Job Title: Public Health Specialist –Evaluation
The U.S.Misssion  , Uganda  is  inviting   suitable  qualified  applicants  to fill the  above Vacancy  which is vacant .
Qualifications
•    Completion of  a  university  degree  in public health , public  policy, social sciences  with specialization  in monitoring  and evaluation is required. Must have demonstrated  expertise  in basic program  evaluation.
•    Five years of progressively  responsible , professional –level  experience  working  as an  M&E, or  Evaluation specialist  in a health  program implementation  agency is required.
•    Level  IV  English ability (fluent written, spoken and  reading).
Selection Criteria
•    Management  will consider  nepotism/conflict of interest , budget and  visa  status in determining  successful candidacy.
•    Current employees serving  a  probability  period  are not  eligible  to apply.
•    Current  Ordinarily  Resident  employees with an  Overall  Summary  Rating  of needs  improvement  or  Unsatisfactory  on their  most recent  Employee performance  Report are not eligible to apply.
•    Current  employed  NORs  hired under  a  Personal  Service  Agreement  are  ineligible  to apply  for  advertised positions within the  first  90  Calender days of their appointment .

•    Completion of a masters (MPH, MSHP, MSW) degree  in public health , medicine , nursing behavioral  or social  sciences is required.
•    Three years of  mid-to-senior level  public  health experience  in developing , implementing   and evaluating  HIV/AIDS  Prevention  or other  public health  programs, including  HIV testing and counseling  and the implementation  of community health  activities  is required.
•    Language  required:  Level  IV English  ability (fluent  written, spoken  and reading ).

Specifications

•    Maintain a reliable  computer and network  system to ensure atable  email/internet and equipment use.
•    Carry out routine  hardware maintenance  both at  CARE Headquaters  and  Sub-offices
•    Manage and  maintain a content management  system using  Microsoft  share in  line with the  ICT   plan and institute a reliable    data management  system to ensure safety and easy retrival of information
•    Provide CARE staff  and  visitors  with continuous  support to ensure good  quality  internet  and email  services
Specifications
•    Relevant   degree in  Computing   and ICT  professional  qualification like A+ or higher
•    At least three years  experience working  with  Cisco  routers , Firewalls and VPNs
•    Experience working with the following  softwares; Window 7, Microsoft Server  2003,  Microsoft Exchange 2003 servers, Microsoft Outlook 2007, Microsoft Share-point  services  2010.
•    Proven ability to  transfer  knowledge to users  and colleagues
•    Excellent  communication  and decision making  skills
•    Proven capacity  for  analyzing  and getting to the root causes  of ICT problems and  suggesting cost effective  solutions.
