Job Title: M and E, TB REACH Project Manager
Job Objective
Reporting to the Project Manager, the job holder will lead implementation of the MSE component of the STOP TB project in Wakiso, Luwero, Kiboga, and Kyankwanzi Districts.
Description of Duties
• The MSE Officer will focus on improving data collection, monitoring, and tracking of client case detection (CDR) and treatment success rates (TSR) for Beneficiaries using the National TB and Leprosy Programme guidelines.
• S/he will promote involvement of project staff, local government, health workers, and communities in strengthening and utilizing existing M and E frameworks and health management information systems at district and community level,
• S/he will also design and monitor a project M and E database to track relevant indicators and targets using information gathered from nationally approved forms, including health facility data, DOTS service availability, application of effective monitoring measures, application of collaborative management of TB/ HIV guidelines, and Village Health Team Involvement in TB interventions.
a. Supervision: Works independently under the supervision of the Project Manager within the framework of agreed strategies, operational priorities, policy guidelines and level of authority delegated to him/her by the Manager. Works in collaboration with other Officers and Assistants and reports at set times to Manager.
b. Confidentiality: Responsible for maintaining confidential files and information regarding the project.
c. Responsibility: For assets and decision-making on effective achievement of project objectives.
Qualifications:
• The applicant should have a degree, specialization or post graduate training in M and E, Bio-Statistical Analysis, Data Management, or other relevant fields.
Relevant experience
• At least 3 years experience in designing and implementing participatory health related project M and E systems.
• Sufficient knowledge and ability to identify TB-related indicators and targets to be monitored.
• Preparation and execution of project and district monitoring tools and plans, and orienting the project team, local government, and health workers on the monitoring plan and its operationalisation.
