In order to enter Canada as a foreign student you will need a Study Permit and a Temporary Resident Visa.
How to Apply for a Study Permit

The officer will process your application for a Temporary Resident Visa as well as a Study Permit. You do not need a separate application.

Step 1: Collect the documents you need to apply.

Step 2: Complete the application for a Study Permit. Fill in the forms carefully and completely by following the instructions.

Step 3: Include the correct Processing Fee to apply for a Study Permit. The rate for processing an application for a study permit is $125.00 Cdn. This fee cannot be refunded if your application is refused or if you decide to withdraw your application. Verify acceptable methods of payment and the fee in local currency with the office where you submit your application.

Step 4: Make sure that your application is complete. Use the document checklist to ensure your application is complete.

Note: if your application is not signed, it will be returned to you unprocessed.

Step 5: Supply additional information or documents when requested by the Visa Office. This may include:
Medical Examination:

You must pass a medical exam if you:

* come from a country with high health risks; or
* if you will be studying or working in a place where protection of public health is essential.

You will receive instructions on how to proceed with a medical examination if needed. If a medical examination is required, processing of your application could take at least three extra months.
Police Certificates/Certificate of Good Conduct:
Criminal Record

If you have not already done so when submitting your application, a visa officer may request a police certificate to help verify your admissibility to Canada. Persons who have committed or been convicted of a crime or offence may be prohibited from entering Canada. Police agencies may do a criminal or security background check. These checks may be done for anyone 18 years of age and over applying for a Study Permit.

If you move or change your address or your telephone number before processing of your application has been completed, you must advise Citizenship and Immigration Canada of this new information. Contact the Visa Office where you submitted your application.

When you apply for your Study Permit, there is no guarantee of acceptance. You should not take any final steps, such as purchasing plane tickets or quitting your job, until your Study Permit is approved.

Evaluation of Application

Upon receipt of the application:

Organisations who received funding in previous years should also include a detailed report and financial accounting, indicating what was accomplished with the previous grant from Foreign Affairs and International Trade Canada.

Evaluation of Applications

Applicants will be eligible for funding based on competitions at the national or regional level. Competitions will be held as follows:

* National competition for the following countries: Argentina, Brazil, China, Cuba, France-Belgium, Germany-Austria-Switzerland, India, Israel, Italy, Japan, Mexico, Morocco, Russia, South Africa, Spain, United Kingdom
* Regional competitions for the following countries: All countries and territories of Asia, Europe (including Central Europe), Latin America and Caribbean, not previously mentioned.

Canadian Commonwealth Scholarship Program

The Canadian Commonwealth Scholarship Program is celebrating 50 years! Since the plan’s inception in 1959, the Government of Canada has provided scholarships of excellence to all member countries of the Commonwealth. The CCSP goal is to promote Canadian values and identity around the world and to help meet the human capital needs of developing countries.

Canada also played a leadership role in the establishment of the international Commonwealth Scholarship and Fellowship Plan and is the largest contributor to this program after the United Kingdom.
Structure

The Canadian Commonwealth Scholarship Program is facilitated through student exchange agreements between Canadian and regional institutions. These student exchange agreements are created between universities for graduate students. Scholarship recipients remain registered as full time students in their home institution during this exchange.
Description

* Graduate Students Exchanges (GSEP) are hosted by Canadian institutions for a period of five or six months and provide up to $10,000 to cover transportation, living and other related expenses during the students’ stay in Canada.

Role of the institution

The role of the non-Canadian institution is key to the success of the scholarships as the student exchanges are predicated upon institutional agreements and collaborations. Non-Canadian institutions are encouraged to communicate with partner institutions in Canada to facilitate student exchange opportunities. The Association of Universities and Colleges of Canada (AUCC) provides a database of international exchange agreements which, while not exhaustive, does provide a list of some existing agreements.

The Government of Uganda (GoU) has prepared a National Transport Master Plan (NTMP). The overall objective of the NTMP is to reduce poverty in Uganda in line with the National Development Plan (NDP 2010/11 – 2014/15). Development Partners (DPs) jointly with GoU contribute to the implementation of the NTMP. To ensure the achievement of the objectives of the NTMP a GoU led coordination mechanism is in place with annual Joint Transport Sector Review (JTSR) meetings and quarterly performance reviews, where progress against the targets set is reviewed and discussed with sector stakeholders. One of the six pillars of the vision set out in the NDP is “a strong federated East Africa with an effective common Market…”. The NDP considers “inadequate physical infrastructure” one of 7 binding national constraints and notes that transport costs remain a significant trade barrier (estimated implicit tax on exports of 25%). To alleviate these constraints, the NDP proposes a number of strategic actions aimed at improving road, rail, water and air transport infrastructure and services. 2. Further in support of the NTMP there is a transport sector Joint Institutional Support (JIS) framework in place supported by the various DPs active in the sector. The JIS includes (i) support to the Ministry of Works and Transport (MoWT) to focus on its core functions which are policy setting, strategic planning, sector oversight and monitoring.; (ii) assistance to the District, Urban and Community Access Roads (DUCAR) unit of MoWT to be elevated to an Agency to better support the Local Governments’ road units and to better implement the local roads program; (iii) support to the newly created Road Fund (RF) to perform its functions; (iv) assistance to the Uganda National Road Authority (UNRA) to enhance its performance; and (v) support to develop the national road construction industry. Total joint support amounts to US$65.3 million over a five year period from 2010 to 2014. 3. The Bank and DFID financed Transport Sector Development Project (TSDP) supports a three year slice of the NTMP from FY10/11 to FY12/13. In particular, it finances the paving of 160 kilometers of national roads in the north, the preparation of bidding documents for the rehabilitation and paving of a further 300 kilometers of the north – eastern corridor road, improved capacity for road safety management, and the enhancement of the capacity of MoWT and UNRA in the framework of the above described JIS. The Government also envisions investments in other key transport sub-sectors including rail, road, lake and inland waterway, and air transport, to be financed from a mix of national, private and development partner sources. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment.

There has been insufficient push and support for the government’s reform plans, and inadequate challenge on the lack of progress towards improving transport sector interventions in general, and road safety, district road maintenance, and links between roads and poverty reduction, in particular. 5. It is therefore proposed to employ a Senior Transport Sector Specialist based at the World Bank Kampala Office to (i) support GoU and development partners to enhance the implementation of the transport program, (ii) to engage with government on sector reform issues, including managing the reform elements of TSDP and, (iii) support government’s ability to prioritize investment program and to formulate appropriate policy focusing on improving transport infrastructure and services. 6. The Senior Transport Sector Specialist would work closely with the Senior Highway Specialist and other relevant officers of the World Bank, as well as the DFID Infrastructure Specialist of the DFID Kampala Office. The Senior Transport Sector Specialist will also work closely with the DFID financed Implementation Specialist who is proposed to be placed at MoWT to assist MoWT to implement the capacity building components of TSDP. 7. The Senior Transport Sector Specialist will interact closely with the various agencies responsible for the transport sector in Uganda, including the Ministry of Works and Transport (MoWT), Uganda National Roads Authority, Ministry of Finance, Planning and Economic Development (MoFPED), Uganda Road Fund and with the other sector development partners, particularly the EC, AfDB, DANIDA and JICA. 8. One of the constraints in the sector is the lack of dissemination of up-to-date sector knowledge. The Senior Transport Sector Specialist would also be tasked with (i) implementing relevant sector studies, (ii) organizing workshops and learning events, and (iii) ensuring knowledge sharing through other relevant means such as the establishment of a web-site. 9. An important area to be addressed in the sector is the lack of monitoring and evaluation capacity. As part of the capacity building, TSDP plans to assist the buildup of a Transport Sector Data Management System (TSDMS) at MoWT. The Senior Transport Sector Specialist would advise on such system and ensure that it will capture relevant economic data that are necessary to formulate an informed decision making. 10. It is expected that the Senior Transport Sector Specialist will contribute to a more effective and efficient transport sector in Uganda, though the following outputs: Improved implementation of the transport program by GoU
# Improved World Bank/DFID and other development partner strategic engagement in the transport sector
# Improved debate and dialogue with Government and development partners in the transport sector
# Transport sector activities and outcomes reflected in joint budget support operation and the associated results framework
# Improved division of labor and collaboration between development partners
# Advisory inputs provided to World Bank/DFID’s programs on transport institutions and regional integration
# Strengthened links between transport and economic growth and between the World Bank’s project portfolio and overarching strategic transport issues in Uganda
# Strengthening of the links between NTMP and the goals of East African integration 11. Based in the World Bank Office in Kampala, the Senior Transport Sector Specialist will develop a general work plan that will be agreed by MoWT, World Bank and DFID. Indicative activities include:
# engaging strategically with GoU and development partners on issues related to transport and economic growth;
# challenging GoU and development partners’ approaches in the transport sector where appropriate;
# carry out the production of relevant studies and ensure their disseminations;
# conduct workshop and learning events based on the outputs of these studies;
# improving links between strategic initiatives in the transport sector and the World Bank’s project portfolio;
# participating in joint sector meetings and reviews;
# supporting Development Partners engagement with the transport sector in Uganda, including as appropriate through trade facilitation
# engaging in the transport relevant regional events and advise GoU on improved linkage with the NTMP
# executing other tasks, as assigned, related to the World Bank’s support to the transport sector in Uganda; and
# providing support to cross cutting country and regional office strategic activities when called upon. Timeframe 12. The Senior Transport Sector Specialist post will be supported for 3 years. Reporting 13. The Senior Transport Sector Specialist will be part of the Uganda transport team and report to the Africa Transport Sector Manager based in Washington, DC and the Country Manager in Kampala, Uganda. The Bank will regularly update DFID on the individual’s performance and any changes to the ToRs will be agreed upon jointly.

* Liaise with District production and marketing officer to ensure that the project is well-coordinated, can be profitable, and a marketing strategy can be adapted to the local environment.

* Monitor project to ensure accountability and best use of project resources. Evaluate effectiveness of activities and impact and make recommendations for improvements.

PROJECT DESCRIPTION:

The Horn Food Price Crisis Response (HFPCR) Program's objective is to rebuild livelihoods and promote economic development through productive activities that create and diversify household assets complemented by strategic demand-side market linkages to support priority sectors. This is accomplished in part through investments in approximately 14 market infrastructure projects (at a sub-county level), 115 small-scale entrepreneur (value chain) projects and private sector engagement to encourage appropriate investment. The primary focus of the Business Planning & Investments Management Intern will be to assist the program team in analyzing operational and business plans for investment projects, liase with private sector partners- local/ regional/ and national- and document investment projects and positive deviance examples.

With a focus on economic sustainability, the Intern will assist with oversight of the roll-out of the investment projects. Economic sustainability occurs when 'market systems are capable of generating incomes and livelihoods for people, and ensuring that relevant, differentiated goods and services continue to be available and accessible (offered and consumed) beyond the period of an intervention'.

OBJECTIVES/RESPONSIBILITIES:

Market Infrastructure Projects

* Ensure data for each Market Infrastructure Project is compiled in a legible, systematic and complete fashion that can be easily referenced. For pre-exisiting structures establish a clear baseline based on agreed upon indicators.

* Document profiles of key market infrastructure projects (1 per sub-county)

* Work with stakeholders and Mercy Corps team members in the finalization of operational plans for market infrastructure projects including financial projections and clear management plans.

Small-scale entrepreneur (Value-chain) Projects

* Ensure data for small scale entrepreneur projects are compiled in a systemic and complete fashion including drawing clear linkages as possible to market infrastructure projects.

* Document positive deviance examples of successful private sector businesses in the Karamoja region (both within and outside the HFPCR program)

* Work with stakeholders and Mercy Corps team members to roll-out and monitor selected economic development projects.

* Assist with local procurement prioritization for MC contribution to the entrepreneur projects- includes mapping needed inputs, potential suppliers and creation of a voucher system.

Overall

* Review income/ expense and business training materials and make recommendations for changes as needed.

* Research and meet potential Business Service Providers (including Karamoja Private Sector, Traders Associations, Chambers of Commerce, regional/ national companies willing to work in Karamoja) and provide recommendations as to potential engagement for business training to investment clients.

* Assist with mapping out key potential private sector partnerships based on roundtable attendance and additional information from the program team. Meet with private sector partners as available to continue engagement and determine incentives needed to encourage investment in Karamoja.

* Work with Uganda M&E Team to improve their monitoring and evaluations systems, impact monitoring, and lessons learned compilations in regard to investment projects.

DELIVERABLES:

* All Market Infrastructure Projects are fully documented (proposal, budget, work/business plans)

* Three case studies developed on projects that are achieving above expectations (at least one should be from larger infrastructure project)

* Where they exist, Positive Deviance examples are researched and documented.

IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING QUALIFICATIONS:
