Background
The United Nations in Uganda recently undertook a mid-term review of the current UNDAF and management of the UN system, utilizing the principles provided by the UN Triennial Comprehensive Policy Review, the Paris Declaration and the Accra Agenda for Action and the UN Guidelines on One-UN and Delivering as One.
The conclusions of the review are straightforward: the UN is advancing towards building coherence, increasing effectiveness, relevance and sustainability and contributing to key national outcomes. However, more steps are needed to become a full pledged self-starter of Delivering as One, an intention expressed in a letter sent by the Minister of Foreign Affairs to the UN Secretary General in October 2011.
The UN proposes to advance the five Ones – One Programme, One Leader, One Office, One Budget, and One Voice. With the One Programme the UN hopes to improve coherence and in preparation for that, the UN Country Team (UNCT) in Uganda proposes to undertake the Action Planning to deliver UNDAF results in the remaining period (2013-2014) of the current UNDAF cycle as One UN. This will be the basis and pilot for the One UN Programme for the next UNDAF cycle when the UN in Uganda will be in full DaO mode.
Objectives and scope of the work:
The UNCT requires consultancy services to facilitate the development of the UNDAF Action Plan 2013-2014 based on the existing UNDAF. With the DaO principles as the guiding reference, the Consultants are expected to:

Work with various technical and thematic working groups of the UN in developing an action plan based on the findings, analysis and recommendations of the UNDAF MTR, and as agreed upon by the UN Country Team, ensuring that the action plan will be a solid foundation for the One Programme in the next UNDAF cycle

With overall reference to the existing UNDAF document, consolidate the various thematic strategies into a comprehensive and coherent overall UN Strategy to articulate UN support to various development plans and programmes of the government for the remainder of the UNDAF period until 2014, ensuring that these strategies highlights the principles of the UN Delivering as One
*
Consult with the government and other stakeholders on the validity of the situation analysis/contextual basis, relevance of the strategies and action plan, ensuring that the government and other stakeholders are on board and setting up the stage towards the full DaO in the next UNDAF cycle
*
Develop the Northern Uganda Action Plan as a component of the overall Action Plan based on the analysis of the Northern Ugandan context (Acholi and Karamoja)
Division of Labour:
The consultancy will be composed of one International Consultant (Team Leader) who will lead the exercise, and one National Consultant who will be responsible for ensuring the Ugandan context is considered in the whole exercise. The International Consultant and the National Consultant will be selected independently by the Evaluation Panel but will be required to work together as a team and will be jointly responsible in the achievement of the key deliverables of this assignment.
Duties and Responsibilities
The Consultants will work under the supervision of the Chair of the Programme Management Team through M&E Specialist of the Resident Coordinator’s Office. The action planning process will involve several methods, tools, steps and groups but will mainly focus on 3 deliverables in relation to the Action Plan:
One UN Strategy to deliver the UNDAF results in the remaining period, with various UNDAF Thematic Strategies – this is the first component
* Collect, review and analyze the UNDAF thematic strategies developed by the various technical and thematic working groups, including emerging issues
* Draft an overall comprehensive and coherent One UN Strategy to deliver UNDAF results in the remaining period (2013-2014) of the current UNDAF cycle as One UN
* Conduct consultations with the technical and thematic working teams to review, discuss and validate both the individual thematic strategies and the overall One UN Strategy, including that of the Northern Uganda
* Ensure mainstreaming of gender and human rights in all strategies
Portfolios of UN Agencies on the UNDAF themes (second component) – in addition to the database
* Collect and collate the various portfolios of UN agencies for each UNDAF thematic focus (what are they doing with whom and where)
* Analyze synergies and complementarity of portfolios between agencies and thematic areas
Logic Framework and M&E Plan: Ongoing Activities and Emerging Issues – according to the thematic and geographic focus agreed upon by the UNCT (third component)
* Draft the logic framework (logframe) from the consolidated database of activities and agency portfolios
* Ensure that the draft logframe reflects the various thematic strategies and the overall strategy
* Identify synergies and complementarities, real or possible; and gaps in the logframe
* With the M&E team, develop the M&E plan with identified responsible agencies
* Conduct consultations with technical and thematic working teams of the UN to review, discuss, develop and validate the draft action plan and logic framework and M&E plan
* Ensure mainstreaming of gender and human rights in all logframes and M&E plans
* Consult with field staff in the sub-regions for the Northern Uganda component
Key Deliverables
The Consultants will produce:
Work Plan based on the project proposal
* To be circulated to the PMT a week after the signing of contract
* Presented and discussed with the PMT not later than 7 working days after signing of contract
* Presented and discussed with the UNCT not later than 2 days after the PMT presentation/discussion
UNDAF Action Plan 2013-2014, with all the components as discussed above:
* Overall UN Strategy with the thematic strategies
* Logical Framework
* M&E Plan
All these should include the ongoing activities, emerging issues and Northern Uganda components
Payments will be done upon completion of the above deliverables:
* 20% upon submission of UNCT-approved Work Plan
* 20% upon submission of UNCT-approved Overall UN Strategy and consolidation of UN thematic and mainstreaming strategies, including Northern Uganda strategy
* 20% upon submission of UNCT-approved Logical Framework and M&E Plan
* 20% upon submission of a complete UNCT-presented/discussed UNDAF Action Plan 2013-2014
* 20% upon submission of final UNDAF Action Plan 2013-2014
Duration and timing:
Approximately 40 days over a period of two months. The consultancy is residential; the national consultant is required to stay in the country for the duration of the assignment.
Reporting:
The Consultants will report to Programme Management Team and Resident Coordinator’s Office, and provide regular updates to the UN Country Team, and the Change Management Group and Policy Reference Group.
Competencies
* Solid knowledge of Ugandan regional and national socio-economic situations, legislation and policy frameworks
* Extensive experience working with the United Nations, especially in Uganda a plus
* Solid experience in strategic and programme action planning
* Familiarity with UN Reform process and Delivering as One concepts
* Familiarity with the current post MDGs discourse
* Excellent skills in political and economic analysis
* Knowledge of key principles of result based management and M&E
* Excellent command of written and spoken English
* Ability to work with minimal supervision
* Experience in conflict, post-conflict, and recovery settings a plus
Required Skills and Experience
Education:
* At least a Master’s degree in Social Sciences, International Relations, International Law, Political Economy or Conflict Studies
Experience:
* Minimum five years of work experience in Uganda or seven years in other conflict, post-conflict and recovery settings
* Minimum five years of international work experience with the United Nations, international NGOs or bilateral cooperation agencies
* Demonstrated experience in strategic and programme action planning with the United Nations or bilateral cooperation agencies
Language Requirements:
* Fluency and excellent command of written and spoken English.

Financial proposal (in template provided in Annex II): stating an all-inclusive fixed lump sum price for this assignment in Ugandan Shillings, supported by a breakdown of costs. Such total lump sum price must include professional fees, living allowances, travel costs, communications, etc. The consultant will be paid against the completion of specific, measurable deliverables as indentified in “Key Deliverables”.
Criteria for contract award:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
* responsive/compliant/acceptable, and
* Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.

To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
