Job Objective
The job holder will lead the technical implementation of CDC 1020 in designated areas in the Central and Northern Regions. Northern Uganda is presently undergoing a transition from humanitarian to recovery programming. The on-going large-scale return of IDPs, either to their home communities or to transit sites close to their home areas, indicate the IDPs' growing confidence in relative stability and peace in northern Uganda. However, despite these fairly positive trends, the situation for the majority can not in any way be characterized as durable. Vulnerability and poverty persists, and much work remains to be done to ensure that the return process is sustainable.

NRC's present strategy is to bridge the gap between humanitarian assistance and long-term development in northern Uganda. The Education and the Food Security and Livelihood programmes have become the backbone of the Country Programme and will remain so for the next few years, supported by the Information, Counselling and Legal Assistance (ICLA) and by School Construction/Rehabilitation activities.

NRC has worked in Northern Uganda since 1997 and stayed operational during the height of the conflict. The Country Programme is adapting its focus to a changing context, and NRC remains relevant to the Recovery priorities of the region.

Scope of the position:

The Deputy Director - Programs is responsible for the strategic development and oversight of IRC's program activities in Uganda. Working under the supervision of the Country Director, s/he is expected to lead in planning, developing, implementing, monitoring and evaluating the IRC's program initiatives while ensuring that they protect and empower women. S/he will directly supervise five Technical Sector Coordinators and the Senior Program Coordinator, who is responsible for administrative grant compliance. The incumbent will be expected to travel to field sites no less than 30% of the time.

* Provide leadership to business development efforts in Uganda, including conceptualizing new projects, ensuring technical review, developing project documents and meeting with donors;
