The UNOPS Development Group Cluster is based in the North America Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Human Development Report Office, and the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Capital Development Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.

The United Nations Department of Field Support,Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).

DFS has implemented a range of systems to address theprincipal requirements of peacekeeping operations and to support and enhancethe processes DFS undertakes.  TheInformation Systems Section delivers applications that satisfy the quantitativeand qualitative requirements of peacekeeping missions, missions administered bythe Department and United Nations operations worldwide. DFS wishes to establisha functional sub-group to provide technical coordination and projectmanagement.

UNOPS has been requested to assist in the implementation of this activity.
Functional Responsibilities

The incumbent will be responsible for the following duties:

    Demonstrate leadership in developing and leading a results oriented data team to increase operational effectiveness.
    Translate business needs into end user applications and develop, test & implement program logic.
    Design and lead the Data integration (ETL/ELT) solutions.
    Interface with DPKO/DFS clients and technical stakeholders locally and internationally to develop and communicate project deliverables. .
    Analyze complex problems and offer solutions to the business critical endeavors and manage competing priorities and provide a balanced approach to solving them.
    Respond to critical issues in a timely and decisive manner and operate independently with little to no direction.
    Maintain data security and performance standards and provide awareness to team and clients.
    Provide leadership to ensure data product delivery meet load, scalability, ease of support and maintenance needs.
    Lead and mentor staff members and consultants and provide guidance and advice as needed.
    Establish,maintain, and achieve data team goals that are aligned with organizational objectives.
    Work with other data and technical teams and provide sound advice on data integration, warehouse, MDM and management as and when required.
    Assist Information Systems Coordinator in ESB as required.
    Perform other data management and admin related work as required.

Competencies

Professionalism– Demonstrates professional competence and master of the subject matter.Strong data management and integration experience and extensive experience in managing teams in the same area. Knowledge of basic systems analysis and design techniques, testing, debugging, and documentation standards, database design, storage and internal systems.Demonstrated skill in designing and implementing applications within relational database systems’ environments. Strong analytical and problem solving skills and ability to handle a range of systems-related technical and management issues.

Communication -Excellent communication (spoken and written) skills, including the ability to convey complex concepts both orally and in writing, in a clear concise style.Demonstrated ability to communicate effectively at all levels.

Client Orientation– Ability to identify and analyze clients’ needs and propose appropriate solution to meet business requirements
Planning and Organizing –Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines. Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment.
Education/Experience/Language requirements

Education: Advanced University Degree (Masters Degree or equivalent) in Information Systems, Computer Science, Social Sciences or related field. A first level university degree with a combination of relevant academic qualifications and extensive experience in information systems may be accepted in lieu of an advance university degree.

Work Experience:

    Minimum of 5 years of managing, designing,developing data mart, warehouse and data management related projects and activities.
    Extensive experience in ETL, T-SQL, Stored Procedure, relational and dimensional models.
    Familiarity with OLAP Cube design and operation.
    Strong experience with SQL Server and other relational database and basic understanding and data scrambling.
    Experience in dealing with multiple projects and stakeholders with competing requirements in a complex environment.
    Excellent understanding of MDM concepts, MSOffice, MS Visio and XML and moderate understanding of .Net and C#.
    Strong release, change and configuration management experience.
    Experience in managing diverse teams and dealing with clients in multiple locations.
    Excellent diagnostic, debugging and problem solving skills.
    Good people and stakeholders management skills.

Languages: English and French are the working languages of the United Nations Secretariat.For the post advertised, fluency in oral and written English is required.Knowledge of a second official UN language is an advantage.
