Job Objective
Reporting to the Project Officer, the Project Assistant will provide technical guidance in the development, implementation, monitoring and evaluation of the TB REACH Project in Luwero or Kiboga Districts with specific focus on increasing TB case detections and treatment success rates through promotion of DOTS and community-based activities with health workers, VHTs, and beneficiaries,

Description of Duties
• Work with various stakeholders to design and plan outreach initiatives and mobilize communities to attend health promotion activities,
• Support Village Health Teams to promote sensitization, TB -DOTS services, referrals and a awareness- raising about TB.
• Organize comprehensive community awareness activities about TB/HIV symptom detection, diagnosis, treatment, drug completion, and reducing stigma.
• Coordinate the design and implementation of relevant health education activities.
• Build stakeholder capacity to implement TB and collaborative TB/HIV activities independently.
• Train relevant stakeholders on promoting healthy behaviors to prevent TB infection; provide follow up support throughout the project implementation process-
• Participate in the identification and development of appropriate TB education and control materials, ensuring that they are appropriate to the identified needs of the beneficiaries.
• Coordinate the identification of procurement needs; manage inventory and distribution documentation and ensure accurate inventory.
• Establish, coordinate and monitor a participatory community-based monitoring system for activities using VMTs and integrate lessons learned into the overall project strategy,
• Collect relevant indicative data from the health units and process it for monitoring, evaluation and reporting purposes.
• Manage and account for the resources allocated to TB project activities.
• Perform any other duties assigned by the supervisor.

Accountability

• The MSE Officer will focus on improving data collection, monitoring, and tracking of client case detection (CDR) and treatment success rates (TSR) for Beneficiaries using the National TB and Leprosy Programme guidelines.

• Increase community participation in TB activities using established structures.
• Liaise with District Health Teams to promote, review/develop, track and use community-driven health indicators in health system planning and identify a body of community-based best practices that can be translated into scale-up activities.
• Work with all relevant stakeholders to address training and capacity-building needs and deliver relevant interventions to the community, VHTs and health workers in the project area; design and deliver appropriate interventions.
• Liaise with the district health officials to assess the health facility infrastructure needs and plan for the provision of those within the project work plan and budget.
• Monitor performance indicators and progress against milestones.
• Work with the District Health Team to educate VHTs and beneficiaries on the T8 referral system.

Applicants should be Ugandans holding an Honours Bachelor’s Degree in Social Work and Social Administration or Human Resource Management or Public Administration and Management or Business Studies/Administration/Commerce (Management/Human Resource Management option) or (Arts or Social Sciences or Development Studies or Management Science or International Business or any other Social Science Discipline with HRM/Personnel Management as one of the core subjects) from a recognized University/Institution.



DUTIES:

The incumbent will be responsible to Senior Personnel Officer for performing the following duties:



· Processing and verifying information related to recruitment, salary changes, personnel statistics and job analysis.

· Drafting letters of appointments, promotion and confirmation.

· Helping in assessing terminal benefits like pensions and gratuities.

· Collecting data and other vital statistics relating to recruiting and training.

· Handling staff relations and welfare matters.

· Any other duties as may be assigned from time to time.
