Job Description

DUTY STATION : PRODUCT FACILITY, UHMG WAREHOUSE

REPORT TO : DIRECTOR PRODUCT FACILITY

Job Summary:

The primary responsibility of this position is to manage the inventory and movement of products in and out of the AFFORD/UHMG Warehouses/ Stores. The job holder is a key member of the management team, and contributes to the strategic direction of this business unit. The person for this position should have the capacity to work under minimum supervision, maintain systematic records, provide oversight stores management in the regional pharmacies, ensuring the timely smooth operations of the stock movements at all stores locations.

Key Responsibilities Stocks Management

1. To provide overall managerial responsibility over inventory; both commercial, consumables and third party commodities and movement of products in and out of the AFFORD/ UHMG Warehouses/ Stores both physically and electronically.

2. To ensure that regulatory requirements for drugs storage, warehouse maintenance and human resources are provided for, maintained in accordance with NDA set standards and as per internal and other external policies.

3. To install, and maintain security checks, controls and measures, oversights over stocks, records, documents and personnel within the warehouse custody

4. To design and manage Dispatch/Delivery of all goods to the customers as per approved orders with clear job and role segregations to ensure greater accountability is achieved

5. To ensure that loading/offloading of all products is personally supervised and signed by on the delivery note/GRN (Goods Received Note).

6. To ensure and record correct inventory of goods received and goods dispatched.

7. To supervise, control and ensure security of all stocks as well as staff in and out of the warehouse/stores.

8. To ensure that all products at the AFFORD/ UHMG warehouse will bear the status label and a Bin Card at all times which will be updated constantly as goods are received and delivered in real time.

9. To ensure that all products will be stored in a manner so that it is easily accessible on FEFO basis.

10. To ensure that Stocks of every product will be recorded by batch numbers, quantity and expiry dates.

11. To provide support and documentation at the end of every month to designated personnel who will take stock count at the end of each month.

12. To maintain electronic as well as physical stock management.

13. To prepare a monthly report of all physical stocks including closing stock for each product, stock in hand that is invoiced but not delivered, expired stocks, damaged stocks (if any) and opening balance for each product for the following month.

14. To supervise the work of the warehouse assistant as well as other support staff in the stores.

15. To allocate daily duties to other support staff at the warehouse.

Operations

16. To provide stewardship and management of overall operations that manages the value chain and ensure achievement of minimum standard of services

17. To coordinate and plan i9nbound and outbound logistics in a manner that creates fluidity and efficiency within the operations

18. To ensure and strives for greater customer satisfaction by way of timely and effective delivery of goods

19. To organize and manage operation fleet, offering onsite and offsite supervision to the delivery team while liaising with the administration, sales and finance department

20. To continuously evaluate operations model with reference to market demands, benchmarking with market leaders and suggesting new operations strategies to ensure building competitive edge in the industry

21. To evaluate UHMG market presence, distribution location and reach and suggest effective ways of meeting the demands of customers in various territory and sector

Person Specifications:

    Bachelors Degree in Pharmacy, studies relevant to Logistics and Supply-Chain management, procurement and stores.
    Computer literate with hands-on experience in warehousing, stores, distribution and software packages to manage inventory and stock movement electronically is a must.
    Membership in professional organizations; CIPS, CIM, ICASA, PSU.
    At least 5 years work experience in Warehouse and Supply-Chain management.
    Robust understanding of stores, warehouse and distribution management. Clean track records with references of previously managed operations and stores.
    Possess excellent communication, interpersonal, analytical and result-oriented skills, experience in managing objectives with the customer in mind.
    Good judgment, initiative, tactful, ability to plan, organize and measure outcomes of interventions.
    Exemplary honesty, with a high level of energy and integrity, and able to work under minimum supervision.
    Should be in position to work in a team and make positive contributions.

PURPOSE OF POSITION:

The primary purpose of this position is to champion the strengthening of CCM programming and integration into existing CHW programming models within Africa , providing specific technical support and guidance, quality standards and health systems strengthening elements that accompany the CCM model. KEY RESPONSIBILITIES:

        PROGRAM QUALITY AND STANDARDS

Background

OVERALL OBJECTIVE

The Country Director (CD) for Uganda is responsible for managing all projects and initiatives within the Uganda program, as well as the program's assets, including staff and inventory. The CD is in charge of programming, fundraising, communications and all other strategies that regards the Uganda program; and participates in regional and global strategy processes of Danish Refugee Council (DRC) and the Danish Demining Group (DDG).

BACKGROUND

In February 2012, DRC and DDG merged their operations in Uganda into one joint program, under one CD, in-country, and one Head of Desk, at the organization's headquarters in Copenhagen. The Uganda portfolio is currently at USD3�m. The mission of the Uganda program is to recreate safe environments that are conducive to pursuing quality of life for refugees and conflict-affected populations in Uganda, through humanitarian support to Armed Violence Reduction (incl. firearms safety, conflict management education, police-community dialogue); Livelihoods (incl. food security/self-reliance, micro-finance, infrastructure); and Capacity Building (incl. of national government structures and local government offices). DRC-DDG's Mine Action program ended in late 2012 when Uganda declared herself compliant with the AP Mine Ban Convention.

As DRC is reviewing possibilities for increased decentralization and/or regionalization of its international efforts, the Uganda CD position may in time expand to contain regional responsibilities or be subject to such regional office.

LOCATION

The Country Director for Uganda is based in Kampala but is expected to travel regularly to field operation sites for direct support, monitoring and representation.

REPORTING LINES

The CD reports to the Head of Desk for Uganda at HQs and, in her absence, to the Head of the Danish Demining Group. The following four members in Uganda report directly to the CD: Fundraising Manager, Regional Logistics Manager, Head of Finance & Administration, and Head of Program.

DUTIES AND RESPONSIBILITIES

A. PROGRAM MANAGEMENT

    Provide strategy guidance and management to all program sectors and take responsibility for high quality and accountable project design and delivery, including adherence to a Rights Based Approach.
    Ensure that projects are implemented in accordance with DRC's standard regulations and operational procedures (e.g. Code of Conduct, DRC Program Manual, DRC Operational Handbook, Humanitarian Accountability Framework, Value Compass, DRC and DDG Strategic Focal Areas).
    Identify opportunities for new projects and organize assessments and fact finding missions.
    Lead the operationalization of the DRC-DDG Uganda Strategy.
    Contribute to the formulation of DRC-DDG's regional strategy.

B. MONITORING AND REPORTING

    Seize overall responsibility for compliance with internal and external reporting requirements.
    Ensure that quality narrative and financial reports are provided to HQs and donors on time.
    Oversee all outgoing newsletters and other public reports, prepared by DRC-DDG Uganda, in close cooperation with the Head of Desk.
    Plan and oversee regular reviews and evaluation of DRC-DDG Uganda's performance. Take overall responsibility for the supervision, monitoring and evaluation of the program to ensure that the operation/projects are implemented in accordance with agreed strategies, principles, and donor requirements.
    Ensure that timely and quality reports are provided internally and externally, on time according to DRC & donors requirement using DRC�s Grants Management System (GMS).

C. REPRESENTATION, FUNDRAISING, COORDINATION WITH STAKEHOLDERS

    Lead concept development (concept notes, studies, coordination, proposals and budgeting) in line with DRC-DDG's strategy for its Uganda program.
    Drive fundraising efforts in cooperation with the Head of Desk: Identify opportunities for new projects and possible funding opportunities, and lead the process of broadening the donor base.
    Maintain frequent contact with representatives of Kampala-based embassies (in particular the Embassy of Denmark), National Authorities (various Government ministries and offices), United Nations agencies (in particular the UNHCR and WFP), and other representation offices in Kampala.
    Support and participate in regional networking and donor contacts, when required.
    Engage in (at times, lead) coordination processes amongst key stakeholders; and ensure that program activities are well-coordinated with activities of other humanitarian actors in the area.

D. ADMINISTRATION AND PERSONNEL MANAGEMENT, FINANCE AND LOGISTIC

    Provide overall budget monitoring, financial management and expense control of all DRC-DDG grants in Uganda, including compliance with DRC and donor requirements.
    Seize responsibility for all project funds in Uganda, including e.g. that funds are spent appropriately accordingly to DRC regulations and donor requirements; that spending rates are monitoring and signaled immediately; and that cash is handled safely between and in all offices.
    Ensure that a capable finance and administration cell remains in place, including e.g. that it continues to service all projects throughout the country and that cash books are sent to HQ on time.
    Ensure that necessary control systems remain in place, including for procurement and logistics, to limit and expose opportunities for fraud and corruption. This includes those purchases that are carried out via the Kampala-based Regional Logistics Manager for other country programs.
    Ensure that procurement and logistics guidelines are applied correctly and consistently, and that documentation is filed properly in all offices in the country.
    Supervise staff performance and provide recommendations for recruitment, promotions, training, coaching and dismissal to the Head of Desk.
    Ensure that all required HR documentation is available at capital level and in all offices, such as contracts/ToRs, performance appraisals, staff policy and office manual, Code of Conduct, Staff Complaint Mechanism guide, holidays/sick leave monitoring file, taxation and severance payment overviews.

E. SECURITY

    Seize responsibility for the safety and security of the staff in country.
    Take responsibility for all safety and security planning, including regular updating of security and evacuation plans and measures, and implementation of security and contingency plan and update of DRC's Safety Level Systems (SLS).
    Ensure that all DRC security management protocols and procedures (including Chapters 19 and 20 of the Operations Handbook) are updated, made locally relevant, and applied consistently, including the tracking of MoSS.
    Ensure that DRC-DDG is part of security networks with all possible stakeholders at the national and local levels and that appropriate information, regarding security in the areas of operation, is collected and assessed.
    Assist neighboring country programs in situations of evacuation to Entebbe.
    Ensure that security incidents are reported to HQs immediately.

REQUIRED QUALIFICATIONS

    Minimum of eight (8) years of humanitarian field experience, including at least five (5) years in a senior management position.
    Master's degree in a subject that is directly relevant to the position.
    Professional background in humanitarian work with proven ability to design, manage and implement programs in the sectors of Armed Violence Reduction, Livelihoods, Protection and National Capacity Building.
    Demonstrated management capacity, including hands-on experience in Administration, Human Resources, Finance and Logistics sectors.
    Experience working with government ministries and offices at both national and local levels.
    Proven fundraising ability.
    Experience working with donors, such as the U.S. and various European government development agencies, United Nations agencies, the World Bank and others.
    Excellent interpersonal and negotiation skills.

Supervise the methodology of the purchasing officer for quotation request and updating of mission catalogue. Supervise the supply chain management (orders collecting, orders follow up, goods delivery).

Objective 3: Ensure efficient management of equipments of the mission.

Supervise the allocation and the use of the equipments through updated equipment list, storage management and their follow up. Ensure that material and equipment stocked are functional to the mission and avoid accumulation of stockpile. Identify redundant and unused items and organize dispose-off following donors and ACF procedures.
Supervise the installation, the maintenance and the repairing of the equipments. Recommend and train on missing tools and procedures of equipment management. Recommend and train in tools and procedures of storage management.

Objective 4: Ensure Information, Technology and communication management.

Supervise the smooth running of IT material and makes sure ACF IT procedures are respected. Supervise the safety of computers & data by ensuring that back up and antivirus and updates are properly and regularly done according to ACF IT procedures. Supervise the appropriateness of communication tools for the mission. Recommend and mentor in tools and procedures of communication management.

Objective 5: Ensure fleet management.

Supervise the drivers` management. Supervise the internal organization on transportation management (rental contracts, report, log book mileage and maintenance). Supervise that all cars and motorbikes are at any time in good running conditions, provided with security features in order to reduce risks. Supervise the link between transportation management and security rules. Monitor mileage costs of vehicles and motorbikes in order to avoid abuses and propose procedures and measures for cost effectiveness. Supervise the internal organization of movement follow-up between bases in order to optimize travels.

Objective 6: Human resources

Supervision, training, support and technical evaluation of logistic team in Kampala and HoB in the field. Responsible for the identification of training need and training opportunities of logistic staff, which include coaching and in-house training. Collaborate with Assistant Country Director for the forecast of the HR logistics needs, preparation of JD and recruitment. Collaborate with Assistant Country Director for the monitoring of the respect of the charter of ACF, policies and standards of transparency and quality of logistic department. Briefing of any new expatriates (security + basic logistic) and of any new logistic staff (logistic organization in detail).

Conduct community awareness sessions of GBV issues through drama, community dialogues, peer to peer discussions and visits to primary schools.
Develop and distribute materials in relation to GBV issues to refugees
Perform other duties as required.

Requirements

Education - University degree in Social Work or related field with a strong bias in counseling. Or Advanced college diploma along with extensive field experience working in the refugee assistance sector.

Skills and competencies:
Computer literacy a must: excellent working knowledge with WORD, ACCESS and EXCEL;
Good knowledge of human rights doctrine and working experience in counseling;
Experience in capacity building including facilitation of community-based training and awareness raising
Good knowledge of child rights and prevention and response to SGBV issues;
Good knowledge of Kampala and its environs;
Strong interpersonal and communication skills;

Experience - Not less than 2 years previous work experience, including at least 1 year in counseling or social work preferably in an NGO setting. Experience working with refugees a plus.

Languages: Proficiency in English and Swahili, basic French a plus.
