DURATION: ONE (1) YEAR CONTRACT RENEWABLE

STATUS: FULL TIME FOR UGANDAN NATIONALS ONLY

JOB PURPOSE: Overall oversight, coordination and implementation of the finance and Compliance functions of Invisible Children Uganda’s Programs to achieve the organization’s mission.

Position Summary:
The Finance & Compliance Manager is a semi supervisory staff position that has responsibility over the Senior Finance Officer and Field Finance Officers. The incumbent will provide technical support to the Finance Officers in ensuring that the finance activities are carried out smoothly and on schedule to meet the HQ financial reporting requirements and deadlines. In addition, the incumbent will provide support in the planning, supervision and monitoring, quality control, and coordination of all finance activities under the over-all guidance of the Head of Office and HQ Finance.

Budget and Finance Management Functions:
1. Supervise all aspects of the organization’s accounting, treasury, payables, and credit functions.
2. Oversee the development of financial accounting systems required and ensures that finance management and accounting systems are maintained to provide the information required for planning, directing, monitoring and reporting on ICU program functions and operations, for safe guarding assets, and for discharging legal responsibilities and liabilities;
3. Coordinate the ICU planning and budgeting process to ensure that clear guidelines are available to the budget holders; lead
the budgeting process to ensure budgets are accurately drawn against plans, growth parameters and ensure timely submission to HQ for approval.
4. Identify requirements for and develop reporting formats to aid in the management of both program and operational budgets and expenditures.
5. Review monthly report data prepared by the Finance team and ensure the accounts are accurately charged and coded to the respective cost centers; ensure both cash and bank balances are reconciled and cash on hand in the ICU HQ and Field offices are within the approved minimum threshold.
6. Lead the production of monthly request and actuals, BVAs, management and program specific reports; ensures that monthly financial and management reports are presented to management before submission to donors and IC HQ in accordance with ICU’s Finance guidelines.
7. Prepares and submits monthly/quarterly financial reports to IC HQ and other donors in accordance with ICU’s reporting guidelines, provide feedback to all queries raised by ICU management, HQ and donors on financial reports.
8. Submits monthly requests for funds installments of budgeted funds to IC HQ and other funding agencies as required in a timely manner; reviews all funds request by field offices and ensure funds disbursements agree to the approved budgets.
9. Reviews analyzes and interprets financial and budget reports.
10. Oversees the work of the Finance team ensuring that all financial transactions are processed in a timely manner, ensure expenses are adequately budgeted and accurately coded.
11. Ensures that procedures for electronic data storage, backup and security are followed in accordance with the ICU’s Finance Manual;
12. Monitors payment of staff salaries, allowances and benefits, ensures timely payment of taxes and insurance, and ensures proper maintenance of payroll records;

Audit and Compliance Functions:
13. Schedules and arranges for performance of compliance reviews – including reviews of internal controls or program-specific reviews – as planned, requested or deemed necessary.
14. Review the work of the Field finance Officers, follow-up compliance issues, and resolutions and provide regular updates to the Head of Office and SD Finance.
15. Assist the Field Finance Officers in carrying out field works.
16. Supports the San Diego Finance Department and Head of Office in developing compliance manuals, self-assessment tools, training programs, and assist/facilitate in its roll-out.
17. Consult/liaise with relevant program staff on program activities vis-a-vis status of financial spending.
18. Communicate results of compliance reviews and make recommendations to relevant program staff and Head of Office
19. Participate in program meetings/discussions to ensure finance/compliance – program coordination
20. Manage and foster the organization’s relationship with its external accounting firm, including coordination of the annual audit and tax filings.
21. Guide the external audit process to ensure that appropriate terms of reference and scope of work is provided to the external audit team each financial year; key person in all audit matters including offering leadership in all matters arising from ICU financial statement and management letter.
22. Study and become familiar with applicable donor rules and regulations. Act as a resource for Invisible Children staff on such regulations.
23. Ensure field office compliance to all procurement, financial and administrative policies and procedures, responsible in leading a transparent, accountable and regular audit-compliance of all ICU field Offices.

HR and Development Functions:
1. Coordinate, monitor, or supervise activities of subordinates.
2. Participate in identification of human resources gaps within the department and recommends for hires; participates in the recruitment and selection of key program staff with the assistance of the HR department.
3. Carries out annual staff performance appraisals, identifies staff training needs and recommends for further actions.
4. Follow up all staff disciplinary issues referred to him and ensure proper documentation and actions are taken in accordance with the existing policies
5. Confers with and advises staff to provide technical advice, problem solving assistance, answers to questions, policy interpretation and refers to appropriate department/person when unable to respond.
6. Under the guidance of the HQ Finance and Head of Office, provide on-going capacity building inputs, including consultations to Invisible Children staff and local partners to promote greater understanding of and adherence to principles and mechanisms of transparency and public accountability.

Others:
1. Conduct yourself professionally and personally in such a manner as to bring credit to Invisible Children and in no way jeopardize IC humanitarian and development efforts.
2. Promote and adhere to the policies, procedures, principles, and objectives of Invisible Children.
3. Perform any other duties as assigned by the supervisor.

KNOWLEDGE AND EXPERIENCE:
• Education: Bachelors Degree in Accounting/Finance/Business Management/Industrial Engineering . A Masters Degree and/or professional accounting qualification is an added advantage.
• Experience: At least 5 years experience with an International NGO with at least 2 years spent in a similar position. Must be experienced in Budget preparation, accounting and reporting and possess organizational administration skills.
• Familiarity with major international donor rules and non-profit accounting and reporting requirements.
• Strong analytical skills coupled with a solid understanding of grant and sub-grant management rules
• Skills in MS Office Programs (EXCEL, WORD, ACCESS, QuickBooks in particular or any accounting software)
• Language: Fluency in English Language and strong writing skills.

Other success factors:
Prior experience with computerized general ledger software, attention to detail, good and non direct communication style, good analytical and problem-solving skills, pro-active, ability to work as part of a team and independently.
