Job title; Programme Manager CDC1020, Kampala
Reporting to: Deputy Country Director

Job Objective
The job holder will lead the technical implementation of the CDC 1020 Project in I5 districts in Uganda. The project will focus on high-quality supervision to improve health systems and integrated healthcare to achieve increased Safe Male Circumcision (SMC) and apply preventive measures against sexually transmitted HIV among the general population, with specific reference to vulnerable groups, those at risk, and Most at Risk Populations. S/he will promote strategic involvement of all stakeholders in the project and is responsible for overall leadership, planning, budgeting and execution of activities. S/he is directly responsible for ail advocacy, visibility, and communications regarding the project and achieving results In harmonization with AMREF, CDC, gov¬ernment, and other Implementing Partners.

Description of duties
* Ensure coordination between the field project team and AMREF's Senior Program Management.
* Ensure that the project team abides by all AMREF standards and/or requirements.
* Support the District HIV Focal Persons and Health Officials to draft and execute Project Implementation Plans, assess infrastructure needs and appropriately plan for the provision of supplies.
* Act as a link between AMREF, and the other stakeholders to provide information/ feedback as necessary.
* Plan and coordinate the implementation of the health component activities in the project.
* Direct the work efforts of Project Managers.
* Contribute to the formulation of strategies to increase SMC, and promote health services access to vulnerable and at risk populations.
* Coordinate training for health workers in SMC and prevention strategies to increase demand among the population for SMC and other preventive measures to protect against sexually transmitted HIV.
* Work with all relevant stakeholders to identify, design and implement community-based Health Management Information Systems (HMIS) linked to existing District and Ministry of Health Systems.
* Develop and promote strategies to increase community participation to achieve project objectives.
* Liaise with the District Health Team to promote, review/develop, track and use community-driven health indicators and identify community-based best practices that can be translated into scalable actions.
* Work with all relevant stakeholders to close gaps in training and capacity building needs and deliver relevant interventions for community members, VHTs and health workers in the project area.
* Advise the project teams on performance indicators and progress against milestones regularly.

Qualifications and Relevant experience
* A Masters degree in Management /Health,
* At least 5 years working experience implementing health development interventions and related projects, using community-based approaches in an NGO setting.
* Experience in implementing activities in HIV/AIDS preventive activities, community mobilization and promoting demand for health services in populations with limited access.
* Experience in operational research and international collaboration
*Experience in conducting training at the community level / for community health work
