JOB PURPOSE: Overall oversight, coordination and implementation of the finance and Compliance functions of Invisible Children Uganda’s Programs to achieve the organization’s mission.

Position Summary:
The Finance & Compliance Manager is a semi supervisory staff position that has responsibility over the Senior Finance Officer and Field Finance Officers. The incumbent will provide technical support to the Finance Officers in ensuring that the finance activities are carried out smoothly and on schedule to meet the HQ financial reporting requirements and deadlines. In addition, the incumbent will provide support in the planning, supervision and monitoring, quality control, and coordination of all finance activities under the over-all guidance of the Head of Office and HQ Finance.

Budget and Finance Management Functions:
1. Supervise all aspects of the organization’s accounting, treasury, payables, and credit functions.
2. Oversee the development of financial accounting systems required and ensures that finance management and accounting systems are maintained to provide the information required for planning, directing, monitoring and reporting on ICU program functions and operations, for safe guarding assets, and for discharging legal responsibilities and liabilities;
3. Coordinate the ICU planning and budgeting process to ensure that clear guidelines are available to the budget holders; lead
the budgeting process to ensure budgets are accurately drawn against plans, growth parameters and ensure timely submission to HQ for approval.
4. Identify requirements for and develop reporting formats to aid in the management of both program and operational budgets and expenditures.
5. Review monthly report data prepared by the Finance team and ensure the accounts are accurately charged and coded to the respective cost centers; ensure both cash and bank balances are reconciled and cash on hand in the ICU HQ and Field offices are within the approved minimum threshold.
6. Lead the production of monthly request and actuals, BVAs, management and program specific reports; ensures that monthly financial and management reports are presented to management before submission to donors and IC HQ in accordance with ICU’s Finance guidelines.
7. Prepares and submits monthly/quarterly financial reports to IC HQ and other donors in accordance with ICU’s reporting guidelines, provide feedback to all queries raised by ICU management, HQ and donors on financial reports.
8. Submits monthly requests for funds installments of budgeted funds to IC HQ and other funding agencies as required in a timely manner; reviews all funds request by field offices and ensure funds disbursements agree to the approved budgets.
9. Reviews analyzes and interprets financial and budget reports.
10. Oversees the work of the Finance team ensuring that all financial transactions are processed in a timely manner, ensure expenses are adequately budgeted and accurately coded.
11. Ensures that procedures for electronic data storage, backup and security are followed in accordance with the ICU’s Finance Manual;
12. Monitors payment of staff salaries, allowances and benefits, ensures timely payment of taxes and insurance, and ensures proper maintenance of payroll records;

Audit and Compliance Functions:
13. Schedules and arranges for performance of compliance reviews – including reviews of internal controls or program-specific reviews – as planned, requested or deemed necessary.
14. Review the work of the Field finance Officers, follow-up compliance issues, and resolutions and provide regular updates to the Head of Office and SD Finance.
15. Assist the Field Finance Officers in carrying out field works.
16. Supports the San Diego Finance Department and Head of Office in developing compliance manuals, self-assessment tools, training programs, and assist/facilitate in its roll-out.
17. Consult/liaise with relevant program staff on program activities vis-a-vis status of financial spending.
18. Communicate results of compliance reviews and make recommendations to relevant program staff and Head of Office
19. Participate in program meetings/discussions to ensure finance/compliance – program coordination
20. Manage and foster the organization’s relationship with its external accounting firm, including coordination of the annual audit and tax filings.
21. Guide the external audit process to ensure that appropriate terms of reference and scope of work is provided to the external audit team each financial year; key person in all audit matters including offering leadership in all matters arising from ICU financial statement and management letter.
22. Study and become familiar with applicable donor rules and regulations. Act as a resource for Invisible Children staff on such regulations.
23. Ensure field office compliance to all procurement, financial and administrative policies and procedures, responsible in leading a transparent, accountable and regular audit-compliance of all ICU field Offices.

HR and Development Functions:
1. Coordinate, monitor, or supervise activities of subordinates.
2. Participate in identification of human resources gaps within the department and recommends for hires; participates in the recruitment and selection of key program staff with the assistance of the HR department.
3. Carries out annual staff performance appraisals, identifies staff training needs and recommends for further actions.
4. Follow up all staff disciplinary issues referred to him and ensure proper documentation and actions are taken in accordance with the existing policies
5. Confers with and advises staff to provide technical advice, problem solving assistance, answers to questions, policy interpretation and refers to appropriate department/person when unable to respond.
6. Under the guidance of the HQ Finance and Head of Office, provide on-going capacity building inputs, including consultations to Invisible Children staff and local partners to promote greater understanding of and adherence to principles and mechanisms of transparency and public accountability.

Others:
1. Conduct yourself professionally and personally in such a manner as to bring credit to Invisible Children and in no way jeopardize IC humanitarian and development efforts.
2. Promote and adhere to the policies, procedures, principles, and objectives of Invisible Children.

In May 2011, after an initial testing phase, UNICEF Uganda officially launched the U-report program. U-report uses mobile technology through SMS to provide a forum of opinion and information sharing for youth and children in Uganda. Using a crowd-sourcing approach to initiate an SMS dialogue with the members (‘U-reporters’) the ultimate aim of the program is to stimulate citizen-led and youth-led development. Since its inception the U-report program has evolved into a powerful tool with implications for both improved service delivery and increasing youth engagement in the political process, with a high level of international attention and interest shown. There are currently 125,000 members of U-report; the community grows by 500 on an average day.

The members are engaged via SMS polls to solicit opinions and information on development issues that are important to Ugandan youth and children, such as; early marriage, justice for children, children’s rights, violence against women, human rights, power, employment, inflation, health, education, water availability and quality. Once the information is collected the data is instantly analysed. The contribution of U-reporters is subsequently utilised in advocacy work across all media channels and many UNICEF programs.

The next stage of U-report includes improving digital access to the vast amounts of rich data gathered around the topics above.

U-report is experiencing rapid expansion within Uganda, and much interest from throughout UNICEF to expand to other countries. As such we expect a rapid increase in public views and the desire to explore the data U-report provides on www.ureport.ug.

A re-design of the public site is necessary, including design, usability and functional elements for a variety of audiences ranging from U-reporters themselves, to NGOs, UN agencies and Government representatives. 2. Purpose of Assignment:

UNICEF Uganda requiresa creative, experienced web-designer familiar with the Django platform that passionately believes in the mission of U-report and UNICEF Uganda. The successful candidate will carry out the following tasks as they relate to www.ureport.ug:

• Improve the data representation of the SMS responses on the U-report site.
• Create and implement a robust site navigation.
• Create a number of new specialist pages that are intuitive for non-web savvy users to manipulate
• Create and maintain news feature pages relating to U-report stories.
• Design, create and implement a Media Room to feature video and photo content.
• Improve the online registration experience
• Improve the data representation of regular community polling currently conducted via SMS on the U-report site. This should include GIS and dynamic graphing.
• Add mapping tools that work of existing data in real-time to show geographical representation of U-reporters
• Add trending functionality that measures altering attitudes over time on key child and youth issues
• Improve site performance and speed by optimizing functionality.
• Tie in site with relevant social media outlets in the region.

Qualifications or specialized knowledge/experience required for the assignment:

Education and experience:
• 2 years experience (minimum) working with Django web application framework and python programming language
• 5 years experience designing and launching websites.
• Degree in graphic design (preferred but can be outweighed by experience and record of success)
• Experience creating online dashboards for data analysis

Background
The United Nations in Uganda recently undertook a mid-term review of the current UNDAF and management of the UN system, utilizing the principles provided by the UN Triennial Comprehensive Policy Review, the Paris Declaration and the Accra Agenda for Action and the UN Guidelines on One-UN and Delivering as One.

The conclusions of the review are straightforward: the UN is advancing towards building coherence, increasing effectiveness, relevance and sustainability and contributing to key national outcomes. The UN proposes to advance the five Ones – One Programme, One Leader, One Office, One Budget, and One Voice.   With the One Programme the UN hopes to improve coherence and in preparation for that, the UN Country Team (UNCT) in Uganda proposes to undertake the Action Planning to deliver UNDAF results in the remaining period (2013-2014) of the current UNDAF cycle as One UN. This will be the basis and pilot for the One UN Programme for the next UNDAF cycle when the UN in Uganda will be in full DaO mode.
Objectives and scope of the work

The UNCT requires consultancy services to facilitate the development of the UNDAF Action Plan 2013-2014 based on the existing UNDAF. With the DaO principles as the guiding reference, the Consultants are expected to:

    * Work with various technical and thematic working groups of the UN in developing an action plan based on the findings, analysis and recommendations of the UNDAF MTR, and as agreed upon by the UN Country Team, ensuring that the action plan will be a solid foundation for the One Programme in the next UNDAF cycle 
    * With overall reference to the existing UNDAF document, consolidate the various thematic strategies into a comprehensive and coherent overall UN Strategy to articulate UN support to various development plans and programmes of the government for the remainder of the UNDAF period until 2014, ensuring that these strategies highlights the principles of the UN Delivering as One
    * Consult with the government and other stakeholders on the validity of the situation analysis/contextual basis, relevance of the strategies and action plan, ensuring that the government and other stakeholders are on board and setting up the stage towards the full DaO in the next UNDAF cycle
    * Develop the Northern Uganda Action Plan as a component of the overall Action Plan based on the analysis of the Northern Ugandan context (Acholi and Karamoja)

Division of Labour:

The consultancy will be composed of one International Consultant (Team Leader) who will lead the exercise, and one National Consultant who will be responsible for ensuring the Ugandan context is considered in the whole exercise. The International Consultant and the National Consultant will be selected independently by the Evaluation Panel but will be required to work together as a team and will be jointly responsible in the achievement of the key deliverables of this assignment. 

Duties and Responsibilities
The Consultants will work under the supervision of the Chair of the Programme Management Team through M&E Specialist of the Resident Coordinator’s Office. The action planning process will involve several methods, tools, steps and groups but will mainly focus on 3 deliverables in relation to the Action Plan:
One UN Strategy to deliver the UNDAF results in the remaining period, with various UNDAF Thematic Strategies – this is the first component:

    *
      Collect, review and analyze the UNDAF thematic strategies developed by the various technical and thematic working groups, including emerging issues
    *
      Draft an overall comprehensive and coherent One UN Strategy to deliver UNDAF results in the remaining period (2013-2014) of the current UNDAF cycle as One UN
    *
      Conduct consultations with the technical and thematic working teams to review, discuss and validate both the individual thematic strategies and the overall One UN Strategy, including that of the Northern Uganda
    *
      Ensure mainstreaming of gender and human rights in all strategies

Portfolios of UN Agencies on the UNDAF themes (second component) – in addition to the database

    *
      Collect and collate the various portfolios of UN agencies for each UNDAF thematic focus (what are they doing with whom and where)
    *
      Analyze synergies and complementarity of portfolios between agencies and thematic areas

Logic Framework and M&E Plan: Ongoing Activities and Emerging Issues – according to the thematic and geographic focus agreed upon by the UNCT (third component)

    *
      Draft the logic framework (logframe) from the consolidated database of activities and agency portfolios
    *
      Ensure that the draft logframe reflects the various thematic strategies and the overall strategy
    *
      Identify synergies and complementarities, real or possible; and gaps in the logframe
    *
      With the M&E team, develop the M&E plan with identified responsible agencies
    *
      Conduct consultations with technical and thematic working teams of the UN to review, discuss, develop and validate the draft action plan and logic framework and M&E plan
    *
      Ensure mainstreaming of gender and human rights in all logframes and M&E plans
    *
      Consult with field staff in the sub-regions for the Northern Uganda component


Key Deliverables:

The Consultants will produce:

Work Plan based on the project proposal:

    * To be circulated to the PMT a week after the signing of contract
    * Presented and discussed with the PMT not later than 7 working days after signing of contract
    * Presented and discussed with the UNCT not later than 2 days after the PMT presentation/discussion

UNDAF Action Plan 2013-2014, with all the components as discussed above:

    * Overall UN Strategy with the thematic strategies
    * Logical Framework
    * M&E Plan

All these should include the ongoing activities, emerging issues and Northern Uganda components

Payments will be done upon completion of the above deliverables:

    * 20% upon submission of UNCT-approved Work Plan
    * 20% upon submission of UNCT-approved Overall UN Strategy and consolidation of UN thematic and mainstreaming strategies, including Northern Uganda strategy
    * 20% upon submission of UNCT-approved Logical Framework and M&E Plan
    * 20% upon submission of a complete UNCT-presented/discussed UNDAF Action Plan 2013-2014
    * 20% upon submission of final UNDAF Action Plan 2013-2014

Duration and timing: 

Approximately 40 days over a period of two months. The consultancy is residential; the international consultant is required to stay in the country for the duration of the assignment.
Reporting:

The Consultants will report to Programme Management Team and Resident Coordinator’s Office, and provide regular updates to the UN Country Team, and the Change Management Group and Policy Reference Group. 

Competencies

    * Solid knowledge of Ugandan regional and national socio-economic situations,  legislation and policy frameworks
    * Extensive experience working with the United Nations, especially in Uganda a plus
    * Solid experience in strategic and programme action planning
    * Familiarity with UN Reform process and Delivering as One concepts
    * Familiarity with the current post MDGs discourse
    * Excellent skills in political and economic analysis
    * Knowledge of key principles of result based management and M&E
    * Excellent command of written and spoken English
    * Ability to work with minimal supervision
    * Experience in conflict, post-conflict, and recovery settings a plus




Required Skills and Experience
Education:

    * At least a Master’s degree in Social Sciences, International Relations, International Law, Political Economy or Conflict Studies.


Experience:

    * Minimum five years of work experience in Uganda or seven years in other conflict, post-conflict and recovery settings
    * Minimum five years of international work experience with the United Nations, international NGOs or bilateral cooperation agencies
    * Demonstrated experience in strategic and programme action planning with the United Nations or bilateral cooperation agencies

 Language Requirements:

    * Fluency and excellent command of written and spoken English

Financial proposal (in template provided):  stating an all-inclusive fixed lump sum price for this assignment, supported by a breakdown of costs. Such total lump sum price must include professional fees, living allowances, travel costs, communications, etc. The consultant will be paid against the completion of specific, measurable deliverables as indentified in “Key Deliverables”. Notes:

    * To facilitate the consultant´s calculation of his/her living allowance, the current UN DSA in Kampala is USD 198 (quoted living allowances not to exceed this amount).
    * The actual cost of transport to duty station will be paid with the initial payment.

 Criteria for contract award:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

    * responsive/compliant/acceptable, and
    * Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.

    * Language Skills – 5 points
    * Relevance of Experience – 30 points
    * Methodology, Its Appropriateness to the Condition and Timeliness of the Action Plan – 30 points
