Malaria Consortium has had a programme in Uganda since 2003.  Today it enjoys a robust portfolio of projects which encompasses operational research, innovative approaches to controlling malaria and implementation at scale.   It works closely with the Ministry of Health, the National Malaria Control Programme and a variety of national and international partners.  Its FY2013 budget was $8m, which is expected to double in the coming year.  It has four offices in Uganda and employs over 70 staff.  


Job Purpose:
The Uganda Country Technical Coordinator will lead in providing technical support to all Uganda-based projects and provide line management to projects our portfolio focusing on operational research and malaria control as well as cross cutting technical specialist functions, including communications, advocacy, M&E and diagnostics.  The incumbent will support the Ministry of Health and the National Malaria Control Programme.   The Technical Coordinator will work closely with the Programme Coordinator and the Country Director in determining the strategic direction of the programme, and play an active role in new business development. 


Key Accountabilities:

1.    Lead the technical department and provide intense, on-going support, supervision and technical guidance for project managers leading the:
a.    Investment for the Future - Mbale
b.    Developing a Net Use Culture - Tororo
c.    ICCM Central
d.    ICCM-PPA (mid-western region)
e.    Pioneer Project
f.    DEfEAT Project
g.    PPA  & Bayer Projects
h.    INSCALE
i.    Pneumonia Diagnostics
2.    Supervise managers/officers of cross cutting services, including Communications, Advocacy, M&E and Diagnostics,  helping them develop strategies for supporting Malaria Consortium projects and wider initiatives 
3.    Conduct technical support visits to project sites to ensure that projects are based on sound evidence,  are well managed, are implemented  at scale and provide good value for money
4.    Promote the sustainability of Malaria Consortium’s work and ensure that project successes are documented and disseminated, including writing articles for academic journals and participating in technical conferences 
5.    Ensure effective and technically appropriate project planning, strategy development and implementation against agreed work plans 
6.    Collaborate closely with the Uganda Programme Coordinator to ensure effective and efficient coordination between projects, including the promotion of cross project learning and the maximisation of synergies
7.    Support the Country Director and the Technical Coordinator in identifying new business development opportunities which will include identifying areas of interest, responding to relevant opportunities, and developing concept notes and proposals 
8.    Review and assure the quality of donor reports, major project deliverables and monthly BVAs for projects in the technical portfolio
9.    Provide technical support to the Ministry of Health, the National Malaria Control Programme and other partners in developing policy and strategy around malaria and child health
10.    Ensure technical representation of Malaria Consortium in Uganda, regionally, and internationally as required




PERSON SPECIFICATION

Qualifications (essential):

•    A Masters degree in Public/International Health, Epidemiology or Communicable Disease Control.  Medical doctors are also encouraged to apply.

Experience (essential):
•    Significant experience managing public health programmes with a particular focus on malaria or other communicable diseases in developing countries, including experience in a management position 
•    Experience working with global health donors such as USAID, DFID, The  Global Fund, UNICEF and the Bill and Melinda Gates Foundation
•    Excellent knowledge and demonstrable experience of health systems strengthening 
•    Demonstrable experience and capacity in designing and implementing comprehensive and effective M&E strategies, surveys, data analysis and interpretation, documentation and dissemination
•    Demonstrable experience in the design, conduct, analysis and write up of a range of operational research studies, with knowledge of both quantitative and qualitative methodologies
•    Experience providing technical support to the Ministries of Health and other partners on  policy and guidelines review or development, and programme reviews
•    Track record in successful business development with a range of donors 
•    An orientation towards enquiry and learning
•    Strong leadership skills and a supportive management style

JOB PURPOSE

 Due to the significant expansion in the portfolio, this programme coordinator position is being created to ensure the quality implementation at scale of project focused on creating a private sector for malaria diagnosis, improving malaria prevention and treatment, and assisting the government of Uganda in achieving its goal of universal coverage of long lasting insecticide treated nets, all of which have a strong implementation focus.   The programme coordinator will work closely with the technical coordinator and the country director in determining the strategic direction of the programme, and play an active role in new business development. 

KEY ACCOUNTABILITIES

1.    Provide intense, on-going support and supervision for project managers leading the DEfEAT Malaria private sector diagnostic project, the Stop Malaria Project and the Universal Net Distribution Project
2.    Carry out regular technical support visits to ensure that projects are based on sound evidence,  are well managed, are implemented  at scale and provide good value for money
3.    Promote the sustainability of Malaria Consortium’s work and ensure that project successes are documented and disseminated

FINANCE AND ADMINISTRATIVE ASSISTANT.

The Finance & Administrative Assistant will be responsible for providing financial and administrative support for the Stop Malaria Project Office in Kampala while adhering to JHU/CCP’s finance regulations and administrative policies. She/he will report to the Finance Manager. Key Responsibilities Finance Responsibilities:

    Accurately enter financial transaction data into QuickBooks and update regularly with current balances.
    Assist with end-of-month reconciliation and reporting processes and review coding.
    Travel to zonal offices to provide financial and administrative support either independently or with other project staff located in Hoima, Soroti and any other zonal office which may be established during the life the of the project. Overnight travel may be required.
    Maintains Petty Cash & Bank Cash Registers and ensure reconciliations are done in a timely manner.
    Ensure entries posted in Cash and Bank Cash Registers have appropriate budget codes.
    Transmit Weekly Bank Transactions and Petty Cash Summaries to the Finance Officer II.

    Issue payment to vendors/suppliers after verification for appropriate approval has been followed up in a timely manner.
    Prepare checks for approval and disbursement as per SMP’s finance policies and procedures.

Procurement Manager Job Vacancy at Rakai Health Sciences Program in Uganda





Job Title: Procurement Manager

Reporting to: Program Administrator
Age limit: 25-44 years
Type of job: 2 year contract (renewable on satisfactory performance)
Duty station: Kalisizo fi eld station with occasion travel and work at the Entebbe station
Job Purpose:
The person holding this position is responsible for developing, managing, supporting and providing leadership to the procurement function of RHSP with the provisions of RHSP Procurement guidelines. Position holder will also provide technical assistance to Heads of Department and any duly appointed procurement committee(s) on procurement and disposal matters.

Key Duties and Responsibilities:
• To manage the procurement and disposal section of RHSP
• To ensure value for money and timely procurement of goods, services. & works to meet internal customer
requirements within the agreed time frames.
• To ensure compliance with PPDA and international procurement regulations.
• To ensure the RHSP annual consolidated procurement and disposal plans are prepared and implemented in line with RHSP plans and budgets.
• Ensure effective communication with user departments and provide feedback to them on the status of their procurement requisitions.
• Ensure that the periodic statutory and administrative reports on all procurements are prepared, compiled and dispatched.
• Professional guidance on procurement and disposal and capacity building of key stakeholders in the procurement cycle.

Qualifications, Skills and Experience:
A minimum of a Bachelors Degree in Procurement and Supplies Management or its equivalent. A Masters Degree in the same field is an added advantage. Minimum of 4 years work experience at senior management level in a fairly large organization, preferably donor funded with practical experience in using/implementing PPDA laws and regulations and international procurement. Membership of CIPS (Chartered Institute of Purchasing and Supply is an added advantage). Good communication and interpersonal skills. Proficiency in various MS office packages and working knowledge of English and local language(s) are crucial.
Hard working, trust-worthy, and holding the highest levels of integrity and confidentiality. Possess advanced contracts formulation, evaluation and negotiation skills. Must be flexible, reliable, able to work under pressure. Ability to use Software packages like Navision. Possess strong leadership skills, be able to motivate and infl uence others. Be able to think creatively and strategically, have excellent judgment and be able to work in a changing environment.

Job Title: Procurement Officer
Reporting to: Procurement Manager
Job Purpose:
The Procurement Officer will provide Procurement support services in all RHSP procurement functions in accordance with RHSP procurement guidelines and procedures
Key Duties & Responsibilities:
• Check and prepare specifications, terms of reference & statement of requirements in liaison with user departments
• Preparing and issuing Request for quotations or Request for Proposal
• Conduct evaluation of bids and make appropriate recommendations
• Liaise with service providers on procurement matters
• Ensure safe custody of all procurement records
• Prepare submissions for the procurement committee
• Prepare Purchase orders and agreements for the respective service providers
• Ensure timely delivery of goods and services
• Work with the RHSP managers and staff as part of an effective and collegial team to achieve RHSP goals/ objectives
• Ensure timely payment of suppliers.
• Carry out any other assignments as may be allocated by the supervisor.

Qualifications, Skills & Experience:

    A University degree in Procurement & Supply chain management, Procurement & Logistics Management, Business Administration – Procurement or any other related field.

    At least two years’ experience in procurement and supply chain management in a busy reputable organization. Should have good interpersonal skills. Strong written and verbal communication skills.

    Computer skills in Navision will be an added advantage.
    Ability to negotiate Procurement terms and conditions..

    Knowledge of Procurement procedures.
    Proficiency in the use of computers especially Excel spreadsheets, inventory, word-processing packages and e-mail.
    Ability to use judgment and initiative in the course of executing responsibilities. Ability to make decisions in accordance with established policies and procedures.

    Ability to communicate with employees, vendors, and RHSP contacts in a courteous and professional manner.
    Ability to prioritize multiple tasks.

Job purpose:
The Medical Officer will perform Clinical and biomedical Research tasks. The successful applicant will be involved in management of patients in the RHSP’s Clinics and other Program activities.

Qualifications, Skills & Experience:
MB.chB degree from a recognized university and must have completed internship. Registered with the Uganda Medical and Dental practitioners’ Council. Experience with provision of Anti- Retro Viral Therapy (ART) is an added advantage. Pleasant, social, flexible, with good interpersonal skills and a spirit of team building/work. Self-motivated, able to work under minimum supervision and well organized. Able to handle multiple tasks simultaneously. Fluent in both English and Luganda languages. Able and willing to work and reside in the rural setting of Kalisizo – Rakai District.

Job Title: Human Resource Officer
Reporting to: Human Resource Manager
Job purpose:
To provide support to the Human Resource Manager in the management of the Human Resource function, with special focus on recruitment/appointments, contract terms and conditions of service, staff welfare /benefit management.
Duties and Responsibilities:
• Provide administrative support to the staff appraisal process, including sending appraisal forms to the various users, providing technical guidance to appraisers as required, analyzing the forms when filled, preparing summary reports on the appraisals in line with the HR policies.
• Supports the Human Resource Manager in monitoring staffing situation in the program by reviewing staff levels, identify staff gaps, and compile data on vacancies and other inadequacies
• Implement and monitor staff recruitment and deployment
• Maintain a record of impending staff retirements, and plan for timely replacements
• Manage staff leave schedules and database.
• Participate in staff development/Trainings
• Assist in attending to individual staff problems, grievances and concerns.
• Assist in updating Job Descriptions and renewing staff contracts
• Perform administrative duties in the HR office that may include but not limited to filling, organizing and representation in departmental meetings.
• Maintain HR records and information on the HR databases.
• Coordinate staff Medical, IDs and Welfare activities as required including workman’s compensation insurance cover.

Job purpose:
To develop and maintain an employee relations climate that creates and permits a stable and productive work force. To manage and coordinate all functions of employee relations including recruitment, labor relations, compensation and benefit services, work force planning, affirmative action and advocate for employees’ rights.

Duties and Responsibilities:
• Continuous personnel audit and monitoring and updating the Head Administration on employment practices

• Provide leadership in the establishment and maintenance of employee relations that will assist in attracting and retaining a desirable and productive labor force
