, budgets and managing the implementation, program staff and all short-term technical assistance.
• Excellent oral and written communication skills.  Fluency in English required.

Experience & Knowledge:
a) At least three (3) years’ experience in handling investigations in a large
organization.
b) Knowledge and experience in progressing criminal cases will be an
added advantage.
c) Knowledge of Revenue and Tax Administration
