Short project description

The main purposes of the evaluation are lesson learning and accountability in view of improving performance.

The specific purposes of the evaluation is twofold:

* Firstly the evaluation should provide a structured and comprehensive retrospective assessment of DG ECHO's funded operations in order to establish whether they have achieved their objectives.
* Secondly, the evaluation should provide (1) a situation analysis focusing on the today humanitarian situation, to be complemented by (2) a gap analysis including an overview of Dev/recovery donors' programme and plans.

The scope of the evaluation will cover the implementation of DG ECHO funded action between 2006 and 2010 with a special focus on the last 2 years. Furthermore it will focus on the following components of the overall action: food assistance, protection of Internally Displaced Persons (IDPs), water, sanitation and hygiene promotion (WASH), health/nutrition, and especially on Linking Relief Rehabilitation and Development3 (LRRD).

Profile(s) of expert(s):

* Solid experience in relevant fields of work to the evaluation and in the geographic area

* Very good knowledge and experience of ECHO evaluation techniques and procedures is essential

* Proficiency in English is obligatory. Knowledge of local language(s) would be an advantage.

* The consultants' profiles should include knowledge and experience in:

(1) Food assistance

(2) Protection of Internally Displaced Persons

(3) Health/nutrition

(4) Water, sanitation and hygiene promotion

(5) Very good knowledge of ECHO policies and procedures as well as EC

development policies, especially from a LRRD perspective.
