Organizational Context and Main Tasks and Responsibilities:

Under overall guidance and supervision of the Representative and direct supervision of head of Moroto sub-office, the Program Assistant will:

- Provide administrative and secretarial support to the sub-Office

- Facilitate incoming missions from Kampala or elsewhere

- Maintains filing system for UNFPA supported projects in accordance with established classification system.

- Drafts correspondences on programme related issues in consultation with programme officers

- Facilitate logistic support and security related issues

- Maintain Petty Cash for sub-office and submits accountability to Country Office as required

- Oversees vehicle management and submits monthly reports to the Country Office in a timely manner

- Initiate project needs assessment in consultation with programme specialists

- Overall management of sub-office premise and guest house occupied by staff

- On behalf of UNFPA Coordinates with WFP and other Agencies on matters relating to common services

- Acts as a focal point for UNFPA Assets in Moroto

- Supports Programme officers on programme financial related issues.

- Provides support to the sub-office by coordinating and monitoring relevant business processes and procedures and activities, paying attention to detail and adhering to deadlines.

- Effectively provides general research support from records, reports and prepares periodic and ad hoc reports on programme and project activities.

- Prepares and maintains records documents and control plans for the monitoring of project/programme implementation

- Keeps the sub-office informed by providing relevant information, reports or status updates

- Organizes meetings; Initiates and coordinates preparation of agenda and necessary documentation for meetings as well as workshops and conferences.

- Acts as Secretary to internal meetings.

- Drafts routine correspondences

- Performs other support duties as required

Under the overall guidance of the UNFPA Representative, and direct supervision of the Coordinator of the UN Joint Programme on Population, the Senior National Programme Officer is part of the Core Technical Team, at the UNFPA Country Office, to manage all aspects of the interagency effort as well as provide oversight mandated of UNFPA as the Joint Programme Administrative Agency

Main Tasks and Responsibilities:

Provide substantive, technical and programmatic guidance to UNFPA and other UN participating Agencies to ensure linkages, synergies and coordination between respective UN agency activities.

Ensure effective, efficient and timely implementation and achievement of results of the Joint Programme on Population.

Coordinate and provide technical guidance to the Joint Programme on Population technical working group meetings including the annual programme review, ensuring that meetings take place as scheduled and follow-up actions are implemented.

Lead the process of developing the Joint Programme Annual Work Plans, ensuring proper coordination and prioritisation across all participating agencies and within JPP Outcome groups to maximize Joint Programme delivery.

Liaise with UNFPA programme officers to support development, implementation, review and coordination of and between UN Joint Programme on Population implementing partners and their annual work plans, and ensure harmonisation with the Joint Programme on Population Annual Work Plan.

Ensure timely and accurate preparation of documentation for Steering Committee meetings including preparation of financial and narrative progress reports.

Guide timely and accurate preparation of annual progress and financial reports in accordance with respective donor requirements and guidelines.

Document best practices and lessons learnt in the UN Joint Programme on Population implementation and accordingly recommend on replicable strategies and alternative approaches for better programme implementation.

Contribute to resource mobilization efforts related to ensuring that the UN Joint programme on Population is adequately funded by analyzing information on potential donors, preparing substantive briefs and proposals to sell to donors in line with their respective priorities.

Contribute to strengthening partnerships with the donors through regular contacts and dialogue, quality implementation and reporting and ensuring that donors’ standards are adhered to.

Purpose of Position & Job Summary:

The Project Officer, M&E will be part of the Area team that will lead, design, implement projects and programs, document lessons learnt, build community capacities, provide technical support, mentoring of community volunteers, monitor and evaluate sustainable community development programs that champion children’s development.

Key Result Areas:

    Review the project implementation plan and develop monitoring and evaluation framework for the project with a focus on enabling the measurement of progress and tangible positive impacts of the project to the children and targeted beneficiaries.
    Develop a database for storing and analysis of monitoring and evaluation data.
    Support and train Project staff and community members in the collection of baseline and monitoring data before commencement of project interventions and its components.
    Ensure regular project reporting requirements are being adhered to by the project officers.
    Analyze collected data on a regular basis, provide statistics to support the monthly progress reports on each component and assess and evaluate progress against project objectives looking at data for relevance of interventions, efficiency in implementation
    Develop constructive recommendations for project interventions or other adjustments as necessary, both in the immediate term and longer-term for better quality.
    Build capacity among project staff and in the community to think and approach the project in a ‘results-based’ manner; collect and analyze data so that the project can clearly show change, outcomes and impact.
    Ensure that M&E data collection captures and mainstreams protection considerations across all project components and identify gaps for future interventions.
    Together with the Project Officers develop and disseminate strategies and methodologies for proper project implementation .and work plans, training modules and project reports.
    Report on work plan progress as required.
    Provide guidance as necessary and conduct regular quality control reviews of data entered.
    Provide effective representation of the organization interest among the partners and network stakeholders.

Requirement:

    A Bachelors Degree in Statistics, Quantitative Economics, Social Sciences, or related field (A post Graduate Diploma in M&E or Project Management will be added advantage
    At least 3 years of experience with humanitarian work with an international organization
    At least 3 years of implementing impact monitoring and evaluation activities
    At least 2 years of experience in conducting baseline surveys, participatory community M&E training and data collection
    Strong networking, and coordination skills
    Proficient in use of computers (MS Word, Excel, Acces, Powerpoint).
    Database software (STATA, Epi Info) knowledge is required.
    Good knowledge of English and ability to summarize information and write reports clearly
    Ability to travel to field locations within the programme area as-required.
