Background
Under the overall guidance and direct supervision of the Team Leader (Energy and Environment)/ National Programme Coordinator, the Programme Associate ensures effective delivery of the EBA programme /Improving of Policies and Strategies for Environment Natural Resources and Climate Risk Management Project by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

The Programme Associate can supervise clerical and support staff of the Programme Unit. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and regional staff as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities
Supports formulation of programme strategies and implementation of the Programme Action Plan focusing on achievement of the following results:

    Collection, analysis and presentation of background information for preparation of the strategy, effective application of RBM tools and establishment of management targets to be achieved (BSC).
    Collation of background information for formulation of draft project documents & policy briefs, work plans, and budgets.  Provides effective support to management of the programme focusing on the achievement of the following results:
    Support the National Coordinator to provide a secretariat to the National Steering Committee and report to UNEP, UNDP and IUCN as members of the partnership and others.
    Ensure timely consolidation of reports prepared and submitted by all partners including technical, financial, study tour/fellowship reports.
    Ensure close coordination between other relevant project and programmes
    Facilitate coordination and other support for consultants hired for the project, and for any relevant BMU, UNEP, IUCN and UNDP missions directly related to the project.
    Provision of guidance to the partners on routine implementation of projects including their reporting. 
    Presentation of information for audit of projects and supports implementation of audit recommendations.

Provides administrative support to the Programme Unit focusing on achievement of the   following    results:

    Review of projects Financial Reports; preparation of basic financials for the programme.
    Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and filed.
    Liaise with local experts and consultants on assigned tasks.
    Manage and monitor delivery of outputs by local experts and institutions to work for the project in line with Terms of Reference.
    Coordinate between the National Coordinator and local experts, regarding all the necessary training, templates, methodologies and support to undertake their data collection functions.
    Preparation of requisitions for the Programme.  

Ensures facilitation of knowledge building and knowledge sharing in the EBA focusing on achievement of the following results:

    Organization of trainings & workshops for stakeholders on programme.
    Synthesis of lessons learnt and best practices in programme.
    Sound contributions to knowledge networks and communities of practice.

    Demonstrated knowledge and experience in working on policy development and capacity building - this includes use of methodologies that maximize performance for ecosystem-based adaptation.
    Strong knowledge / experience in results-based management and results-oriented approach to project implementation.
    Strong inter-personal skills, communication, networking and team-building skills; competent in leading teams and creating team spirit, management of inter-group dynamics and conflicting interests of various actors, stimulating team members to produce quality outputs in a timely and transparent fashion.
    Excellent oral and written skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality papers and reports.
    Results driven, ability to work under pressure and to meet strict deadlines; remains calm and in control under pressure.
    Consistently approaches work with energy and a positive, constructive attitude.

    Technical knowledge and understanding of climate change and ecosystem-based adaptation, as well as community-based natural resource management.
    Excellent interpersonal,  skills and demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds

Required Skills and Experience
Education:

    Bachelors Degree in environmental studies, natural science, or related qualification from a recognized University with expertise in the area of biodiversity conservation, protected area management, natural resources, climate change, and energy.

Experience:

    Minimum 2 years' work experience in a relevant field such as community-based natural resource management or climate change adaptation.
    Experience in managing large-scale projects.
    Experience in ecosystem-based adaptation/ Environmental policies would be an advantage.
    Relevant experience of working with government agencies, District Local Governments, local communities and international organizations.

Language:

    Fluent in English
    Knowledge of any other UN working language is an asset
