Kampala, Uganda - Looking for a spiritually mature and field tested Country Director to provide overall leadership to Samaritan's Purse (SP) activities in Uganda, including project development, staff management, and implementation within organizational guidelines. RESPONSIBILITIES:

Provide overall vision, management and leadership to SP activities in Uganda.

Maintain awareness and communicate legal and cultural requirements and ensure reasonable compliance of SP with the same.
Ensure proper financial accounting and monthly reporting of all funds and financial activity.

Ensure appropriate supervision, support and direction for the effective engagement of all expatriate and national staff in their various assignments.
Serve as director, executive administrator, and primary contact for country field projects.
Monitor program effectiveness and financial accountability, and evaluate ongoing and new activities.
Implement programs within the organizational guidelines of Samaritan's Purse.
Develop and implement staff reporting structure.
Prepare and submit monthly narrative and programmatic field reports to the Regional Director.
Conduct field assessments, identify needs, design and implement response plans, including project budgets and writing funding proposals.
Develop new programs, identifying and pursuing potential funding and other available resources for ongoing, new, or planned SP projects.
Ensure that stories and photographs are sent to the Regional Director on a regular basis to share with the Communications Department.
Maintain profiles on all field staff, including emergency contact numbers and copies of passports and visas, performance reviews and exit interviews.
Provide job descriptions for expatriate staff and make hiring / firing recommendations to Regional Director and Field Staff Coordinator.
Implement field policies to ensure staff satisfaction, safety and security.
Participate in emergency response and first insertion teams as needed.

Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.
Will be responsible to ensure the success, if funded, of USAID Title II Food Program
Responsible to foster donor relationships to secure funding for projects in a variety of sectors.
Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises non-supervisory employees.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public

QUALIFICATIONS:
Bachelor's degree from four-year college or university; or a minimum of 3 to 5 years' related international work experience; or equivalent combination of education and experience.
Twelve semester hours of approved Bible related training.
Extensive field humanitarian experience in a management role, particularly in Africa.
Ability to travel to field sites to monitor projects.
Excellent planning and organizational skills.
Above average communication skills – both verbal and written.
Works well in a diverse team and a pressured environment.
Flexibility and adaptability.
Ability to communicate and interact well with people of different educational, linguistic, cultural and socio-economic backgrounds.
Strong relational skills and financial management experience preferred.
Proven management and leadership experience.
Diplomacy, negotiating skills.

Back Ground
The Peace Documentation Centre in Kitgum (KPDC), a collaboration between the Refugee
Law Project and the Kitgum Local Government are looking to fill a community outreach
position starting March 2012. The position is suitable for dynamic individuals with
experience working with communities and local governments, able to communicate across
cultures and is aware of the current trends in post-conflict reconstruction and peace
building.
Terms of Reference
I. Post Information
Post Title: Community Outreach Officer

Direct Supervision: Head of Office, Peace Documentation Centre, Kitgum
II. Job Description:
The Refugee Law Project through the Peace Documentation Centre in Kitgum is currently
running a number of peace building activities with communities across northern Uganda.
The activities are aimed at identifying, and where possible, addressing post-conflict concerns
of the communities. Through this position, the KPDC also intends to fill some element of
communities’ information gap as a way of bridging the gap between communities and
service providers. As such, the KPDC intends to embark on extensive work with the
communities.
The successful individual will be expected to maintain a consistent relationship with targeted
communities, liaise with community leaders, conduct presentations, sharing and participate
in community events with the aim of promoting the enhancing the goals of the KPDC.
III. Duties and Responsibilities
1. Spearhead and participate in community outreach events including sharing
information, making public presentations to various groups and providing feedback
2. Work with KPDC staff to design and review community outreach strategy and to
regularly provide recommendations to improve its effectiveness
3. Collaborate with RLP staff and members to develop community outreach plans
4. Engage local/community leaders, groups and organizations to build relationships
and gain support for the KPDCs goals
5. Document the implementation of all community outreach activities
6. Support RLP staff in the development of educational materials including factsheets,
posters, radio and tv ads, in appropriate languages, to increase awareness on peace
building
7. Assist the KPDC in monitoring and evaluating the impact of the community
outreach processes
8. Report on the progress of community outreach plans and make recommendations
for improving outcomes
IV. CONTACTS AND KEY RELATIONSHIPS
The Community Outreach Officer has to maintain very good relations with all the project
staff, as well as with staff of partner organizations. This will facilitate communication on
issues regarding quality of support services.
V. SUPERVISION AND AUTHORITY
The Community Outreach Officer is supervised by the Senior Research Advisor . S/he in
turn supervises the Office Assistant.
VI. WORKING CONDITIONS
The position is Kitgum based, with a lot of field travel. The average working week is 40
hours.
VII. QUALIFICATIONS AND COMPETENCIES
• Degree in Social Sciences, Social Work or Community Psychology
• Previous experience in community outreach in peace building
• Strong communications skills, particularly in engaging diverse audiences

• Ensure that the office premises – inside and outside – are always kept clean
• Ensure that at the end of each working day, and during weekends, the premises are securely locked up
• Keep safe custody of all the keys to the offices and the entire premises, ensuring that not one key falls into
the hands of criminals
• Do photocopying for staff whenever requested and ensure that the photocopier is always in good running
condition

on and off from their work
• Ensure that RLP utensils are safe, clean, and in usable condition at all times
• Ensure that non-staff do not access kitchen areas without his or her permission

• Maintain stock records indicating receipts and issues
• Ensure that all office facilities like machinery and other appliances are regularly serviced and are in proper
working order
• Receive visitors to the project and direct them to the relevant departments or officers in a cordial manner
• Register incoming and outgoing mail, filing of documents and correspondences
• Answer and make telephone calls, and take messages on behalf of the project and concerned staff
